The 8 Key Elements of Highly Effective Speech

…and why your words barely matter.

I’d like you to take a moment to experience the following sentence, taken from a recent article exploring the nature of human consciousness: “Neuroplastic mechanisms relevant to the growing number of empirical studies of the capacity of directed attention and mental effort systematically alter brain function.”

Exciting? Hardly! In fact, most of the words you read barely register in your brain, and most of the words you speak barely register in the listener’s brain. In fact, research shows that words are the least important part of communication when you have face-to-face conversations with others. So before you utter another word to another person, memorize this list of the 8 key elements of highly effective speech:

  • Gentle eye contact
  • Kind facial expression
  • Warm tone of voice
  • Expressive hand and body gestures
  • Relaxed disposition
  • Slow speech rate
  • The words themselves

Effective communication is based on trust, and if we don’t trust the speaker, we’re not going to listen to their words. Trust begins with eye contact because we need to see the person’s face to evaluate if they are being deceitful or not. In fact, when we are being watched, cooperation increases. [1] When we are not being watched, people tend to act more selfishly, with greater dishonesty. [2]

Gentle eye contact increases trustworthiness and encourages future cooperation, [3] and a happy gaze will increase emotional trust. [4] However, if we see the slightest bit of anger or fear on the speaker’s face, our trust will rapidly decrease. [5] But you can’t fake trustworthiness because the muscles around your mouth and eyes that reflect contentment and sincerity are involuntary. Solution: if you think about someone you love, or an event that brought you deep joy and satisfaction, a "Mona Lisa" smile will appear on your face and the muscles around your eyes will soften.

The tone of your voice is equally important when it comes to understanding what a person is really trying to say. If the facial expression expresses one emotion , but if the tone conveys a different one, neural dissonance takes place in the brain, causing the person confusion. [6] The result: trust erodes, suspicion increases, and cooperation decreases.

Researchers at the University of Amsterdam found that expressions of anger, contempt, disgust, fear, sadness, and surprise were better communicated through vocal tone than facial expression, whereas the face was more accurate for communicating expressions of joy, pride, and embarrassment . [7] And in business, a warm supportive voice is the sign of transformational leadership , generating more satisfaction, commitment, and cooperation between other members of the team. [8]

You can easily train your voice to convey more trust to others, and all you have to do is slow down and drop your pitch. This was tested at the University of Houston: when doctors reduced their speaking rate and pitch, especially when delivering bad news, the listener perceived them “as more caring and sympathetic.” [9] Harvard's Ted Kaptchuk also discovered that using a warm voice would double the healing power of a therapeutic treatment. [10]

If you want to express joy, your voice needs to become increasingly melodic, whereas sadness is spoken with a flat and monotonic voice. When we are angry, excited, or frightened, we raise the pitch and intensity of our voice, and there’s a lot of variability in both the speed and the tone. However, if the emotion is incongruent with the words you are using, it will create confusion for the listener. [11]

Gestures, and especially hand movements, are also important because they help orchestrate the language comprehension centers of your brain. [12] In fact, your brain needs to integrate both the sounds and body movements of the person who is speaking in order to accurately perceive what is meant. [13] From an evolutionary perspective, speech emerged from hand gestures and they both originate the same language area of the brain. [14] If our words and gestures are incongruent, it will create confusion in the listener’s brain. [15] Our suggestion: practice speaking in front of a mirror, consciously using your hands to “describe” the words you are speaking.

Your degree of relaxation is also reflected in your body language , facial expressions, and tone of voice, and any form of stress will convey a message of distrust . Why? Your stress tells the observer’s brain that there may be something wrong, and that stimulates defensive posturing in the listener. Research shows that even a one-minute relaxation exercise will increase activity in those parts of the brain that control language, communication, social awareness, mood-regulation, and decision-making . [16] Thus, a relaxed conversation allows for increased intimacy and empathy. Stress, however, causes us to talk too much because it hinders our ability to speak with clarity.

When you speak, slow down! Slow speech rates will increase the ability for the listener to comprehend what you are saying, and this is true for both young and older adults. [17] Slower speaking will also deepen that person’s respect for you, [18] Speaking slowly is not as natural as it may seem, and as children we automatically speak fast. But you can teach yourself, and your children to slow down by consciously cutting your speech rate in half. A slow voice has a calming effect on a person who is feeling anxious , whereas a loud fast voice will stimulate excitement, anger, or fear. [19]

Try this experiment: pair up with a partner and speak so slowly that … you … leave … 5 … seconds … of … silence … between … each … word. You’ll become aware of your negative inner speech that tells you that you should babble on endlessly and as fast as possible. It’s a trap, because the listener’s brain can only recall about 10 seconds of content! That’s why, when we train people in Compassionate Communication, we ask participants to speak only one sentence at a time, slowly, and then listen deeply as the other person speaks for ten seconds or less. This exercise will increase your overall consciousness about the importance of the first 7 elements of highly effective communication. Then, and only then, will you truly grasp the deeper meaning that is imparted by each word spoken by others.

But what about written communication, where you only have access to the words? When it comes to mutual comprehension, the written word pales in comparison to speech. To compensate, your brain imposes arbitrary meanings onto the words. You, the reader, give the words emotional impact that often differs from what the writer intended, which is why so many email correspondences get misinterpreted. And unless the writer fills in the blanks with specific emotional words and descriptive speech – storytelling – the reader will experience your writing as being flat, boring , dry, and probably more negative than you intended.

The solution: help the reader “paint a picture” in their mind with your words. Use concrete nouns and action verbs because they are easier for the reader’s brain to visualize. Words like “sunset” or “eat” are easy to see in the mind's eye, but words like “freedom” or “identify” force the brain to sort through too many conceptual frameworks. Instead, our lazy brain will skip over as many words as possible, especially the abstract ones. When this happens the deeper levels of meaning and feeling will be lost.

Module 1: Introduction to Public Speaking

Elements in a speech, learning objectives.

  • Describe the fundamental elements in a speech.
  • Identify the main differences between writing a paper and delivering a speech.

Most college students are familiar with writing research papers or perhaps engaging in class discussions. Preparing and delivering a speech, however, differs from these activities in fundamental ways. All these elements will be covered in more detail elsewhere in the course.

  • You can’t really adapt an essay to the context in which it is received. Is the reader (your professor) at home or in their office? Are they reading at night or in the morning?
  • Because a speech is delivered at a particular moment in time, you need to adapt its content to the speaking context. Great speeches fit the moment. Reflect on the purpose of your speech, the amount of time you’ll have, and the speaking environment. These elements will influence what you can realistically hope to accomplish with your audience. Consider the differences you might make to a presentation if you are delivering it first thing in the morning, just after lunch, or late Friday afternoon. The context of your speech can also help you determine which delivery type to use: impromptu, speaking notes, memorized, or a manuscript. If you are speaking for an hour, it may not be realistic to memorize a speech, but speaking notes or a manuscript can be very helpful. If your context will be highly emotional or require careful wording, then using a manuscript may be the best delivery type.
  • In writing , your audience has the benefit of reading at their own pace, visually grasping your organization through paragraphs or headings, looking up definitions for unfamiliar terms, and looping over detailed information.
  • In a speech, your audience doesn’t have any visual guideposts about the organization of the material. To adjust, you must provide clear, audible, organizational indicators or signposts. It helps to use language that is relatable, simple, and familiar, and to include vivid imagery and anecdotes.
  • In a research paper , your credibility is established through research, which is cited in the text as well and with a bibliography or footnote.
  • In a speech, citations are a bit more tricky. If your speech uses researched support, you must properly attribute your sources.  Although they may be included in your written outline, stating a full-source citation when delivering your speech can quickly lose your audience. Therefore, you will instead use abbreviated source citations, often with just the publication and date, or the author and title when citing a book.
  • Especially when they rely on complex data or visual information, essays can include graphs, charts, and illustrations.
  • In a speech, visual aids are often used to illustrate an idea, evoke emotion, summarize data, or draw attention to an important concept. A visual aid adds interest, can refocus your audience, and can help them remember an important aspect of your speech. If you use a visual aid, consider when to use it in your speech and what type of visual aid would best illustrate what you’ve chosen to highlight. The most common visual aid is PowerPoint, but visual aids can also be objects or any sort of pictorial representation. For example, a speech about a guitar could use a PowerPoint with pictures of various parts of a guitar—or an actual guitar.
  • In the case of an essay, we only perceive the writer through the style of their writing. Unless we have seen them in person, or look them up on the internet, we probably know very little about how they look, what they sound like, or how they carry themselves.
  • Unlike the invisible author of an essay, the speaker is physically or virtually present to deliver the speech. Their appearance, dress, posture, confidence, delivery style, and energy level will have profound effects on the audience’s experience of the event.

Ready to present? Maybe not so much…

  • When turning in a paper, it doesn’t matter if you finished well in advance or the night before. Whether you wore yourself out finishing it or cruised to completion, the paper will be judged on its quality rather than your emotional and physical state at its completion.
  • In a speech, the quality of delivery will impact how well it is received, regardless of how carefully it was written and prepared. Verbal and nonverbal cues set the tone and engage your audience. Even when using speaking notes or a manuscript, you must be familiar enough with your speech that you avoid simply reading it. Therefore, you must build in plenty of time to practice.

To Watch: John McWhorter

In this TED talk, linguist John McWhorter discusses some of the differences between speaking and writing. For our purposes, the first five minutes will be the most informative, but the latter half is very interesting as well, particularly if you’re curious about the linguistic changes brought about by texting.

