The Master in Public Administration Program is for aspiring leaders with real-world experience and graduate-level coursework in economics, public policy, or management.
The Master in Public Administration (MPA) curriculum is flexible. You create a study plan that reflects your academic interests, focuses on your personal and professional aspirations, and integrates across disciplines.
You may also decide to pursue a concurrent degree in business, law, medicine, or other professional fields. You’ll earn two degrees in less time and acquire even more skills you can use to make a difference in the world.

About the MPA Program
The MPA curriculum is flexible. You’ll create your own 64-credit study plan that reflects your academic interests and professional aspirations.
As an MPA student, you’ll take eight credits in a Policy Area of Concentration as well as four credits in each of these key areas:
- Economics and Quantitative Analysis
- Management, Leadership, and Decision Sciences
- Public Ethics and Political Institutions
You’ll select your remaining credits to support your unique intellectual and professional objectives. You can take classes across academic disciplines at HKS and cross-register into courses at other Harvard graduate schools as well as at MIT Sloan School of Management and The Fletcher School at Tufts University.

Concurrent Degrees
You might consider pursuing a second degree concurrently if you’re interested in how the world’s public challenges can be addressed at the intersection of business, law, medicine, design, or other fields.
Pursuing a concurrent degree reduces coursework and residency requirements and makes it possible to earn two degrees in a shorter amount of time.
Concurrent degree students complete 48 credits at HKS, including four credits in each of the key areas:
Concurrent degree students are not required to fulfill the Policy Area of Concentration requirement.
Degree Requirements
The MPA Program consists of four semesters of full-time coursework in residence at HKS.
To graduate, you must:
- Earn at least 64 credits
- Finish with a GPA of B or better
- Earn a B- or higher in all courses counting towards the distribution requirements
- Matriculate as a full-time, in-residence student and take between 12-20 credits per semester
- Fulfill a Policy Area of Concentration requirement by taking eight credits in one of the policy areas at HKS

HKS faculty members are among the most influential leaders and thinkers in their fields. They have contributed vital research and scholarship to their fields. Served in U.S. administrations. Applying to the MPA Program
Prerequisites.
There are specific academic and professional prerequisites required to apply to the MPA Program. You must have:
- A bachelor’s degree with a strong academic record
- Three years of professional work experience by September 1 of the year you would enroll in the program
- Master of Business Administration
- Master of International Business
- Master of International Development
- Master of International Economics
- Master of Science in Engineering
How to Apply
A complete application to the MPA Program includes the following:
- Online application
- Three letters of recommendation
- GRE or GMAT required
- Non-native English speakers who did not earn an undergraduate degree conducted in English must submit results of the TOEFL, IELTS, or Cambridge English exam
- Academic transcripts
- $100 application fee or waiver

The application for the 2025-2026 academic year will be available in September 2024. There is one admission application deadline and one start date for each degree program per year. You may apply to only one master's degree program per admissions cycle.

The cost of attendance for the 2024-2025 academic year is outlined in Funding Your Master ’ s Education to help you plan financially for our master’s degree programs. Living expense costs are based on residence in Cambridge. The 2025-2026 academic year rates will be published in March 2025. HKS tuition and fees are subject to change without notice.

Curriculum & Courses
MPA Online classes allow you to finish your degree while continuing in your current position by scheduling weekly evening online lectures. The program combines core courses with electives and offers graduate certificates in either Public Policy or City and County Management.
Two mandatory on-campus residencies (one at the beginning of your program, and one at the end) allow you to meet fellow students, faculty, staff, and alumni in person. The coursework concludes with a capstone project in which you will consult with a real-world client and conduct valuable research.
Curriculum & Course Sequence
The MPA curriculum focuses on two areas of managerial competency: 1. institutions and organizations and 2. analytics. Within these areas, you will combine core classes with elective coursework to develop key skills relevant to your career goals.
You may select electives to develop your professional expertise and pursue a certificate in Public Policy or City and County Management.
The skills and knowledge you develop through your online courses and experiential learning activities will help you effectively lead institutions and organizations—across public, non-profit, and business sectors—that ultimately serve the global public good.

