MyNavy Assignment Latest Release Brings More Transparency to Rate Conversion Applications

MILLINGTON, TENN. – Sailors interested in rate conversions may now see the availability of positions prior to applying. This is a new feature of the latest MyNavy Assignment (MNA) release, launched Dec. 3, 2021. Sailors can now determine their potential fit in a rate conversion depending on the available positions advertised in MNA for Sailor application. Previously Sailors had to apply without knowing the positions available, but they can now shop for positions and see the availability of both in-rate and out-of-rate jobs. Most conversion requests will be initiated, reviewed, and adjudicated within MNA. If quotas out of the Sailor’s current rate are not available, Sailors will not normally be able to submit conversion applications. Once signed into MNA homepage Sailors can access both their personal information and the “My Conversion Opportunities” page where the new capabilities can be found. It is important to note that job conversion opportunities are filtered based on a Sailor’s year group and personal information. Sailors should always verify that their year group and personal information are correct. Direct Conversion Requests are another option that allow Sailors outside their order negotiation window to apply for a job with a different rating. Enlisted Community Managers (ECMs) have the ability to set a “black out” time, also called a Direct Conversion Threshold, prior to a Sailor entering their order negotiation window. The Conversion Threshold prevents Sailors from making a Direct Conversion request in that time frame. For example, a six month “black out” period means that Sailors 18-13 months from their projected rotation date would be prohibited from making Direct Conversion Requests. Sailors inside their MNA negotiation window can request conversion by applying to a rating for which they qualify, assuming that both their current rating has Out-Quotas and the rating they are interested in converting to has In-Quotas. Out-Quotas are the number of Sailors allowed to convert out of a rating for a Sailor’s year group via a normal conversion application. If the Out-Quota is 0, the conversion request will normally be rejected. Out-Quotas are defined by rating, pay grade, year group, and service component. ECMs may also choose to define Out-Quotas by Naval Enlisted Classification (NEC). Sailors can navigate the “Conversion Ratings With In-Quotas” pane to see all available jobs in order of a Sailor’s level of qualifications, which is indicated by a Sailor’s Rating Identification Engine (RIDE)/Job Opportunities In the Navy (JOIN) score. General job searches can also be conducted by clicking the “In Opportunities Job Search” button which will then open a window that shows all convert-in available jobs. Sailors can filter and search jobs at will based on various criteria. By clicking a specific rating, Sailors can get more information on jobs available within a specific rating. Sailors complete a job search for a rating by clicking the Job Search button on the Rank pop-up. The pop-up will also display the RIDE/JOIN scores supplied by CWAY. It is extremely important that Sailors make sure that their CWAY information is up to date. Without up-to-date information, a Sailor’s RIDE/ JOIN scores will be incorrect. There is also a “Conversion Ratings with No Available Quotas” pane that Sailors may view and apply for ratings with no In-Quotas, but applications will likely be rejected. Sailors will be able to submit conversion applications during application phase. The next application phase begins Dec. 23, 2021. Current Enlisted Programs

The Navy has modified the way enlisted Sailors advance in rate. Part of the goal is to replenish hard to fill billets, especially at-sea billets. The other goal is to advance Sailors who are committed to the Navy.

Billet based advancements will place the qualified Sailors in billets that have critical gaps at sea. This is a competition based selection whereas the Sailor is competing for a particular job that allows for advancement once the requirements have been met and the Sailor has reached his new destination.

Meritorious Type advancements allow the commanding officer to advance the most talented Sailors in pay-grades E5 and below to the next higher pay-grade. Quotas are allocated to commands based on authorized billets E3 through E5.

Incentive programs inlude priority shore duty placement and monetary compensation while still being eligible for career sea pay (CSP) and sea pay premium (SPP) if eligible.

Meritorious Advancement Program (MAP)

The purpose of MAP is to advance the most qualified Sailors to the next pay-grade outside of the advancement cycle. Through MAP, deckplate leaders have a voice in helping select the most qualified Sailors in their command. MAP currently comprises of 20% of total advancements.