What to watch for:

Notice how McWhorter starts his speech: “We always hear that texting is a scourge.” This statement sets up his thesis, which is that texting isn’t the downfall of language, but rather a “miraculous thing.” This style of opening, sometimes called “stabilization-destabilization,” can be a great way to get a speech off the ground. First you state the  stable  condition, the thing that everyone thinks is true. Then you  destabilize this idea by showing how it’s  not  true, or at least more complicated than the listener might think. The destabilizing move says “yet . . .” or “however. . . .” (McWhorter says “The fact of the matter is that it just isn’t true.”)

Note as well how McWhorter uses visual aids in this presentation. Even though he puts a lot of words on the screen, he is not expecting the audience to read and engage with the meaning of these passages. Instead, the words are there to say something about language style. When you really want your audience to engage with the meaning of words on a slide, you should keep the text as minimal and concise as possible. We’ll cover this concept in more detail when we learn about visual aids.

Speechwriting 101: Writing an Effective Speech

Whether you are a communications pro or a human resources executive, the time will come when you will need to write a speech for yourself or someone else.  when that time comes, your career may depend on your success..

Lyman MacInnis, a corporate coach,  Toronto Star  columnist, accounting executive and author of  “ The Elements of Great Public Speaking ,”  has seen careers stalled – even damaged – by a failure to communicate messages effectively before groups of people. On the flip side, solid speechwriting skills can help launch and sustain a successful career.  What you need are forethought and methodical preparation.

Know Your Audience

Learn as much as possible about the audience and the event.  This will help you target the insights, experience or knowledge you have that this group wants or needs:

  • Why has the audience been brought together?
  • What do the members of the audience have in common?
  • How big an audience will it be?
  • What do they know, and what do they need to know?
  • Do they expect discussion about a specific subject and, if so, what?
  • What is the audience’s attitude and knowledge about the subject of your talk?
  • What is their attitude toward you as the speaker?
  • Why are they interested in your topic?

Choose Your Core Message

If the core message is on target, you can do other things wrong. But if the message is wrong, it doesn’t matter what you put around it.  To write the most effective speech, you should have significant knowledge about your topic, sincerely care about it and be eager to talk about it.  Focus on a message that is relevant to the target audience, and remember: an audience wants opinion. If you offer too little substance, your audience will label you a lightweight.  If you offer too many ideas, you make it difficult for them to know what’s important to you.

Research and Organize

Research until you drop.  This is where you pick up the information, connect the ideas and arrive at the insights that make your talk fresh.  You’ll have an easier time if you gather far more information than you need.  Arrange your research and notes into general categories and leave space between them. Then go back and rearrange. Fit related pieces together like a puzzle.

Develop Structure to Deliver Your Message

First, consider whether your goal is to inform, persuade, motivate or entertain.  Then outline your speech and fill in the details:

  • Introduction – The early minutes of a talk are important to establish your credibility and likeability.  Personal anecdotes often work well to get things started.  This is also where you’ll outline your main points.
  • Body – Get to the issues you’re there to address, limiting them to five points at most.  Then bolster those few points with illustrations, evidence and anecdotes.  Be passionate: your conviction can be as persuasive as the appeal of your ideas.
  • Conclusion – Wrap up with feeling as well as fact. End with something upbeat that will inspire your listeners.

You want to leave the audience exhilarated, not drained. In our fast-paced age, 20-25 minutes is about as long as anyone will listen attentively to a speech. As you write and edit your speech, the general rule is to allow about 90 seconds for every double-spaced page of copy.

Spice it Up

Once you have the basic structure of your speech, it’s time to add variety and interest.  Giving an audience exactly what it expects is like passing out sleeping pills. Remember that a speech is more like conversation than formal writing.  Its phrasing is loose – but without the extremes of slang, the incomplete thoughts, the interruptions that flavor everyday speech.

  • Give it rhythm. A good speech has pacing.
  • Vary the sentence structure. Use short sentences. Use occasional long ones to keep the audience alert. Fragments are fine if used sparingly and for emphasis.
  • Use the active voice and avoid passive sentences. Active forms of speech make your sentences more powerful.
  • Repeat key words and points. Besides helping your audience remember something, repetition builds greater awareness of central points or the main theme.
  • Ask rhetorical questions in a way that attracts your listeners’ attention.
  • Personal experiences and anecdotes help bolster your points and help you connect with the audience.
  • Use quotes. Good quotes work on several levels, forcing the audience to think. Make sure quotes are clearly attributed and said by someone your audience will probably recognize.

Be sure to use all of these devices sparingly in your speeches. If overused, the speech becomes exaggerated. Used with care, they will work well to move the speech along and help you deliver your message in an interesting, compelling way.

Writing speeches for graduation, class assignments, or other purposes consists of a lot more than finding a few inspirational quotes and possibly a funny story or two. The key to writing good speeches lies in using a theme. If you always refer back to this theme, the audience will respond positively and remember your words. This does not mean that inspirational quotes are not important, but they should be integrated into your speech in a way that makes sense.

Choosing a Theme

The first task that a public speaker needs to focus on before they do any actual writing is the message they are trying to convey. My inspiration for this idea came from the speeches of John F. Kennedy . In his Inaugural Speech , he chose to focus on freedom. He addressed many different topics, but always came back to this idea of liberty.

When asked to be the guest speaker at a National Honor Society induction recently, I decided to focus on how an individual's daily decisions add up to reveal that person's true character. We can not cheat in the small things and expect these blemishes to never surface. When the real tests in life occur, our character will not be able to withstand the pressure because we have not chosen the harder path all along. Why did I choose this as my theme? My audience consisted of Juniors and Seniors at the top of their respective classes. They had to meet stringent requirements in the areas of scholarship, community service, leadership, and character in order to be accepted into the organization. I wanted to leave them with one idea that might make them think twice.

How does this relate to you? First, you must decide who will make up your audience. In a graduation speech, you are addressing your fellow classmates. However, parents, grandparents, teachers and administrators will also be present. While you will be focusing on people your age, what you say must be in line with the dignity of the ceremony itself. Remembering that, think of the ONE thought with which you want to leave your audience. Why only one idea? Mainly because if you reinforce a single point instead of focusing on a number of different ideas, your audience will have a greater tendency to remember it. A speech does not lend itself to having many themes. Stick with one really good theme, and use each point you make, your theme reinforcers, to bring that idea home.

If you would like some ideas for possible themes, look at the world around you. What are people concerned about? If you are speaking about the state of education, find one central idea that you feel strongly about. Then return to that idea with each point you make. Write your individual points to reinforce your idea. To return to the graduation speech, check out these top ten themes to use when writing your speech.

Utilizing Theme Reinforcers

Theme reinforcers are simply the points that a speechwriter uses throughout his or her speech to "reinforce" the central idea they are trying to get across. In Winston Churchill's famous commencement address to Westminster College in 1946, we find him emphasizing over and over again the need for cooperation against tyranny and war. His speech covered serious problems with which the post-war world was faced, including what he termed as the "iron curtain" that had descended across the European continent. Many say that this speech was the beginning of the " cold war ." What we can learn from his address is the importance of continually reiterating one idea. The effect that this speech had on the world is almost incalculable.

On a more local note, I used the four requirements necessary to become a member of NHS as my four points. When I discussed scholarship, I returned to my idea of daily decisions and said that a student's attitude towards learning is increased positively with each personal decision to focus on the task at hand. If a student enters a class with the attitude that they want to learn what is being taught, then their efforts will shine forth in true learning. I continued in this vein for each of the other three requirements. Of course, this does not mean that throughout the speech the same words are repeated over and over. The hardest part of writing any speech is to approach the main theme from many different angles.

Wrapping it All Together

Once you've picked your theme and chosen the points you want to emphasize, putting the speech together is fairly simple. You can organize it first in outline form, remembering to return at the end of each point to the theme you are trying to get across. Numbering your points sometimes helps the audience remember where you are and how far you have left to travel before the climax of your speech. This climax is the most important part. It should be the last paragraph, and leave everyone with something to think about. One great way to bring your ideas home is to find a quote which aptly embodies your theme. As Jean Rostand said, "Certain brief sentences are peerless in their ability to give one the feeling that nothing remains to be said."

Quotes, Resources and an Unconventional Idea

Find great quotations and other speech writing resources . The tips found on many of these pages are awesome, especially the strategies for giving the speeches themselves. There are also many unconventional ideas that can be incorporated into speeches. A great example of this occurred during a graduation speech by a Valedictorian which incorporated music throughout. She picked three different songs to represent the students' elementary, middle, and high school years and played them softly while she went through memories for the class. Her theme was a celebration of life as it was, is, and will be. She ended with a song of hope and left students with the idea that there was a lot to look forward to in the future.

Speech writing is all about knowing your audience and addressing their concerns. Leave your audience with something about which to think. Include humor and inspirational quotes. But make sure that each of these are integrated into the whole. Study the great speeches of the past to find inspiration. The joy that you will feel when you have given a speech that has inspired people is amazing and worth the effort. Good luck!

The following speech was delivered during an induction to the National Honor Society. 

Good Evening.

I am both honored and flattered to have been asked to speak for this wonderful occasion.

I congratulate each of you and your parents.

Your achievements in the realms of Scholarship, Leadership, Community Service, and Character are being honored here tonight by your induction into this prestigious society.

An honor such as this is a wonderful way for the school and community to recognize and celebrate the choices, and sometimes the sacrifices, you have made.