Certificates
As a student, you may select electives to develop professional expertise and pursue a certificate in either Public Policy or City and County Management . Each certificate can be completed within the 40 total units (41 for pre-service students) of the degree program.
Public Policy
The USC Price Certificate in Public Policy exposes students to policy issues of global interest, while fostering analytical skills built around the most forward-looking methodologies useful for advocacy, legislative impact, government policy setting and implementation across a spectrum of institutions.
City and County Management
The USC Price Certificate in City/County Management is designed for students interested in acquiring the foundational training to advance a career in public service leadership. Working with top faculty and mentors, students gain professional skills and knowledge to achieve career aspirations managing and leading at the forefront of change.
Your capstone is more than just a course — it’s an opportunity. During this portion of the program, you will network with senior public policy and government leaders, build hands-on skills, and examine how you can help communities create real-world solutions .
The capstone is the culmination of the Master of Public Administration online program. In teams of three to four students , you will consult with a client and produce valuable research. The course connects online students with senior decision-makers from local and state government, nonprofit organizations, criminal justice, federal agencies, private sector firms and key public sector service providers. During the course, students develop “soft skills” such as consulting, advising, and communicating while developing new networks of professional contacts and are responsible for the academic effort necessary to develop strategic solutions to real issues.
At the end of the course, you and your team will produce a project report and communications briefing for your client. You will meet with the client to present your findings, answer questions and suggest next steps.
The most outstanding project among all USC Price MPA student teams will receive the Haynes Award for academic honor (and a cash prize) at our annual Price School Awards Ceremony.
Residencies
Our program includes two in-person campus residencies — one at the beginning of the program and one at the end — to allow you to build hands-on skills and network with your peers, alumni, and faculty in person.
The residencies take place on USC’s campus in Los Angeles and include intensive class sessions during which you will participate with faculty, peers and alumni. Residencies also include social events and networking opportunities to connect colleagues, members of the Trojan Family and our campus community.
The Professional Residency is an onboarding experience which includes a brief orientation to our MPA online program and services available to you throughout. The long weekend also includes educational seminars focused on digital literacy, communications and writing techniques, research, quantitative methods, and more. These seminars are delivered by the faculty who teach our courses. Beyond meeting local alumni, all your key faculty (including the dean) and your individual cohort coach, you can use this opportunity to tour the USC campus and stop by the bookstore for Trojan gear.
The Capstone Residency takes place during the week before graduation and includes a capstone event where you will prepare various presentations and studios and share your best work focused on a current problem with your peers and expert judges. Highly competitive analysis and presentation skills are rewarded with engraved USC medals to be worn with graduation robes. The experience is a final opportunity to develop and solidify relationships with fellow students and alumni, reinforcing the USC Price professional network that you can leverage long after graduation.

Admissions & Application Requirements
All USC Price candidates must have a bachelor’s degree from a regionally accredited college or university in order to apply. An undergraduate GPA of 3.0 is recommended to apply to the Master of Public Administration online program.
To complete your application, you must submit the following:
Your resume should include a summary of your academic background, your professional work history and any other relevant work or volunteer experience you’d like to highlight. Two years of relevant work experience are recommended, but not required, to apply.
Official Transcripts
We recommend that you request transcripts when beginning the application, as the turnaround time can vary from school to school. USC requires official transcripts from all postsecondary schools (including community colleges) you have attended, regardless of transfers or whether a degree was earned. Your application processing may be delayed if you fail to submit all undergraduate transcripts.
Transcript submission is a two-step process.
- Upload scanned copies of official registrar-issued transcripts to the online application. Please note that these must be official transcripts printed on university letterhead. Printouts from online student portals are not acceptable.
- Request an official registrar-issued transcript be sent to the USC Office of Graduate Admissions.
If your university is in the United States and offers e-transcripts, advise the university to send the e-transcript to [email protected] . The transcript must originate from a secure site formally linked to the sending institution. Statement of Purpose
Your statement should be approximately 1,000 words. You will be asked to address the following questions: Why are you interested in pursuing the Master of Public Administration degree? How will a Master of Public Administration degree affect or enhance your career aspirations and goals? Please share how your experiences, background, and/or interests have shaped you and will shape your engagement in the Price community.
Letters of Recommendation
We require three letters of recommendation. These should come from professionals in your field who can provide meaningful input on your previous work experience and career goals. A letter of recommendation from a professor, faculty member and/or academic adviser who can provide meaningful input regarding your academic record is also welcome. We only accept recommendation letters through the application portal. In the Program Materials section, enter the names and email addresses of the three people you would like to write your recommendation letters. The system will email a link to your recommender to upload their letter.
Test Scores
Price has discontinued the GRE/GMAT requirement for admissions review. Applications will be reviewed holistically.
Application Fee