Senior Enlisted Marketplace (SEM)

SEM is a program that will ultimately include all Chief Petty Officers. Currently only E-8 are being screen in this phase. To advance to the next higher pay-grade, successfully screened Chiefs must be matched to a position via MyNavy Assignment (MNA). The goal is to better align qualified Chiefs with command requirements and to advance those Sailors committed to staying in the Navy.

Detailing Marketplace Assignment Policy (DMAP)

DMAP is a set of personnel policies designed to improve fleet manning in sea-intensive ratings. Its goal, through various programs, is to reward Sailors in sea-intensive ratings to stay in the Navy and stay on sea duty.

DMAP 4+3 benefits apply to Sailors who complete a 4-year Apprentice (E4 and below) Sea Tour followed immediately by a 3-year Journeyman (E5) Sea Tour.

Incentives Include:

Additional Money Through Detailing Marketplace Incentive Pay ( DMIP )

Paid monthly throughout entire 3 year Journeyman tour. $200 to $800 per month depending on location and sea duty type.

Early Advancement Through Advance to Position ( A2P )

A2P: E4 eligible (PNAed on E5 exam) applies for 3 year Journeyman assignment and advances upon arrival.

Early Advancement Through Command Advance to Position ( CA2P )

CA2P: An E4 eligible (PNAed on E5 exam) Sailor is nominated by their CO to fill a vacant or soon to be vacant PO2 billet onboard the current sea duty activity. All CA2P requests will be submitted in MNA via a Member Realignment Request (MRR).

Priority Follow-on Shore Duty Assignment Through Continuous Sea Duty Credit ( CSDC )

CSDC: Adds 1 credit per month of sea duty. Resets to 0 upon transfer to shore duty. Provides priority in the detailing marketplace.

All incentives can be combined with Career Sea Pay, Sea Pay Premium and SRB.

Detailing Marketplace Incentive Pay (DMIP)

DMIP is a monetary incentive payable to Sailors that execute the DMAP 4+3 sea duty option. Sailors eligible for DMIP will earn additional monthly pay for the entire 3-year Journeyman (E5) Sea Tour. DMIP payments will begin on the 49th month of sea duty and continue each month through the 84th month. Initial DMIP rates will range between 200 dollars and 800 dollars per month. A Sailor who is earning the average DMIP rate of 500 dollars per month would receive $18,000 in additional incentive pay over the 3-year journeyman (E-5) sea tour.

That is on top of the $21,300 in career sea pay (CSP) and sea pay premium (SPP) for Sailors assigned to ships company for their 3-year journeyman (E-5) sea tour. In total, a Sailor who executes the DMAP 4+3 sea tour option could earn an extra $39,300 or more in DMIP, career sea pay (CSP) and sea pay premium (SPP).

Advance to Position (A2P)

A2P Program allows for Active Component E-4 and E-5 Sailors to apply for select E-5 and E-6 jobs when in their detailing window. This program does not allow for rates listed in DMAP. Sailors selected for A2P will be permanently advanced and paid upon reporting to an A2P job at their ultimate duty station, following successful completion of any required en-route training.

Sailors selected for A2P also maintain eligibility for all other advancement programs that they would be eligible for even after selection for A2P, and may advance sooner via any other advancement program for which they are selected. Sailors selected for an A2P assignment will receive permanent change of station (PCS) orders, if required, in line with current detailing business rules.

Command Advance to Position (CA2P)

CA2P allows commanding officers to retain their top performing E-4 Sailors who are eligible for advancement to E-5 PNAed by permanently advancing them to E-5 to fill a vacant, or projected to become vacant, E-5 position within their command before entering MNA. Sailors must obligate to sufficient service, through extension or reenlistment, to complete a minimum of seven years at the command.

This consist of a 4-year apprentice (E-4 and below) sea tour plus a 3-year journeyman (E-5) sea tour (DMAP 4+3 sea duty option.) This is in addition to any associated training required to transition from apprentice to journeyman. CA2P replaces the Meritorious Advancement Program (MAP) for E-4 advancement to E-5 in the four DMAP Phase I ratings and will only be available to afloat commands. CA2P provides Sailors additional opportunity to remain in the same geographic location.