But I believe that what should make you and your parents the most proud is not the actual honor itself, but what you had to do to get it. As Ralph Waldo Emerson said, "The reward of a thing well done is to have done it." Any recognition is just the icing on the cake, not to be expected but definitely to be enjoyed.

However, I challenge you not to rest on your laurels but to continue to strive towards even loftier goals.

The four requirements for membership in which you have excelled: scholarship, leadership, community service, and character were not chosen at random. They are the core of a fulfilled and fulfilling life.

The most important thing to remember is that each of these characteristics are the sum of many individual decisions. They embody a positive attitude backed by purpose. The only way to achieve your purpose is to take small actions everyday. In the end, they all add up. My hope for you is that you will cultivate this attitude backed by purpose in your own life.

Scholarship is much more than just getting straight A's. It is a life-long love of learning. In the end it is a sum of small choices. Each time you decide you WANT to learn something, the experience will be so rewarding that the next time becomes easier.

Soon learning becomes a habit. At that point, your desire to learn makes getting A's easier while taking the focus off of grades. The knowledge can still be hard to gain, but knowing you've mastered a difficult subject is an awesome reward. Suddenly the world around you becomes richer, full of learning opportunities.

Leadership is not about being elected or appointed to an office. The office does not teach someone how to be a leader. Leadership is an attitude cultivated over time.

Are you one to stand up for what you believe in and 'face the music' even when that music happens to be unpleasant? Do you have a purpose and follow that purpose to get the ends you desire? Do you have a vision? These are all questions that true leaders answer in the affirmative. But how do you become a leader?

Each small decision you make takes you one step closer. Remember the goal is not to get power, but to get your vision and your purpose across. Leaders without visions can be likened to driving in a strange town without a road map: you are going to wind up somewhere, it just might not be in the best part of town.

Many see community service as a means to an end. Some might see it as a way to get service points while socializing, while others may view it as an unfortunate (and often inconvenient) necessity of high school life. But is that true community service?

Once again true community service is an attitude. Are you doing it for the right reasons? I'm not saying there won't be Saturday mornings when you would rather sleep your heart out than paint your heart out.

What I'm talking about is that in the end, when it is all done, and you are once again well-rested, you can look back and realize that you did something worthwhile. That you helped your fellow man in some way. Remember as John Donne said, "No man is an island entire of himself."

Finally, character.

If there is any one thing that is evidenced by your daily choices it is your character.

I truly believe what Thomas Macaulay said, "The measure of a man's real character is what he would do if he knew he would never be found out."

What do you do when no one's around? The teacher steps out of the room for a moment while you are taking a test after school. You know exactly where in your notes the answer to question 23 is. Do you look? Minimal chance of being caught!

The answer to this question is the key to your true character.

For while being honest and honorable when others are watching is important, being true to yourself is tantamount.

And in the end, these private day-to-day decisions will eventually reveal your true character to the world.

All in all, are making the tough choices worth it?

While it would be easier to slide through life without a purpose, without a code, it would not be fulfilling. Only by setting difficult goals and achieving them can we find true self-worth.

One final thing, each person's goals are different, and what comes easy to one may be difficult for another. Therefore, do not squash others' dreams. This is a surefire way to know that you aren't working towards fulfilling your own.

In conclusion, I congratulate you for this honor. You are truly the best of the best. Enjoy yourself, and remember as Mother Teresa said, "Life is a promise; fulfill it."

Studying how people use language – what words and phrases they unconsciously choose and combine – can help us better understand ourselves and why we behave the way we do.

Linguistics scholars seek to determine what is unique and universal about the language we use, how it is acquired and the ways it changes over time. They consider language as a cultural, social and psychological phenomenon.

“Understanding why and how languages differ tells about the range of what is human,” said Dan Jurafsky , the Jackson Eli Reynolds Professor in Humanities and chair of the Department of Linguistics in the School of Humanities and Sciences at Stanford . “Discovering what’s universal about languages can help us understand the core of our humanity.”

The stories below represent some of the ways linguists have investigated many aspects of language, including its semantics and syntax, phonetics and phonology, and its social, psychological and computational aspects.

Understanding stereotypes

Stanford linguists and psychologists study how language is interpreted by people. Even the slightest differences in language use can correspond with biased beliefs of the speakers, according to research.

One study showed that a relatively harmless sentence, such as “girls are as good as boys at math,” can subtly perpetuate sexist stereotypes. Because of the statement’s grammatical structure, it implies that being good at math is more common or natural for boys than girls, the researchers said.

Language can play a big role in how we and others perceive the world, and linguists work to discover what words and phrases can influence us, unknowingly.

What Is Speech Writing?

A speech is a form of formal spoken communication that an individual delivers with the proper choice of words, expressions and examples. Its purpose is to explain, inform or persuade others. Speech writing is the art of writing a message for an audience that can captivate and influence them.

Writing a speech is different from writing any other piece of written communication because you write to be heard and not to be read. Effective speech writing not only helps you connect with a large number of people, it also helps you direct them towards a particular agenda. Make Room For Questions

Pause At The Right Moments

Use The Power Of Three

Words and messages are best remembered in groups of three. Group your ideas into threes and use alliteration to make them memorable. An example is,  “Live, laugh and love is the motto we live by.” The power of three makes speeches impactful.

Implement Dramatic Contrast

When you place two opposing ideas or viewpoints together, you create a dramatic contrast. This method is extremely useful if you want to surprise your audience and draw them into your speech. Write down the  purpose or goal of the speech before you start drafting it and understand whether you’re trying to inspire, educate or entertain your audience

Your speech should be tailored to your audience so read the room before you include informal words or slangs

You don’t want to overwhelm your audience by speaking for too long so practice making your speech and time yourself

Make sure that there’s a beginning, a middle and an end, ensuring that you maintain continuity between the main ideas

Your opening is your best shot! Use humor or personal anecdotes to connect with the audience

But feeling butterflies doesn’t mean you can’t give a great speech. With the proper preparation and a clear outline, apprehensive public speakers and natural wordsmiths alike can write and present a compelling message. Here’s how to write a good speech you’ll be proud to deliver.

What is good speech writing?

Good speech writing is the art of crafting words and ideas into a compelling, coherent, and memorable message that resonates with the audience. Here are some key elements of great speech writing:

  • It begins with clearly understanding the speech's purpose and the audience it seeks to engage. 
  • A well-written speech clearly conveys its central message, ensuring that the audience understands and retains the key points. 
  • It is structured thoughtfully, with a captivating opening, a well-organized body, and a conclusion that reinforces the main message. 
  • Good speech writing embraces the power of engaging content, weaving in stories, examples, and relatable anecdotes to connect with the audience on both intellectual and emotional levels. 

Ultimately, it is the combination of these elements, along with the authenticity and delivery of the speaker , that transforms words on a page into a powerful and impactful spoken narrative.

What makes a good speech?

A great speech includes several key qualities, but three fundamental elements make a speech truly effective:

Clarity and purpose

Remembering the audience, cohesive structure.

While other important factors make a speech a home run, these three elements are essential for writing an effective speech.

The main elements of a good speech

The main elements of a speech typically include:

  • Introduction: The introduction sets the stage for your speech and grabs the audience's attention. It should include a hook or attention-grabbing opening, introduce the topic, and provide an overview of what will be covered.
  • Opening/captivating statement: This is a strong statement that immediately engages the audience and creates curiosity about the speech topics.
  • Thesis statement/central idea: The thesis statement or central idea is a concise statement that summarizes the main point or argument of your speech. It serves as a roadmap for the audience to understand what your speech is about.
  • Body: The body of the speech is where you elaborate on your main points or arguments. Each point is typically supported by evidence, examples, statistics, or anecdotes. The body should be organized logically and coherently, with smooth transitions between the main points.
  • Supporting evidence: This includes facts, data, research findings, expert opinions, or personal stories that support and strengthen your main points. Well-chosen and credible evidence enhances the persuasive power of your speech.
  • Transitions: Transitions are phrases or statements that connect different parts of your speech, guiding the audience from one idea to the next. Effective transitions signal the shifts in topics or ideas and help maintain a smooth flow throughout the speech.
  • Counterarguments and rebuttals (if applicable): If your speech involves addressing opposing viewpoints or counterarguments, you should acknowledge and address them. Presenting counterarguments makes your speech more persuasive and demonstrates critical thinking.
  • Conclusion: The conclusion is the final part of your speech and should bring your message to a satisfying close. Summarize your main points, restate your thesis statement, and leave the audience with a memorable closing thought or call to action.
  • Closing statement: This is the final statement that leaves a lasting impression and reinforces the main message of your speech. It can be a call to action, a thought-provoking question, a powerful quote, or a memorable anecdote.
  • Delivery and presentation: How you deliver your speech is also an essential element to consider. Pay attention to your tone, body language, eye contact , voice modulation, and timing. Practice and rehearse your speech, and try using the 7-38-55 rule to ensure confident and effective delivery.

While the order and emphasis of these elements may vary depending on the type of speech and audience, these elements provide a framework for organizing and delivering a successful speech.

How to structure a good speech

You know what message you want to transmit, who you’re delivering it to, and even how you want to say it. But you need to know how to start, develop, and close a speech before writing it. 

Think of a speech like an essay. It should have an introduction, conclusion, and body sections in between. This places ideas in a logical order that the audience can better understand and follow them. Learning how to make a speech with an outline gives your storytelling the scaffolding it needs to get its point across.