Pre-service Internship Requirement
Pre-service students are required to complete a 300 hour internship and a one-unit Internship Seminar course (PPD 543). Students may choose to fulfill their internship requirement with their current employer. Otherwise, students will be required to secure an appropriate internship location on their own or with the help of the USC Price Career Services staff .

The USC Price Master of Public Administration online program is currently not authorized for students living in Puerto Rico. Public Service Loan Forgiveness
Graduates working in the public service field may qualify for the Public Service Loan Forgiveness (PSLF) program. To qualify, you must have made 120 qualifying loan payments while employed by a qualifying employer. There is no income requirement for the PSLF program.

Cyndee McDougal and Cole Yamada, program administrators, provide academic and administrative policy counseling. The Office of Academic Programs is the administrative hub for the master’s programs at the USC Sol Price School of Public Policy, and is primarily concerned with student progress, university compliance, and other matters.
Cohort Coach and Mentorship Program

Once you enroll, our program pairs you with a Cohort Coach, a program alumnus who will act as your personal “go-to person” throughout your program. In many cases, our Coaches also act as a front-line professional mentor. Your Cohort Coach is an excellent resource for professional development as well as any questions, issues, or concerns you may have regarding your educational journey. The coach works alongside students in the first Residency as a type of TA, providing valuable tips on time management, communicating within the program, and communicating about the program as you work to organize your life for academic success. Following the first semester, your coach will host monthly meetings for your cohort to check in, ask questions, and learn more about certificates and career opportunities. Cohort coaches have assisted with job interview preparation, salary negotiations for new jobs, and dozens of introductions to the Trojan Family and our network of professional job leads. Tips on Choosing a Topic
Choose a topic.
Choosing a topic does not seem like it should be difficult. Unfortunately, it often is.
Choosing a right topic can often make the entire process much easier. This can be done if you follow these steps.
1. Pick a topic that interests you.
The topics we can choose are often dictated by assignments, classes, professors, etc. But, find a topic you like will make the process more rewarding.
If you have an open-ended assignment, browsing the databases listed below can help you decide on a topic by giving you a jumping off point. They also have the added benefit of suggesting many different resources once your topic is found:
- CQ Researcher This database publishes reports that provide overviewed, background information, opinion pieces, and lots of references for a large collection of topics. A really great place to start, if you aren’t certain what’s out there.
- Opposing Viewpoints in Context Much like CQ Researcher, this database provides overviews, media, background information, and lots of references on specific topics that are known to be in the public eye. A great place to browse for topics, or to find out more about one you’re considering.
- Google News or Yahoo News – specific topics Google or Yahoo news can show you topics that are currently being discussed. It can be a good place to start.
2. Find information on your topic.
You may find a topic like "Obesity" or "Fracking" interesting enough to write about, but not know very much beyond what you've noticed in the news.
That's okay! Even for subjects that you feel that you know a lot about, it's hugely beneficial to get background information. That's where encyclopedias and other reference materials come in. You can use them to discover definitions, general trends, subtopics, and other items of interest about the subject you are interested in. Once this information is gathered, you can use it conduct more effective research.
Didn't think you'd see this here, did you?
Wikipedia is a really good example of a reference source: a place you go when you want to see what something is. Just like many other encyclopedias, it can give you a basic overview, related topics, and even a brief history of your subject. However, because pages can be edited by anyone (your mom, your little brother, your nosy neighbor down the street), there’s a risk that someone has messed around with the information and it’s completely wrong . On top of that, you can’t cite it. So feel free to use it, but make sure you use it wisely.
- Gale Virtual Reference Library (GVR) Imagine this as Wikipedia’s older, more reliable sibling, the one you can count on to not exaggerate or just plain lie. It works the same way, but people who have definitely done their research are the ones writing the entries. What’s more, unlike Wikipedia, most instructors will allow materials from GVR to be cited in your assignment. Information isn’t worth very much if you can’t use it!
- Oxford Reference Online , and Sage Reference Online Just like the GVR, but from different publishers.
Now that you’ve done your background research, your topic should be shaping itself more clearly to you. It can help at this point to create a concept or mind map that demonstrates the interconnected aspects of the topic and how they relate to each other.
It’s now that you need to take the aspects of the topic that are of most interest to you, and form them into a question that your research assignment will answer. This question will guide your research forward, helping you to stay focused and relevant.
3. Create a research question.
When the time comes to do the bulk of your research, three different things can happen with your results.
It’s not pleasant to be on the verge of writing a paper or script, only to find that your topic is too new, obscure, narrow, or broad to find enough supporting research to complete. So it’s important to try it out, and to change your topic, if you find yourself with too many, too few, or irrelevant results.
Some good general tools to try a preliminary search in are:
- LIONSearch This tool is a single interface to the combined resources provided by the Penn State University Libraries. What that means is that LIONSearch covers almost everything that the library has access to, both print and digital collections. The Google of the library, if you will.
- Academic Search Complete Comprehensive scholarly, multi-disciplinary full-text database, with more than 5,300 full-text periodicals - in other words, lots of great stuff!
- The CAT This is the library’s traditional catalog, but it doesn’t only search books. Ebooks, videos, journals, and many other types of media can be found here as well
While you’re searching, if you find a few articles or books that you really like, use the GET IT! button
Example questions might be:
- How has the obesity epidemic affected Native communities in the United States?
- How has the economy of North Dakota been affected by fracking?
As you can see, these questions take specific aspects of the broader topics of “obesity” and “fracking,” and narrows them both into focused queries that a thesis statement then begin to answer.
5. Broaden or narrow your topic as needed.
If during your test search, you found too many or too few results, you may need to either narrow, or broaden your topic to make it more manageable.
- To narrow your topic, consider making it more specific. Focus on one aspect of your topic. This can include geographical area, culture, time frame, discipline, and population group (age, gender, ethnic group, profession, etc).
- To broaden your topic, consider backing away from your more specific descriptors. Topics that are very narrow are often locally confined, recent, or focusing on very specific aspects of a larger whole (eg. Lady Gaga vs. Pop Music).