Continuous Sea Duty Credit (CSDC)

CSDC is a non-monetary incentive that will accrue as a Sailor remains on sea duty. All sailors on sea duty now earn CSDC and start accruing credits when reporting to sea duty. Initially, one (1) month on sea duty equates to one (1) CSDC. Sailors with the most CSDC will have priority over Sailors with less CSDC when applying for a shore duty assignment giving them an edge in shore duty assignment. CSDC is reset to zero once they have reported to their shore duty command. CSDC pauses if a Sailor goes on Limited Duty (LIMDU) or due to pregnancy.

Senior Enlisted Advancement-to-Position Pilot Program (SEA2P)

SEA2P offers advancement incentive to active component E-7 and E-8 willing to take critical at-sea billets. The goal is to keep deploying units mission-ready by filling billets in Naval Air Forces and Surface Forces. Senior Fleet and type commander staff will convene a selection board to select those who are best and fully qualified Chiefs and Senior Chiefs for priority sea billets primarily within the Nimitz Strike Group, the Bataan Amphibious Ready Group, and USS George Washington.

The Navy Advancement Center is currently scanning Active Duty Cycle 242 E7 exam answer sheets received from commands around the world, and is processing candidate records to establish the rank order in each rating. That process will continue until all answer sheets are received, candidate discrepancies are cleared, and selection board waivers are verified with PERS-80. NAC will post profile sheets with individual E7 selection board eligibility notification in early March.

Tim Walz, Who Spent Decades as an Enlisted Soldier, Brings Years of Work on Vets Issues to Dem Ticket

A retired Army National Guard noncommissioned officer who was once the top Democrat on the House Veterans Affairs Committee could become the next vice president.

Presumptive Democratic presidential nominee Vice President Kamala Harris announced Tuesday that Minnesota Gov. Tim Walz will be her running mate. That puts someone with an enlisted background on both presidential tickets after Republican nominee former President Donald Trump chose Marine veteran Sen. JD Vance of Ohio as his running mate.

Patrick Murphy, an Army veteran who was Walz' roommate when they were both freshmen in Congress, called Walz a "soldier's soldier."

"The two largest federal agencies are DoD and the VA, so someone who has intimate knowledge of both is incredibly important," Murphy, who served as Army under secretary during the Obama administration, said in a phone interview with Military.com. "He was a field artilleryman who has tinnitus as diagnosed by the VA, so he understands the plight of our brother and sister veterans."

Walz enlisted in the Army National Guard in Nebraska in 1981 and retired honorably in 2005 as the top enlisted soldier for 1st Battalion, 125th Field Artillery Regiment, in the Minnesota National Guard, according to a copy of his records provided by the Minnesota Guard. He reached the rank of command sergeant major and served in that role, but he officially retired as a master sergeant for benefits purposes because he didn't finish a required training course, according to the records and a statement from the Minnesota Guard.

His Guard career included responding to natural disasters in the United States, as well as a deployment to Italy to support U.S. operations in Afghanistan, according to a 2018 article by Minnesota Public Radio . Walz earned several awards, including the Army Commendation Medal and two Army Achievement Medals, according to his military records. Working a civilian job as a high school teacher and football coach, the Nebraska native was also named that state's Citizen Soldier of the Year in 1989, according to official biographies.

During the 2022 Minnesota governor's race, Walz' opponent accused him of leaving the Guard when he did in order to avoid a deployment to Iraq, though Walz maintained he retired in order to focus on running for Congress, according to the Star Tribune newspaper .

Far-right commentators and media resurfaced those allegations and knocked him for never serving in combat -- something he has never claimed to do -- in contrast with Vance's deployment to Iraq as a combat correspondent.

"Looks like it is time to bring back Swift Boat Veterans for Truth. Oof. Walz is a really unforced error. He bailed on the military when they decided to send him to Iraq. JD Vance actually served," conservative talk radio host Erick Erickson posted on social media Tuesday.

Walz was first elected to the House of Representatives in 2006, becoming the highest-ranking retired enlisted soldier to serve in Congress.

His tenure in Congress included sitting on the House Veterans Affairs Committee, rising to be its ranking member in 2017.