Here’s a general speech structure to guide your writing process:

  • Explanation 1
  • Explanation 2
  • Explanation 3

How to write a compelling speech opener

Some research shows that engaged audiences pay attention for only 15 to 20 minutes at a time. Other estimates are even lower, citing that people stop listening intently in fewer than 10 minutes . If you make a good first impression at the beginning of your speech, you have a better chance of interesting your audience through the middle when attention spans fade. 

Implementing the INTRO model can help grab and keep your audience’s attention as soon as you start speaking. This acronym stands for interest, need, timing, roadmap, and objectives, and it represents the key points you should hit in an opening. 

Here’s what to include for each of these points: 

  • Interest : Introduce yourself or your topic concisely and speak with confidence . Write a compelling opening statement using relevant data or an anecdote that the audience can relate to.
  • Needs : The audience is listening to you because they have something to learn. If you’re pitching a new app idea to a panel of investors, those potential partners want to discover more about your product and what they can earn from it. Read the room and gently remind them of the purpose of your speech. 
  • Timing : When appropriate, let your audience know how long you’ll speak. This lets listeners set expectations and keep tabs on their own attention span. If a weary audience member knows you’ll talk for 40 minutes, they can better manage their energy as that time goes on. 
  • Routemap : Give a brief overview of the three main points you’ll cover in your speech. If an audience member’s attention starts to drop off and they miss a few sentences, they can more easily get their bearings if they know the general outline of the presentation.
  • Objectives : Tell the audience what you hope to achieve, encouraging them to listen to the end for the payout. 

Writing the middle of a speech

The body of your speech is the most information-dense section. Facts, visual aids, PowerPoints — all this information meets an audience with a waning attention span. Sticking to the speech structure gives your message focus and keeps you from going off track, making everything you say as useful as possible.

Limit the middle of your speech to three points, and support them with no more than three explanations. Following this model organizes your thoughts and prevents you from offering more information than the audience can retain. 

Using this section of the speech to make your presentation interactive can add interest and engage your audience. Try including a video or demonstration to break the monotony. A quick poll or survey also keeps the audience on their toes. 

Wrapping the speech up

To you, restating your points at the end can feel repetitive and dull. You’ve practiced countless times and heard it all before. But repetition aids memory and learning , helping your audience retain what you’ve told them. Use your speech’s conclusion to summarize the main points with a few short sentences.

Try to end on a memorable note, like posing a motivational quote or a thoughtful question the audience can contemplate once they leave. In proposal or pitch-style speeches, consider landing on a call to action (CTA) that invites your audience to take the next step.

How to write a good speech

If public speaking gives you the jitters, you’re not alone. Roughly 80% of the population feels nervous before giving a speech, and another 10% percent experiences intense anxiety and sometimes even panic. 

The fear of failure can cause procrastination and can cause you to put off your speechwriting process until the last minute. Finding the right words takes time and preparation, and if you’re already feeling nervous, starting from a blank page might seem even harder.

But putting in the effort despite your stress is worth it. Presenting a speech you worked hard on fosters authenticity and connects you to the subject matter, which can help your audience understand your points better. Human connection is all about honesty and vulnerability, and if you want to connect to the people you’re speaking to, they should see that in you.

1. Identify your objectives and target audience

Before diving into the writing process, find healthy coping strategies to help you stop worrying . Then you can define your speech’s purpose, think about your target audience, and start identifying your objectives. Here are some questions to ask yourself and ground your thinking : 

  • What purpose do I want my speech to achieve? 
  • What would it mean to me if I achieved the speech’s purpose?
  • What audience am I writing for? 
  • What do I know about my audience? 
  • What values do I want to transmit? 
  • If the audience remembers one take-home message, what should it be? 
  • What do I want my audience to feel, think, or do after I finish speaking? 
  • What parts of my message could be confusing and require further explanation?

2. Know your audience

Understanding your audience is crucial for tailoring your speech effectively. Consider the demographics of your audience, their interests, and their expectations. For instance, if you're addressing a group of healthcare professionals, you'll want to use medical terminology and data that resonate with them. Conversely, if your audience is a group of young students, you'd adjust your content to be more relatable to their experiences and interests. 

3. Choose a clear message

Your message should be the central idea that you want your audience to take away from your speech. Let's say you're giving a speech on climate change. Your clear message might be something like, "Individual actions can make a significant impact on mitigating climate change." Throughout your speech, all your points and examples should support this central message, reinforcing it for your audience.

4. Structure your speech

Organizing your speech properly keeps your audience engaged and helps them follow your ideas. The introduction should grab your audience's attention and introduce the topic. For example, if you're discussing space exploration, you could start with a fascinating fact about a recent space mission. In the body, you'd present your main points logically, such as the history of space exploration, its scientific significance, and future prospects. Finally, in the conclusion, you'd summarize your key points and reiterate the importance of space exploration in advancing human knowledge.

5. Use engaging content for clarity

Engaging content includes stories, anecdotes, statistics, and examples that illustrate your main points. For instance, if you're giving a speech about the importance of reading, you might share a personal story about how a particular book changed your perspective. You could also include statistics on the benefits of reading, such as improved cognitive abilities and empathy.

6. Maintain clarity and simplicity

It's essential to communicate your ideas clearly. Avoid using overly technical jargon or complex language that might confuse your audience. For example, if you're discussing a medical breakthrough with a non-medical audience, explain complex terms in simple, understandable language.

7. Practice and rehearse

Practice is key to delivering a great speech. Rehearse multiple times to refine your delivery, timing, and tone. Consider using a mirror or recording yourself to observe your body language and gestures. For instance, if you're giving a motivational speech, practice your gestures and expressions to convey enthusiasm and confidence.

8. Consider nonverbal communication

Your body language, tone of voice, and gestures should align with your message . If you're delivering a speech on leadership, maintain strong eye contact to convey authority and connection with your audience. A steady pace and varied tone can also enhance your speech's impact.

9. Engage your audience

Engaging your audience keeps them interested and attentive. Encourage interaction by asking thought-provoking questions or sharing relatable anecdotes. If you're giving a speech on teamwork, ask the audience to recall a time when teamwork led to a successful outcome, fostering engagement and connection.

10. Prepare for Q&A

Anticipate potential questions or objections your audience might have and prepare concise, well-informed responses. If you're delivering a speech on a controversial topic, such as healthcare reform, be ready to address common concerns, like the impact on healthcare costs or access to services, during the Q&A session.

By following these steps and incorporating examples that align with your specific speech topic and purpose, you can craft and deliver a compelling and impactful speech that resonates with your audience.

Tools for writing a great speech

There are several helpful tools available for speechwriting, both technological and communication-related. Here are a few examples:

  • Word processing software: Tools like Microsoft Word, Google Docs, or other word processors provide a user-friendly environment for writing and editing speeches. They offer features like spell-checking, grammar correction, formatting options, and easy revision tracking.

5 tips for writing a speech

Behind every great speech is an excellent idea and a speaker who refined it. But a successful speech is about more than the initial words on the page, and there are a few more things you can do to help it land.

Here are five more tips for writing and practicing your speech:

1. Structure first, write second

If you start the writing process before organizing your thoughts, you may have to re-order, cut, and scrap the sentences you worked hard on. Save yourself some time by using a speech structure, like the one above, to order your talking points first. This can also help you identify unclear points or moments that disrupt your flow.

2. Do your homework

Data strengthens your argument with a scientific edge. Research your topic with an eye for attention-grabbing statistics, or look for findings you can use to support each point. If you’re pitching a product or service, pull information from company metrics that demonstrate past or potential successes. 

Audience members will likely have questions, so learn all talking points inside and out. If you tell investors that your product will provide 12% returns, for example, come prepared with projections that support that statement.

3. Sound like yourself

Memorable speakers have distinct voices. Think of Martin Luther King Jr’s urgent, inspiring timbre or Oprah’s empathetic, personal tone . Establish your voice — one that aligns with your personality and values — and stick with it. If you’re a motivational speaker, keep your tone upbeat to inspire your audience . If you’re the CEO of a startup, try sounding assured but approachable. 

4. Practice

As you practice a speech, you become more confident , gain a better handle on the material, and learn the outline so well that unexpected questions are less likely to trip you up. Practice in front of a colleague or friend for honest feedback about what you could change, and speak in front of the mirror to tweak your nonverbal communication and body language .

5. Remember to breathe

When you’re stressed, you breathe more rapidly . It can be challenging to talk normally when you can’t regulate your breath. Before your presentation, try some mindful breathing exercises so that when the day comes, you already have strategies that will calm you down and remain present . This can also help you control your voice and avoid speaking too quickly.