MPA Capstone Projects
Students in the Master of Public Administration program complete a Capstone project or internship as the culmination of their graduate work.
The MPA Capstone allows students to implement academic insight to practical experience. It is designed to provide students with an opportunity to apply the knowledge and skills developed in the program to real-world situations. The Capstone experience integrates classroom time devoted to discussion about public administration and the understanding students have obtained from their internship or practicum. It may also include guest speakers from the field and professional training and development workshops. Students have completed projects at a variety of local, state, and federal government agencies, nonprofit organizations, and higher education institutions.

Graduate students in the Master of Public Administration (MPA) program at the Carsey School of Public Policy presented their capstone projects to friends, family, and other invitees during an online presentation held May 14, 2021.
Past MPA Capstone Projects
MPA Capstone: Preventative Radiation/Nuclear Detection Program for New Hampshire
Jeff worked as a facilitator with the New Hampshire Department of Safety, Division of Homeland Security & Emergency Management and the US Department of Homeland Security’s Domestic Nuclear Detection Office (DNDO) to establish a Preventative Radiation/Nuclear Detection program for the State of New Hampshire. Jeff served as the Chairperson on the Executive Steering Committee, consisting of representatives from multiple municipal, state, and federal agencies. Using templates from the DNDO and exemplars from other states, the committee developed a statewide concept of operations specific to New Hampshire’s needs and within the resources available to the state. Beyond the document itself, the end goal is for New Hampshire to be fully engaged in the Global Nuclear Detection Architecture.
MPA Capstone: Strategic Plan for Vetflix INC.
Roy completed his capstone with Vetflix, a non-profit that specializes in e nlightening the public on the lives of military service members and veterans. Roy worked with the organization to develop its strategic plan and enhance the overall functioning of the Board of Directors. Roy assisted the Board in defining their organizational profile by clarifying their mission, vision, and values statements. He also led the Board in conducting a gap analysis in order to compare Vetflix’s actual performance with potential and desired performance. This information was used to draft lines of effort, as well as goals and objectives.
MPA Capstone: Environmental Scan of New Hampshire’s LGBTQI Population
Endowment for health/nh alliance for healthy aging.
Nell worked with the Diversity, Equity, and Inclusion committee of the NH Alliance for Healthy Aging. Nell conducted an environmental scan to help the committee better understand the context of New Hampshire’s Lesbian, Gay, Bi-Sexual, Transgender, Queer, and Inter-Sexed (LGBTQI) individuals. She synthesized existing research, interviewed key informants to identify recurring themes, and gathered best practices for engaging and including older LGBTQI adults from key stakeholders and leaders in the state, region, and nation. Nell’s work laid the foundation for understanding an entire demographic not previously identified in New Hampshire and will allow the Alliance for Healthy Aging to move forward with its work of engaging this population.
MPA Capstone: Police Athletic League Programming in El Salvador