"Walz' leadership on behalf of his fellow veterans when he was in the U.S. House of Representatives is notable at a time when our all-volunteer force continues to struggle to recruit," Allison Jaslow, CEO of Iraq and Afghanistan Veterans of America, said in a statement praising the choice of a veteran to be vice presidential nominee. "How we care for our veterans is as important to our national security as how we care for our troops, and Walz has a record to prove that he understands that imperative."

As the top Democrat on the committee, Walz was a chief adversary for the Trump administration's Department of Veterans Affairs . He battled with then-acting VA Secretary Peter O'Rourke in 2018 during a standoff over O'Rourke's handling of the inspector general's office, and pushed for an investigation into the influence of a trio of informal VA advisers who were members of Trump's Mar-a-Lago club. An investigation by House Democrats completed after Walz left Congress concluded that the so-called Mar-a-Lago trio "violated the law and sought to exert improper influence over government officials to further their own personal interests."

Walz also opposed the Mission Act, the bill that expanded veterans' access to VA-funded care by non-VA doctors that Trump considers one of his signature achievements. Walz said in statements at the time that, while he agreed the program for veterans to seek outside care needed to be fixed, he believed the Mission Act did not have sustainable funding. VA officials in recent years have said community care costs have ballooned following the Mission Act.

Walz supported another bill that Trump touts as a top achievement, the Department of Veterans Affairs Accountability and Whistleblower Protection Act, which sought to make it easier for the VA to fire employees accused of misconduct or poor performance. But the implementation of that law was later part of Walz' fight with O'Rourke . The law also faced legal challenges that prompted the Biden administration to stop using the expedited firing authorities granted by the bill.

Walz was also an early proponent of doing more for veterans exposed to toxins during their military service, sponsored a major veterans suicide prevention bill and advocated for the expansion of GI Bill benefits. And he repeatedly pushed the VA to study marijuana usage to treat PTSD and chronic pain, something that could come up in a future administration if the Department of Justice finalizes reclassifying marijuana into a category of drugs considered less dangerous.

Walz' time in Congress also included a stint on the House Armed Services Committee, a perch he used to advocate for benefits for members of the National Guard .

Walz consistently voted in support of the annual defense policy bill, as well as advocated for repealing the "Don't Ask, Don't Tell" policy that effectively banned gay and lesbian service members.

"He was my battle buddy in the fight to repeal 'Don't Ask, Don't Tell,' and it wouldn't have happened if we didn't have Command Sgt. Maj. Tim Walz helping lead the fight," Murphy said.

Since becoming governor of Minnesota in 2019, Walz' role as commander in chief of the Minnesota National Guard has come under a spotlight several times. In response to a request from the Minneapolis mayor, he activated the Guard in May 2020 to assist law enforcement when some protests over the Minneapolis police killing of George Floyd turned destructive. At the time, Minneapolis' mayor accused Walz of being too slow to order the deployment, a charge he denied.

"It is time to rebuild. Rebuild the city, rebuild our justice system, and rebuild the relationship between law enforcement and those they're charged to protect," Walz said in a statement when he announced the activation.

He also activated the Guard to protect the Minnesota state Capitol in January 2021 amid fears that Trump supporters could riot at state houses like they did at the U.S. Capitol that month. And he's used the Guard for missions that are more routine for the service, such as to help after heavy flooding earlier this summer .

As news broke Tuesday of Walz' selection, he quickly won praise from other Democratic veterans.

"Having a person who wore the uniform and who deployed around the world adds to the ticket someone who can connect with veterans and military families in a way that no one but a veteran can," Jon Soltz, chairman of liberal political action committee VoteVets, said in a statement.

Tim Walz's military record under scrutiny as he joins Kamala Harris on Democratic ticket

Minnesota Gov. Tim Walz 's military record has come under renewed scrutiny following Vice President Kamala Harris' announcement of Walz as her running mate on the Democratic ticket. 

On Wednesday, former President Donald Trump's running mate, Sen. JD Vance of Ohio, who is an Iraq War veteran, seized the opportunity to target his opponent's military record, resurfacing claims about his deployments and his retirement from the guard.

Walz served honorably in both the Nebraska and Minnesota Army National Guards, earning medals and deploying in support of Operation Enduring Freedom. But his final days of service have been called into question, centering on his rank and if he retired to avoid a 2005 deployment to Iraq. 