How to ghostwrite a great speech for someone else

Ghostwriting a speech requires a unique set of skills, as you're essentially writing a piece that will be delivered by someone else. Here are some tips on how to effectively ghostwrite a speech:

  • Understand the speaker's voice and style : Begin by thoroughly understanding the speaker's personality, speaking style, and preferences. This includes their tone, humor, and any personal anecdotes they may want to include.
  • Interview the speaker : Have a detailed conversation with the speaker to gather information about their speech's purpose, target audience, key messages, and any specific points they want to emphasize. Ask for personal stories or examples they may want to include.
  • Research thoroughly : Research the topic to ensure you have a strong foundation of knowledge. This helps you craft a well-informed and credible speech.
  • Create an outline : Develop a clear outline that includes the introduction, main points, supporting evidence, and a conclusion. Share this outline with the speaker for their input and approval.
  • Write in the speaker's voice : While crafting the speech, maintain the speaker's voice and style. Use language and phrasing that feel natural to them. If they have a particular way of expressing ideas, incorporate that into the speech.
  • Craft a captivating opening : Begin the speech with a compelling opening that grabs the audience's attention. This could be a relevant quote, an interesting fact, a personal anecdote, or a thought-provoking question.
  • Organize content logically : Ensure the speech flows logically, with each point building on the previous one. Use transitions to guide the audience from one idea to the next smoothly.
  • Incorporate engaging stories and examples : Include anecdotes, stories, and real-life examples that illustrate key points and make the speech relatable and memorable.
  • Edit and revise : Edit the speech carefully for clarity, grammar, and coherence. Ensure the speech is the right length and aligns with the speaker's time constraints.
  • Seek feedback : Share drafts of the speech with the speaker for their feedback and revisions. They may have specific changes or additions they'd like to make.
  • Practice delivery : If possible, work with the speaker on their delivery. Practice the speech together, allowing the speaker to become familiar with the content and your writing style.
  • Maintain confidentiality : As a ghostwriter, it's essential to respect the confidentiality and anonymity of the work. Do not disclose that you wrote the speech unless you have the speaker's permission to do so.

How to Write a Speech to Engage your Audience

In order to write a speech, you need to think about your audience, the required length, and the purpose or topic. This is true whether you are writing a wedding speech, conference presentation, investor pitch, or any other type of speech.

Being a great speech writer can help you get a promotion, motivate people, sell a business idea, persuade others and much more – it’s an essential skill in the modern world. In this article, we cover key tips for writing a speech.

Initial planning – Why? Who? What?

You should invest time strategically considering the speech. This will help you decide on the key message and content about your topic. Here are some points to consider.

  • What do I want to achieve?
  • When I achieve this, what will that do for me?
  • Why am I speaking?
  • What is the purpose of this speech?
  • Who are the audience and who do they represent?
  • Who do I represent?
  • What do I know about them? (culture, language, level of expertise)
  • How much influence do they have?
  • What is the main message and key points?
  • What specific action is implied?
  • What level of information should I include?
  • What is important to them?

You need to catch the audience attention early, very early (see section below). Deliver a memorable beginning, a clear middle and structured ending.

Attention span of your audience

Research shows that attention span is greatest at the beginning of a speech, reduces considerably during the middle of your speech and picks up again towards the end when your audience know you about to finish.

Don’t try to put too many ideas into your speech. Research shows that people remember very little from speeches, so just give them one or two ideas to hang onto.

Speech introduction

Make sure your opening few seconds are memorable as this is when your audience will make up their minds about you. Use a bold sentence to grab their attention, works best with numbers reinforcing your point.

An example sentence might be – “After this speech, I’m confident 50% of you will go out and buy a VR headset.” Follow these tips on how to write a speech intro:

Remember the INTRO model

This is more focused on presentations but sections can be applied broadly to other general speeches.

1. Interest

You: Introduce yourself confidently and clearly Audience: Why should I listen to you?

You: Remind the audience the reasons for this speech Audience: What’s in it for me?

You: State length of speech at beginning, “Over the next 15 minutes” Audience: How long until I can get a coffee?

4. Routemap

You: State the main points, “Today I’m going to cover 4 main points” Audience: Which sections of the speech are important to me?

5. Objectives

You: Clearly state the objective, “By the end of this speech, I would like to…” Audience: So that’s what you want from me today…

How not to open your speech

Avoid the following opening comments:

  • “ Apologies, I’m a little nervous about speaking ” – no need to make the audience aware of this, it will make them focus on how nervous you are instead of what you are saying
  • “ I’ve got the graveyard shift ” – you are telling people not to expect much
  • “ I’m what stands between you and lunch ” – even if people weren’t thinking it, after this comment, all they are thinking of is when will you finish so they can eat
  • “ We are running late, so I’ll do my best to explain… ” – instead of this, state how long your speech will take so that people know when they will be leaving

Middle of the speech

The body of your speech is where the majority of the information is. The audience has been introduced to the subject and reasons for the speech. Now you need to present your arguments and examples, data, illustrations backing up your key message.

How to write a speech body can be difficult, the best way to build this section is to write down three points you are trying to convey in your speech, your main, secondary and tertiary points. Then write down three descriptions clarifying each of these points. The descriptions should be simple, memorable and meaningful.

The middle of your speech is where the audience start losing attention. Keep this in mind and ensure your message is clear. Use images, jokes and rhetoric questions to keep the audience engaged.

Don’t overwhelm your audience with many points. It is much more valuable to make a small number of points well, than to have too many points which aren’t made satisfactorily.

Obama’s speeches are well prepared with a focus on powerful words “A change is brought about because ordinary people do extraordinary things“. His speeches use simple language and quotes from famous speeches his listeners can relate to.

How to end a speech

Similar to the opening, your closing statements should be impactful, re-stating the key message of your speech. We advise learning your ending few lines word for word. The ending is an opportunity to:

  • Leave the audience with a lasting impression of your speech
  • Summarise the main points
  • Provide further ideas and discussion points for the audience to take away with them
  • Thank the audience for taking the time to listen

Methods to end your speech

Quotation Close  – use a famous quote to get the audience’s attention and create a link to your speech.

Bookend Close  – refer back to an opening statement and repeat it or add a few extra words to elaborate on it.

Open Question  – ask the audience a provocative question or a call to action to perform some task on the back of your speech.

Step-by-step process for writing a speech

Here’s how to write your speech from concept to completion.

  • Outline your speech’s structure. What are the main ideas for each section?
  • Write out the main ideas in your outline. Don’t worry about making it perfect – just write as much of it down as you can
  • Edit and polish what you’ve written until you have a good first draft of your speech
  • Now you need to practice and  memorize your speech . The more you practice, the more you’ll figure out which sections need changing. You’ll also get an idea of length and if you need to extend / shorten it.
  • Update your speech, practice some more, and revise your speech until it has a great flow and you feel comfortable with it.

8 Effective Introductions and Powerful Conclusions

Introductions and conclusions can be challenging. One of the most common complaints novice public speakers have is that they simply don’t know how to start or end a speech. It may feel natural to start crafting a speech at the beginning, but it can be difficult to craft an introduction for something which doesn’t yet exist. Many times, creative and effective ideas for how to begin a speech will come to speakers as they go through the process of researching and organizing ideas. Similarly, a conclusion needs to be well considered and leave audience members with a sense of satisfaction.

In this chapter, we will explore why introductions and conclusions are important, and we will identify various ways speakers can create impactful beginnings and endings. There is not a “right” way to start or end a speech, but we can provide some helpful guidelines that will make your introductions and conclusions much easier for you as a speaker and more effective for your audience.

The Importance of an Introduction

The introduction of a speech is incredibly important because it needs to establish the topic and purpose, set up the reason your audience should listen to you and set a precedent for the rest of the speech.  Imagine the first day of a semester long class.  You will have a different perception of the course if the teacher is excited, creative and clear about what is to come then if the teacher recites to you what the class is about and is confused or disorganized about the rest of the semester.  The same thing goes for a speech. The introduction is an important opportunity for the speaker to gain the interest and trust of the audience.

Overall, an effective introduction serves five functions. Let’s examine each of these.

Gain Audience Attention and Interest

The first major purpose of an introduction is to gain your audience’s attention and get them interested in what you have to say. While your audience may know you, this is your speeches’ first impression! One common incorrect assumption beginning speakers make that people will naturally listen because the speaker is speaking. While many audiences may be polite and not talk while you’re speaking, actually getting them to listen and care about what you are saying is a completely different challenge. Think to a time when you’ve tuned out a speaker because you were not interested in what they had to say or how they were saying it.  However, I’m sure you can also think of a time someone engaged you in a topic you wouldn’t have thought was interesting, but because of how they presented it or their energy about the subject, you were fascinated. As the speaker, you have the ability to engage the audience right away.

State the Purpose of Your Speech

The second major function of an introduction is to reveal the purpose of your speech to your audience. Have you ever sat through a speech wondering what the basic point was? Have you ever come away after a speech and had no idea what the speaker was talking about? An introduction is critical for explaining the topic to the audience and justifying why they should care about it. The speaker needs to have an in-depth understanding of the specific focus of their topic and the goals they have for their speech. Robert Cavett, the founder of the National Speaker’s Association, used the analogy of a preacher giving a sermon when he noted, “When it’s foggy in the pulpit, it’s cloudy in the pews.” The specific purpose is the one idea you want your audience to remember when you are finished with your speech. Your specific purpose is the rudder that guides your research, organization, and development of main points. The more clearly focused your purpose is, the easier it will be both for you to develop your speech and your audience to understand your core point. To make sure you are developing a specific purpose, you should be able to complete the sentence: “I want my audience to understand…” Notice that your specific speech purpose is phrased in terms of expected audience responses, not in terms of your own perspective.

Establish Credibility

One of the most researched areas within the field of communication has been Aristotle’s concept of ethos or credibility. First, and foremost, the idea of credibility relates directly to audience perception. You may be the most competent, caring, and trustworthy speaker in the world on a given topic, but if your audience does not perceive you as credible, then your expertise and passion will not matter to them. As public speakers, we need to communicate to our audiences why we are credible speakers on a given topic. James C. McCroskey and Jason J. Teven have conducted extensive research on credibility and have determined that an individual’s credibility is composed of three factors: competence, trustworthiness, and caring/goodwill (McCroskey & Teven, 1999). Competence is the degree to which a speaker is perceived to be knowledgeable or expert in a given subject by an audience member.