Daphne worked in partnership with the NH National Guard, U.S. Embassy of El Salvador, and Manchester, NH Police Athletic League to create police athletic league programming for the International Narcotics Unit and the El Salvadoran National Civil Police Unit. Daphne surveyed communities to assess needs and inform the development of programming to rebuild trust between youth and police in impoverished areas that suffer from violent gang activities. By enhancing community policing efforts, Daphne assisted local law enforcement and military personnel in advancing their humanitarian work.
MPA Capstone: Attracting and Retaining Millennials
City of concord, new hampshire.
Gina worked with the City of Concord to help them discover ways to recruit and retain the millennial generation. Working alongside the Human Resource Department, Gina identified challenges such as an aging workforce, the negative stigma of public service, workforce competition, and dated policies. Gina outlined the typical characteristics of millennials and researched the possibility of implementing a Student Loan Repayment Program, various recruitment ideas, engagement strategies, and best practices for attracting millennials to the public sector. Gina presented her findings to the City Manager and Deputy City Managers and put forth recommendations for how the City could adapt its culture to appeal to a millennial audience.

SPHHS to Launch Online Master of Health Administration Degree Program in Fall 2025
The University of Massachusetts Amherst School of Public Health and Health Sciences has recently been approved by the UMass Board of Trustees and the Massachusetts Board of Higher Education to offer a new Master of Health Administration program that will be available to students in fall 2025.
In their April 2024 meeting, the trustees approved a Master of Health Administration (MHA), an online degree program in the Department of Health Promotion and Policy. The part-time, online MHA program will be one of the few of its kind offered by a Massachusetts public university.
The curriculum is comprised of 40 credits including core courses in public health (health policy and management), management, strategic management, leadership, graduate seminars and a capstone experience that involves a service-learning case study with the student’s current or prospective place of employment.
Lawrence Pellegrini , director of the Online MPH in Public Health Practice Program and senior lecturer in health policy and management, says the program is designed to be completed in three years for individuals who want to further their education part-time while continuing to work.
“The degree is designed for working professionals looking to acquire needed skillsets to gain leadership positions within the healthcare field,” Pellegrini says. “The program is fully online and asynchronous which offers a great deal of flexibility for students to complete the degree while balancing other responsibilities.”
The program differs from a business school master’s program in health care administration or master’s in business administration because it is within the SPHHS and is public health focused.
“We’re a school of public health,” Pellegrini says. “A lot of the values that we're going to be installing in the context of our program are going to be very much public health-oriented, so there would be a lot of population-based approaches to healthcare innovation.”
Graduates would be prepared for roles as healthcare administrators across industry sectors in businesses, educational institutions, government agencies, non-profit groups, community wellness programs, residential healthcare facilities, hospitals and clinical settings.

Public health experts have never been more important than they are in the world today. From cancer to Ebola to COVID-19, major health events affect us all. Specialists in the field of epidemiology are responsible for some of today’s most important public health research and data analysis.