A CBS News review of Walz's military record and statements from the Minnesota Army National Guard show Walz achieved the rank of command sergeant major but was reduced in rank to master sergeant after retirement since he had not completed coursework for the U.S. Army Sergeants Major Academy. 

On Iraq, records show Walz had retired before his battalion was mobilized and deployed to Iraq. A 2005 statement from his website indicates Walz was initially prepared to deploy to Iraq amid his bid for Congress. CBS News has asked Walz for comment on when he decided to retire. 

A snapshot of Walz in the military

Walz retired from the Minnesota Army National Guard's 1st Battalion, 125th Field Artillery in 2005 after more than 24 years in service, the Minnesota Army National Guard told CBS News. 

Walz first enlisted in the Nebraska Army National Guard in April 1981, serving as an infantry senior sergeant and administrative specialist. In 1996, Walz transferred to the Minnesota Army National Guard, where he first worked as a cannon crewmember and field artillery senior sergeant. 

Minnesota National Guard spokesperson Lt. Col. Kristen Augé told CBS News that Walz "held multiple positions within field artillery such as firing battery chief, operations sergeant, first sergeant, and culminated his career serving as the command sergeant major for the battalion." 

Walz earned several Army commendation and achievement medals during his more than 24 years of service. 

Walz deployed in August 2003 in support of Operation Enduring Freedom. The Minnesota National Guard told CBS News the battalion supported security missions at various locations in Europe and Turkey. Walz was stationed at Vicenza, Italy, at the time and returned to Minnesota in April 2004. 

Controversy over a 2005 Iraq deployment

On Wednesday, Vance resurfaced claims that Walz retired from the National Guard to avoid deploying to Iraq. 

"When the United States Marine Corps, when the United States of America, asked me to go to Iraq to serve my country I did it. I did what they asked me to do, and I did it honorably and I'm very proud of that service," said Vance. 

He added: "When Tim Walz was asked by his country to go to Iraq, you know what he did? He dropped out of the Army and allowed his unit to go without him — a fact that he's been criticized for aggressively by a lot of the people he served with." 

The Harris-Walz campaign responded with a statement saying: "After 24 years of military service, Governor Walz retired in 2005 and ran for Congress, where he [served as the ranking member] of Veterans Affairs and was a tireless advocate for our men and women in uniform — and as Vice President of the United States he will continue to be a relentless champion for our veterans and military families." The statement incorrectly stated Walz chaired the Veterans Affairs committee. 

The campaign also said, "In his 24 years of service, the Governor carried, fired and trained others to use weapons of war innumerable times. Governor Walz would never insult or undermine any American's service to this country -- in fact, he thanks Senator Vance for putting his life on the line for our country. It's the American way."  

The claims raised by Vance first gained prominence when Walz ran for governor of Minnesota in 2018. At the time, retired Army veterans Thomas Behrends and Paul Herr, who both served as command sergeant majors, posted on Facebook a lengthy letter accusing Walz of "embellishing" his military career and abandoning his Army National Guard battalion ahead of a 2005 deployment to Iraq.

In the letter, Behrends and Herr write that in early 2005, Walz's unit — 1st Battalion, 125th Field Artillery — was slated to deploy to Iraq. At the time, Walz was serving as the unit's command sergeant major. 

Behrends and Herr claimed that from the time the unit was told to prepare for an Iraq deployment and when Walz retired, he told other Army leaders he would be going to Iraq but later resigned his position before the deployment to avoid going to a combat zone. 

Walz has said he left the guard to run for Congress, according to the Star Tribune . In 2006, Walz won his election to Congress against a six-term Republican incumbent. 

Records show Walz officially filed paperwork with the Federal Election Commission on Feb. 10, 2005. 

In March 2005, the National Guard announced a possible partial mobilization of roughly 2,000 troops from the Minnesota National Guard, according to an archived press release from Tim Walz for U.S. Congress.  

"I do not yet know if my artillery unit will be part of this mobilization and I am unable to comment further on the specifics of the deployment," said Walz in the March 2005 statement . 