The second factor of credibility noted by McCroskey and Teven is trustworthiness or the degree to which an audience member perceives a speaker as honest. Nothing will turn an audience against a speaker faster than if the audience believes the speaker is lying. When the audience does not perceive a speaker as trustworthy, the information coming out of the speaker’s mouth is automatically perceived as deceitful.

Finally, caring/goodwill is the last factor of credibility noted by McCroskey and Teven. Caring/goodwill refers to the degree to which an audience member perceives a speaker as caring about the audience member. As indicated by Wrench, McCroskey, and Richmond, “If a receiver does not believe that a source has the best intentions in mind for the receiver, the receiver will not see the source as credible. Simply put, we are going to listen to people who we think truly care for us and are looking out for our welfare” (Wrench, McCroskey & Richmond, 2008). As a speaker, then, you need to establish that your information is being presented because you care about your audience and are not just trying to manipulate them. We should note that research has indicated that caring/goodwill is the most important factor of credibility. This understanding means that if an audience believes that a speaker truly cares about the audience’s best interests, the audience may overlook some competence and trust issues.

Credibility relates directly to audience perception. You may be the most competent, caring, and trustworthy speaker in the world on a given topic, but if your audience does not perceive you as credible, then your expertise and passion will not matter to them.

Trustworthiness is the degree to which an audience member perceives a speaker as honest.

Caring/goodwill is the degree to which an audience member perceives a speaker as caring about the audience member.

Provide Reasons to Listen

The fourth major function of an introduction is to establish a connection between the speaker and the audience, and one of the most effective means of establishing a connection with your audience is to provide them with reasons why they should listen to your speech. The idea of establishing a connection is an extension of the notion of caring/goodwill. In the chapters on Language and Speech Delivery, we’ll spend a lot more time talking about how you can establish a good relationship with your audience. This relationship starts the moment you step to the front of the room to start speaking.

Instead of assuming the audience will make their own connections to your material, you should explicitly state how your information might be useful to your audience. Tell them directly how they might use your information themselves. It is not enough for you alone to be interested in your topic. You need to build a bridge to the audience by explicitly connecting your topic to their possible needs.

Preview Main Ideas

The last major function of an introduction is to preview the main ideas that your speech will discuss. A preview establishes the direction your speech will take. We sometimes call this process signposting because you’re establishing signs for audience members to look for while you’re speaking. In the most basic speech format, speakers generally have three to five major points they plan on making. During the preview, a speaker outlines what these points will be, which demonstrates to the audience that the speaker is organized.

A study by Baker found that individuals who were unorganized while speaking were perceived as less credible than those individuals who were organized (Baker, 1965). Having a solid preview of the information contained within one’s speech and then following that preview will help a speaker’s credibility. It also helps your audience keep track of where you are if they momentarily daydream or get distracted.

Putting Together a Strong Introduction

Now that we have an understanding of the functions of an introduction, let’s explore the details of putting one together.  As with all aspects of a speech, these may change based on your audience, circumstance, and topic.  But this will give you a basic understanding of the important parts of an intro, what they do, and how they work together.

Attention Getting Device

An attention-getter is the device a speaker uses at the beginning of a speech to capture an audience’s interest and make them interested in the speech’s topic. Typically, there are four things to consider in choosing a specific attention-getting device:

  • Topic and purpose of the speech
  • Appropriateness or relevance to the audience

First, when selecting an attention-getting device is considering your speech topic and purpose. Ideally, your attention-getting device should have a relevant connection to your speech. Imagine if a speaker pulled condoms out of his pocket, yelled “Free sex!” and threw the condoms at the audience.  This act might gain everyone’s attention, but would probably not be a great way to begin a speech about the economy. Thinking about your topic because the interest you want to create needs to be specific to your subject.  More specifically, you want to consider the basic purpose of your speech. When selecting an attention getter, you want to make sure that you select one that corresponds with your basic purpose. If your goal is to entertain an audience, starting a speech with a quotation about how many people are dying in Africa each day from malnutrition may not be the best way to get your audience’s attention. Remember, one of the goals of an introduction is to prepare your audience for your speech . If your attention-getter differs drastically in tone from the rest of your speech the disjointedness may cause your audience to become confused or tune you out completely.

Possible Attention Getters

These will help you start brainstorming ideas for how to begin your speech.  While not a complete list, these are some of the most common forms of attention-getters:

  • Reference to Current Events
  • Historical Reference
  • Startling Fact
  • Rhetorical Question
  • Hypothetical Situation
  • Demonstration
  • Personal Reference
  • Reference to Audience
  • Reference to Occasion

Second, when selecting an attention-getting device, you want to make sure you are being appropriate and relevant to your specific audience. Different audiences will have different backgrounds and knowledge, so you should keep your audience in mind when determining how to get their attention. For example, if you’re giving a speech on family units to a group of individuals over the age of sixty-five, starting your speech with a reference to the television show Gossip Girl may not be the best idea because the television show may not be relevant to that audience.

Finally, the last consideration involves the speech occasion. Different occasions will necessitate different tones or particular styles or manners of speaking. For example, giving a eulogy at a funeral will have a very different feel than a business presentation. This understanding doesn’t mean certain situations are always the same, but rather taking into account the details of your circumstances will help you craft an effective beginning to your speech.  When selecting an attention-getter, you want to make sure that the attention-getter sets the tone for the speech and situation.

Tones are particular styles or manners of speaking determined by the speech’s occasion.

Link to Topic

The link to the topic occurs when a speaker demonstrates how an attention-getting device relates to the topic of a speech. This presentation of the relationship works to transition your audience from the attention getter to the larger issue you are discussing.  Often the attention-getter and the link to the topic are very clear. But other times, there may need to be a more obvious connection between how you began your attention-getting device and the specific subject you are discussing.  You may have an amazing attention-getter, but if you can’t connect it to the main topic and purpose of your speech, it will not be as effective.

Significance

Once you have linked an attention-getter to the topic of your speech, you need to explain to your audience why your topic is important and why they should care about what you have to say. Sometimes you can include the significance of your topic in the same sentence as your link to the topic, but other times you may need to spell out in one or two sentences why your specific topic is important to this audience.

Thesis Statement

A thesis statement is a short, declarative sentence that states the purpose, intent, or main idea of a speech. A strong, clear thesis statement is very valuable within an introduction because it lays out the basic goal of the entire speech. We strongly believe that it is worthwhile to invest some time in framing and writing a good thesis statement. You may even want to write a version of your thesis statement before you even begin conducting research for your speech in order to guide you. While you may end up rewriting your thesis statement later, having a clear idea of your purpose, intent, or main idea before you start searching for research will help you focus on the most appropriate material.

Preview of Speech

The final part of an introduction contains a preview of the major points to be covered by your speech. I’m sure we’ve all seen signs that have three cities listed on them with the mileage to reach each city. This mileage sign is an indication of what is to come. A preview works the same way. A preview foreshadows what the main body points will be in the speech. For example, to preview a speech on bullying in the workplace, one could say, “To understand the nature of bullying in the modern workplace, I will first define what workplace bullying is and the types of bullying, I will then discuss the common characteristics of both workplace bullies and their targets, and lastly, I will explore some possible solutions to workplace bullying.” In this case, each of the phrases mentioned in the preview would be a single distinct point made in the speech itself. In other words, the first major body point in this speech would examine what workplace bullying is and the types of bullying; the second major body point in this speech would discuss the characteristics of both workplace bullies and their targets; and lastly, the third body point in this speech would explore some possible solutions to workplace bullying.

Putting it all together

The importance of introductions often leads speakers to work on them first, attending to every detail. While it is good to have some ideas and notes about the intro, specifically the thesis statement, it is often best to wait until the majority of the speech is crafted before really digging into the crafting of the introduction.  This timeline may not seem intuitive, but remember, the intro is meant to introduce your speech and set up what is to come.  It is difficult to introduce something that you haven’t made yet.  This is why working on your main points first can help lead to an even stronger introduction.

Why Conclusions Matter

As public speaking professors and authors, we have seen many students give otherwise good speeches that seem to fall apart at the end. We’ve seen students end their three main points by saying things such as “OK, I’m done”; “Thank God that’s over!”; or “Thanks. Now what? Do I just sit down?” It’s understandable to feel relief at the end of a speech, but remember that as a speaker, your conclusion is the last chance you have to drive home your ideas. When a speaker opts to end the speech with an ineffective conclusion, or no conclusion at all, the speech loses the energy that’s been created, and the audience is left confused and disappointed. Instead of falling prey to emotional exhaustion, remind yourself to keep your energy up as you approach the end of your speech, and plan ahead so that your conclusion will be an effective one.

Of course, a good conclusion will not rescue a poorly prepared speech. Thinking again of the chapters in a novel, if one bypasses all the content in the middle, the ending often isn’t very meaningful or helpful. So to take advantage of the advice in this chapter, you need to keep in mind the importance of developing a speech with an effective introduction and an effective body. If you have these elements, you will have the foundation you need to be able to conclude effectively. Just as a good introduction helps bring an audience member into the world of your speech, and a good speech body holds the audience in that world, a good conclusion helps bring that audience member back to the reality outside of your speech.

In this section, we’re going to examine the functions fulfilled by the conclusion of a speech. A strong conclusion serves to signal the end of the speech and helps your listeners remember your speech.