Epidemiology is the science concerned with the factors that influence and determine the frequency and distribution of disease, injury, and other health-related events, and their causes in a defined human population. Its goal is to establish causal factors for health issues in order to improve the health and safety of entire populations, such as towns, countries, age groups or races. A health issue is anything that might affect health now or in the future: illness, accident, natural disaster, economic strife, and so on. For epidemiologists, “Who is most likely to be injured in an automobile accident?” can be just as valuable a line of inquiry as, “What part of the population is at highest risk for developing complications from the flu?”
Experts in two main branches of this science—analytical and descriptive epidemiology—work to decrease health events and diseases by understanding the risk factors for them. Both branches serve public health organizations by providing information that may reduce disease and other kinds of events affecting human health.
So what is descriptive epidemiology? It’s a speciality that evaluates and catalogs all the circumstances surrounding a person affected by a particular health event. The more fully a descriptive epidemiologist can describe people, places and times, and any correlations between the three, the more likely it is that patterns will emerge which can be considered risk factors for certain kinds of health issues.
Analytical epidemiologists use the data gathered by descriptive epidemiologists to look for patterns that suggest causes.
What Do Descriptive Epidemiologists Do?
In descriptive epidemiology, scientists examine and describe in detail the people, places and times related to public health events, in order to understand and reduce health risks. They consider the impact of demographic, geographic and socioeconomic factors. They also take into account behavioral influences such as diet, work schedule, exercise frequency, drug use and sexual habits, all of which may influence a person’s health and health risk.
They ask questions known as the five Ws:
- What (is the health event or diagnosis)?
- When (did the health event occur)?
- Where (did it take place?
- Who (are the people involved and affected)?
- Why/how (did it happen)?
Of these five, they focus primarily on three:
People Who is affected? Descriptive epidemiology looks for the age, education, race, socioeconomic status, sex, gender, and access to health services of the people involved in health events. Specialists may look into religious, cultural and social influences, as well.
Time When and for how long do health events occur? Descriptive epidemiology tracks and records the dates and lengths of disease exposure and use of control measures. This can help determine whether a disease primarily occurs seasonally, such as influenza in winter, or at any time, such as hepatitis B.
Location This research details where health events take place. Descriptive epidemiologists detail the birthplace, place of residence, site of employment, treatment location and other relevant geographic locations of the people affected.
The information they gather helps descriptive epidemiologists formulate hypotheses about the sources of outbreaks and health events, which helps public health officials analyze data, identify risk factors and improve health outcomes.
What’s the Workplace in Descriptive Epidemiology?
The nature of the work at the heart of descriptive epidemiology can vary from that in other parts of the field. Descriptive epidemiologists travel to administer studies, interviews and surveys, which puts them on the ground level in communities with severe, acute public health crises—think global outbreaks and natural disasters—which are usually sudden, unexpected, and in need of time-sensitive response.
Descriptive epidemiologists may also attend and support educational events or aid local officials in implementing disease prevention strategies.
The majority of epidemiologists work in state government (35%) or local government (19%). 2 A significant number work in general hospitals (15%) and in research-teaching positions at universities (11%). 3 Descriptive epidemiologists often work for the Centers for Disease Control and Prevention, the World Health Organization, the National Institutes of Health or other government or global organizations whose goal is to help protect the public from health events.
The Growing Demand for Epidemiologists
As the COVID-19 pandemic has demonstrated, epidemiologists’ work is crucial in creating and ensuring healthy societies.
As many workers retire or make transitions to other jobs, we need new experts to fill the gaps. The U.S. Bureau of Labor Statistics projects that opportunities for epidemiologists will expand by 30%—much faster than the average growth rate—in the decade from 2020 to 2030. 2 The number of open positions will most likely hover around 900 each year.
Cutting-edge healthcare technology will continue to aid in the discovery of new diseases over the next decade. Additionally, according to the Centers for Disease Control and Prevention, an increasing number of hospitals are expected to join infection-tracking programs such as the National Healthcare Safety Network. 4 Both of these expansions will result in heightened demand for descriptive epidemiologists.
Becoming a Descriptive Epidemiologist
Becoming an epidemiologist requires education and training beyond a bachelor’s degree. There are no official national licensing or educational requirements, but a master’s-level degree—a Master of Science in Clinical Epidemiology , a Master of Public Health with a specialization in epidemiology , or another related degree—is the accepted standard. You may choose to complete doctoral studies in epidemiology or medicine, as well, particularly if your interests lie in clinical work.
To pursue a career in epidemiology , look into an accredited program with experienced, professional faculty . Coursework should focus on public health, biological and physical sciences, math and statistics. Specific specialty courses may cover chronic diseases, infectious diseases or research principles. Most reputable programs include a practicum as part of the required coursework.