The statement continued: "As Command Sergeant Major I have a responsibility not only to ready my battalion for Iraq, but also to serve if called on. I am dedicated to serving my country to the best of my ability, whether that is in Washington DC or Iraq," said Walz, who indicated at the time he had no plans to drop out of the race. "I am fortunate to have a strong group of enthusiastic support and a very dedicated and intelligent wife. Both will be a major part of my campaign, whether I am in Minnesota or Iraq." 

The Minnesota Army National Guard told CBS News that Walz retired on May 16, 2005. CBS News has asked Walz to clarify when he submitted his retirement papers. 

The Minnesota National Guard told CBS News that Walz's unit — 1st Battalion, 125th Field Artillery — received an alert order for mobilization to Iraq on July 14, 2005 – two months after Walz retired, according to Lt. Col. Ryan Rossman, who serves as the Minnesota National Guard's director of operations. The official mobilization order was received on August 14 of the same year, and the unit mobilized in October. 

CBS News reviewed the deployment history for the Minnesota Army National Guard which shows that in the fall of 2005, 1st Battalion, 125th Field Artillery was mobilized in preparation for a deployment in support of Operation Iraqi Freedom. The battalion trained at Camp Shelby in Mississippi and deployed to Iraq as a motorized security task force. 

In 2018, Tom Hagen, a military reservist who served in Iraq, wrote a letter to The Winona Daily News claiming Walz was not being candid about his service record and wanted people to know that the future Minnesota governor did not serve in Iraq or Afghanistan. 

Walz responded in the same newspaper and criticized Hagan as dishonoring a fellow veteran, according to MPR News. Walz wrote: "There's a code of honor among those who've served, and normally this type of partisan political attack only comes from one who's never worn a uniform."

Joseph Eustice, a 32-year veteran of the guard who also led Walz's battalion, told CBS Minnesota that while he doesn't agree with Walz's politics, he does believe Walz's record in the military is sound.

"Tim Walz as a soldier, he was a good soldier. I don't think anyone can honestly say that he wasn't," Eustice said. "...He was a good leader in those 24 years that he served."

Walz's rank as a command sergeant major

Official biographies on the Minnesota government website and Vice President Kamala Harris' website  have described Walz as a "retired Command Sergeant Major." However, documents reviewed by CBS News show this is not accurate; while Walz served at one point as a command sergeant major, he retired at a lower rank. 

Army veteran Anthony Anderson, who routinely obtains military records from the Defense Department using the Freedom of Information Act and has worked with CBS News on similar stories, provided Walz's records for review. CBS News has also requested the documents from the National Guard. 

One of the documents shows Walz reverted back to master sergeant from command sergeant major when he retired from the Minnesota National Guard in May 2005. 

Army soldiers promoted to the rank of sergeant major or command sergeant major are required to attend the Sergeants Major Course, or what was formerly known as the U.S. Army Sergeants Major Academy.  

Lt. Col. Augé, the Minnesota National Guard spokesperson, told CBS News that Walz retired as a master sergeant in 2005 for "benefit purposes" because he did not complete additional coursework at the U.S. Army Sergeants Major Academy.

While Walz can say he served as a command sergeant major in the Minnesota Army National Guard, his official biographies are incorrect in referring to him as a "retired Command Sergeant Major."

On Aug. 8, the campaign website updated its description of his service. It omits his rank upon retirement and now reads, "The son of an Army veteran who served as a command sergeant major, Walz was the ranking member on the House Veterans Affairs Committee, where he passed legislation to help stem veterans' suicides."

Can anyone tell me about scrub phase in MyNavyAssignment?

I'm up for sea duty orders this upcoming cycle and have been keeping track on what's available on MNA and it's not looking the best. Does anyone know if new stuff will be added before the cycle opens or if some of the closed billets will be opened? I already called the detailer and asked about precom and LCS and he basically said "You don't have this NEC, which requires this other NEC you also don't have so there's no chance you get it" even though it's LCS. He also said something along the lines of "This billet will be open and since you have the NEC if you pick it you'll likely get it, or you could be directed" which also doesn't sound great. I'm only on my first look so chances are slim I get picked but I'm trying to get a full list of what I would be willing to "accept" so they don't slap me with needs of the Navy becasue I picked 6 billets instead of 7.