Signals the End

The first thing a good conclusion can do is to signal the end of a speech. You may be thinking that showing an audience that you’re about to stop speaking is a “no brainer,” but many speakers don’t prepare their audience for the end. When a speaker just suddenly stops speaking, the audience is left confused and disappointed. Instead, we want to make sure that audiences are left knowledgeable and satisfied with our speeches. In the next section, we’ll explain in great detail about how to ensure that you signal the end of your speech in a manner that is both effective and powerful.

Aids Audience’s Memory of Your Speech

The second reason for a good conclusion stems out of some research reported by the German psychologist Hermann Ebbinghaus back in 1885 in his book Memory: A Contribution to Experimental Psychology (Ebbinghaus, 1885). Ebbinghaus proposed that humans remember information in a linear fashion, which he called the serial position effect. He found an individual’s ability to remember information in a list (e.g. a grocery list, a chores list, or a to-do list) depends on the location of an item on the list. Specifically, he found that items toward the top of the list and items toward the bottom of the list tended to have the highest recall rates. The serial position effect finds that information at the beginning of a list (primacy) and information at the end of the list (recency) are easier to recall than information in the middle of the list.

So what does this have to do with conclusions? A lot! Ray Ehrensberger wanted to test Ebbinghaus’ serial position effect in public speaking. Ehrensberger created an experiment that rearranged the ordering of a speech to determine the recall of information (Ehrensberger, 1945). Ehrensberger’s study reaffirmed the importance of primacy and recency when listening to speeches. In fact, Ehrensberger found that the information delivered during the conclusion (recency) had the highest level of recall overall.

Steps of a Conclusion

In the previous sections, we discussed the importance a conclusion has on a speech. In this section, we’re going to examine the three steps to building an effective conclusion.

Restatement of the Thesis

Restating a thesis statement is the first step to a powerful conclusion. As we explained earlier, a thesis statement is a short, declarative sentence that states the purpose, intent, or main idea of a speech. When we restate the thesis statement at the conclusion of our speech, we’re attempting to reemphasize what the overarching main idea of the speech has been. Suppose your thesis statement was, “I will analyze Barack Obama’s use of lyricism in his July 2008 speech, ‘A World That Stands as One.’” You could restate the thesis in this fashion at the conclusion of your speech: “In the past few minutes, I have analyzed Barack Obama’s use of lyricism in his July 2008 speech, ‘A World That Stands as One.’” Notice the shift in tense. The statement has gone from the future tense (this is what I will speak about) to the past tense (this is what I have spoken about). Restating the thesis in your conclusion reminds the audience of the main purpose or goal of your speech, helping them remember it better.

Review of Main Points

After restating the speech’s thesis, the second step in a powerful conclusion is to review the main points from your speech. One of the biggest differences between written and oral communication is the necessity of repetition in oral communication. When we preview our main points in the introduction, effectively discuss and make transitions to our main points during the body of the speech, and review the main points in the conclusion, we increase the likelihood that the audience will retain our main points after the speech is over.

In the introduction of a speech, we deliver a preview of our main body points, and in the conclusion, we deliver a review . Let’s look at a sample preview:

In order to understand the field of gender and communication, I will first differentiate between the terms biological sex and gender. I will then explain the history of gender research in communication. Lastly, I will examine a series of important findings related to gender and communication.

In this preview, we have three clear main points. Let’s see how we can review them at the conclusion of our speech:

Today, we have differentiated between the terms biological sex and gender, examined the history of gender research in communication, and analyzed a series of research findings on the topic.
In the past few minutes, I have explained the difference between the terms “biological sex” and “gender,” discussed the rise of gender research in the field of communication, and examined a series of groundbreaking studies in the field.

Notice that both of these conclusions review the main points initially set forth. Both variations are equally effective reviews of the main points, but you might like the linguistic turn of one over the other. Remember, while there is a lot of science to help us understand public speaking, there’s also a lot of art as well. You are always encouraged to choose the wording that you think will be most effective for your audience.

Concluding Device

The final part of a powerful conclusion is the concluding device. A concluding device is a final thought you want your audience members to have when you stop speaking. It also provides a definitive sense of closure to your speech. One of the authors of this text often makes an analogy between a gymnastics dismount and the concluding device in a speech. Just as a gymnast dismounting the parallel bars or balance beam wants to stick the landing and avoid taking two or three steps, a speaker wants to “stick” the ending of the presentation by ending with a concluding device instead of with, “Well, umm, I guess I’m done.” Miller observed that speakers tend to use one of ten concluding devices when ending a speech (Miller, 1946). The rest of this section is going to examine these ten concluding devices and one additional device that we have added.

Conclude with a Challenge

The first way that Miller found that some speakers end their speeches is with a challenge. A challenge is a call to engage in some activity that requires a special effort. In a speech on the necessity of fund-raising, a speaker could conclude by challenging the audience to raise 10 percent more than their original projections. In a speech on eating more vegetables, you could challenge your audience to increase their current intake of vegetables by two portions daily. In both of these challenges, audience members are being asked to go out of their way to do something different that involves effort on their part.

Conclude with a Quotation

A second way you can conclude a speech is by reciting a quotation relevant to the speech topic. When using a quotation, you need to think about whether your goal is to end on a persuasive note or an informative note. Some quotations will have a clear call to action, while other quotations summarize or provoke thought. For example, let’s say you are delivering an informative speech about dissident writers in the former Soviet Union. You could end by citing this quotation from Alexander Solzhenitsyn: “A great writer is, so to speak, a second government in his country. And for that reason, no regime has ever loved great writers” (Solzhenitsyn, 1964). Notice that this quotation underscores the idea of writers as dissidents, but it doesn’t ask listeners to put forth the effort to engage in any specific thought process or behavior. If, on the other hand, you were delivering a persuasive speech urging your audience to participate in a very risky political demonstration, you might use this quotation from Martin Luther King Jr.: “If a man hasn’t discovered something that he will die for, he isn’t fit to live” (King, 1963). In this case, the quotation leaves the audience with the message that great risks are worth taking, that they make our lives worthwhile, and that the right thing to do is to go ahead and take that great risk.

Conclude with a Summary

When a speaker ends with a summary, they are simply elongating the review of the main points. While this may not be the most exciting concluding device, it can be useful for information that was highly technical or complex or for speeches lasting longer than thirty minutes. Typically, for short speeches (like those in your class), this summary device should be avoided.

Conclude by Visualizing the Future

The purpose of a conclusion that refers to the future is to help your audience imagine the future you believe can occur. If you are giving a speech on the development of video games for learning, you could conclude by depicting the classroom of the future where video games are perceived as true learning tools and how those tools could be utilized. More often, speakers use visualization of the future to depict how society would be, or how individual listeners’ lives would be different if the speaker’s persuasive attempt worked. For example, if a speaker proposes that a solution to illiteracy is hiring more reading specialists in public schools, the speaker could ask her or his audience to imagine a world without illiteracy. In this use of visualization, the goal is to persuade people to adopt the speaker’s point of view. By showing that the speaker’s vision of the future is a positive one, the conclusion should help to persuade the audience to help create this future.

Conclude with an Appeal for Action

Probably the most common persuasive concluding device is the appeal for action or the call to action. In essence, the appeal for action occurs when a speaker asks their audience to engage in a specific behavior or change in thinking. When a speaker concludes by asking the audience “to do” or “to think” in a specific manner, the speaker wants to see an actual change. Whether the speaker appeals for people to eat more fruit, buy a car, vote for a candidate, oppose the death penalty, or sing more in the shower, the speaker is asking the audience to engage in action.

One specific type of appeal for action is the immediate call to action. Whereas some appeals ask for people to engage in behavior in the future, an immediate call to action asks people to engage in behavior right now. If a speaker wants to see a new traffic light placed at a dangerous intersection, he or she may conclude by asking all the audience members to sign a digital petition right then and there, using a computer the speaker has made available ( http://www.petitiononline.com ). Here are some more examples of immediate calls to action:

  • In a speech on eating more vegetables, pass out raw veggies and dip at the conclusion of the speech.
  • In a speech on petitioning a lawmaker for a new law, provide audience members with a prewritten e-mail they can send to the lawmaker.
  • In a speech on the importance of using hand sanitizer, hand out little bottles of hand sanitizer and show audience members how to correctly apply the sanitizer.
  • In a speech asking for donations for a charity, send a box around the room asking for donations.

These are just a handful of different examples we’ve seen students use in our classrooms to elicit an immediate change in behavior. These immediate calls to action may not lead to long-term change, but they can be very effective at increasing the likelihood that an audience will change behavior in the short term.

Conclude by Inspiration

By definition, the word inspire means to affect or connect with someone emotionally. Both affect and arouse have strong emotional connotations. The ultimate goal of an inspiration concluding device is similar to an “appeal for action,” but the ultimate goal is more lofty or ambiguous. The goal is to stir someone’s emotions in a specific manner. Maybe a speaker is giving an informative speech about the prevalence of domestic violence in our society today. That speaker could end the speech by reading Paulette Kelly’s powerful poem “I Got Flowers Today.” “I Got Flowers Today” is a poem that evokes strong emotions because it’s about an abuse victim who received flowers from her abuser every time she was victimized. The poem ends by saying, “I got flowers today… Today was a special day. It was the day of my funeral. Last night he killed me” (Kelly, 1994).

Conclude with Advice

The next concluding device is one that should be used primarily by speakers who are recognized as expert authorities on a given subject. Advice is a speaker’s opinion about what should or should not be done. The problem with opinions is that everyone has one, and one person’s opinion is not necessarily any more correct than another’s. There needs to be a really good reason for your opinion. Your advice should matter to your audience. If, for example, you are an expert in nuclear physics, you might conclude a speech on energy by giving advice about the benefits of nuclear energy.

Conclude by Proposing a Solution

Another way a speaker can conclude a speech powerfully is to offer a solution to the problem discussed within a speech. For example, perhaps a speaker has been discussing the problems associated with the disappearance of art education in the United States. The speaker could then propose a solution for creating more community-based art experiences for school children as a way to fill this gap. Although this can be a compelling conclusion, a speaker must ask themselves whether the solution should be discussed in more depth as a stand-alone main point within the body of the speech so that audience concerns about the proposed solution may be addressed.

Conclude with a Question

Another way you can end a speech is to ask a rhetorical question that forces the audience to ponder an idea. Maybe you are giving a speech on the importance of the environment, so you end the speech by saying, “Think about your children’s future. What kind of world do you want them raised in? A world that is clean, vibrant, and beautiful—or one that is filled with smog, pollution, filth, and disease?” Notice that you aren’t asking the audience to verbally or nonverbally answer the question. The goal of this question is to force the audience into thinking about what kind of world they want for their children.

Conclude with a Reference to Audience

The last concluding device discussed by Miller (1946) was a reference to one’s audience. This concluding device is when a speaker attempts to answer the audience question, “What’s in it for me?” The goal of this concluding device is to spell out the direct benefits a behavior or thought change has for audience members. For example, a speaker talking about stress reduction techniques could conclude by listing all the physical health benefits stress reduction offers (e.g. improved reflexes, improved immune system, improved hearing, reduction in blood pressure). In this case, the speaker is spelling out why audience members should care. They’re telling the audience what’s in it for them!

Connect to your Introduction

Finally, one tactic a speaker often uses is to link the introduction of the speech to the conclusion.  For example, if you began your speech with a quotation, your conclusion may refer back to that person’s words in respect to what your audience has learned throughout your speech.  While not always necessary, linking back to your introduction can provide a feeling of coming full circle for your audience.  The repetitive nature can also help aid in remembering your speech and topic.  However, you don’t want to just repeat. Instead, you want to utilize similar aspects of your attention getter to illustrate growth or movement from the beginning of your speech to the end.

A concluding device is a final thought you want your audience members to have when you stop speaking.

A challenge is a call to engage in some activity that requires special effort.

An  appeal for action occurs when a speaker asks their audience to engage in a specific behavior or change in thinking.

An immediate call to action asks people to engage in behavior right now.

Inspire means to affect or connect with someone emotionally.

Advice is a speaker’s opinion about what should or should not be done.

Informative versus Persuasive Conclusions

As you read through the ten possible ways to conclude a speech, hopefully, you noticed that some of the methods are more appropriate for persuasive speeches and others are more appropriate for informative speeches. To help you choose appropriate conclusions for informative, persuasive, or entertaining speeches, we’ve created a table to help you quickly identify suitable concluding devices.

Five tips to set yourself apart.

Never underestimate the power of great communication. It can help you land the job of your dreams, attract investors to back your idea, or elevate your stature within your organization. But while there are plenty of good speakers in the world, you can set yourself apart out by being the person who can deliver something great over and over. Here are a few tips for business professionals who want to move from being good speakers to great ones: be concise (the fewer words, the better); never use bullet points (photos and images paired together are more memorable); don’t underestimate the power of your voice (raise and lower it for emphasis); give your audience something extra (unexpected moments will grab their attention); rehearse (the best speakers are the best because they practice — a lot).

Sen. J.D. Vance, whom Donald Trump named as his vice presidential running mate Monday, told a group of influential young conservatives in a closed-door speech in 2021 that they should stand up for “nonconventional people” who speak truth, such as Infowars founder Alex Jones.

“If you listen to Rachel Maddow every night, the basic worldview that you have is that MAGA grandmas who have family dinners on Sunday and bake apple pies for their family are about to start a violent insurrection against this country,” Vance said. “But if you listen to Alex Jones every day, you would believe that a transnational financial elite controls things in our country, that they hate our society, and oh, by the way, a lot of them are probably sex perverts too.”

Vance went on, “Sorry, ladies and gentlemen, that’s actually a hell of a lot more true than Rachel Maddow’s view of society.”

He said that every person in attendance for his speech believed “something that’s a little crazy.” In his case, he said, “I believe the devil is real and that he works terrible things in our society. That’s a crazy conspiracy theory to a lot of very well-educated people in this country right now.”

Vance made these remarks at a September 2021 gathering of the Teneo Network, an invitation-only group of young conservatives that counts elected officials, pro athletes, financial executives and media figures among its members. Vance joined Teneo six years ago. ProPublica and Documented obtained a video recording of his 30-minute speech and question-and-answer session, which has not been previously reported.

Vance’s remarks at the conference — which you can read a transcript of or watch in full below — give a rare unvarnished look at his thinking and illustrate how aligned he is with various factions within the conservative and MAGA movements. “I’ll throw out the standard campaign speech,” he began his Teneo talk. “[I’ll] actually just try to level with you guys about what I do see is the big — a few big problems that are in our country right now.”

According to tax records , the Teneo Network’s chairman is Leonard Leo, the legal activist who built a pipeline of lawyers who interpret the Constitution based on the “original intent” of the framers or the meaning of the words in the text when they were written. One of the most influential conservatives of the past three decades, Leo helped confirm all six conservative justices currently serving on the U.S. Supreme Court. Leo-aligned judges have pushed to restrict abortion rights and rein in the government’s power to regulate corporations.

Leo has said he views the Teneo Network as a way to extend his influence beyond the judiciary to industries including finance, media, government and Silicon Valley . The network identifies and cultivates conservative leaders in “other areas of American culture and American life where things are really messed up right now,” as Leo put it in a Teneo video.

According to internal Teneo documents, Vance joined Teneo in 2018 , several years before he ran for Senate in his home state of Ohio. His book, “Hillbilly Elegy,” had already become a bestseller, and Vance was a commentator for CNN while running his own nonprofit and investment fund backing startup companies outside of Silicon Valley.

“JD Vance has been part of the organization for at least five years and his appearance at the 2021 Teneo Retreat was well received by many young professional leaders in attendance,” Leo said. A spokesperson for the Trump campaign did not immediately respond to a request for comment.

By the time Vance spoke at Teneo’s 2021 conference, he had joined the race to fill outgoing Sen. Rob Portman’s seat. Despite his past criticisms of Trump, which included calling the former president an “idiot” and comparing him to Adolf Hitler, Vance won Trump’s endorsement in 2022 and cruised to a comfortable victory.

Vance’s connection to Teneo could form a bridge between different factions of the Republican Party that seem to be at odds. Previous news stories have reported that Trump and Leo, who advised the former president on judicial nominees during his administration, are no longer as close as they once were . Russ Vought, a Trump ally, publicly denigrated the Federalist Society , the legal networking group Leo and others built into a juggernaut.

Adding Vance to the ticket bolsters the connections between Leo’s network and the Trump 2024 campaign. It also strengthens ties between Trump’s reelection bid and the Project 2025 blueprint, which outlines plans for a second Trump administration, including firing thousands of career civil servants, shuttering the Department of Education and replacing ambitious goals to combat climate change with ramped-up fossil fuel production. In a recent TV interview, Vance said the document contained “some good ideas” but claimed that “most Americans couldn’t care less about Project 2025” and that the Trump campaign wasn’t affiliated with it.

In his Teneo remarks, he bemoaned that decades ago major corporate CEOs reliably donated money to Republicans but now they give heavily to Democrats. He lamented that conservatives had “very few oligarchs on our side,” had “lost every institution in American society” and needed to make corporations “taking the side of the left in the culture wars feel real economic pain.”

“So we’ve not just lost the academy,” meaning universities, “which we’ve lost for a long time; we haven’t just lost the media, which has been on the side of the left for a long time; we now find ourselves in a situation where our biggest multinational corporations are active participants in the culture war on the other side,” he said. “It’s really been a few of us over the past few years who have recognized that the big corporations have really turned against conservatives in a very big and powerful way.”

He argued that conservatives needed to take action against corporations that, say, defended abortion rights or punished employees who spoke out against abortion access. “If we’re unwilling to make companies that are taking the side of the left in the culture wars feel real economic pain, then we’re not serious about winning the culture war,” he said.

He said that Americans were “terrified to tell the truth” and “point out the obvious,” including that “there are real biological, cultural, religious, spiritual distinctions between men and women.” He added, “I think that’s what the whole transgender thing is about, is like fundamentally denying basic reality.”

Shortly before he spoke at the Teneo conference, Vance drew criticism when he tweeted that “Alex Jones is a far more reputable source of information than Rachel Maddow.” Jones, founder of the online show Infowars, gained a following with his promotion of conspiracy theories about the Sept. 11 terrorist attack. More recently, judges in several states ordered him to pay $1.5 billion to the families of the victims of the Sandy Hook school shooting, which Jones had called a hoax.

Vance told Teneo members that he was “just trolling” with his defense of Jones, but added “that doesn’t mean what I said is in any way untrue.”

“Look, I think there’s a not-terrible chance that one of you is going to be sharing cellblock 12A in Premier Harris’ prison detention camp in a few years,” he explained, seemingly referring to Vice President Kamala Harris. “If we’re going to all end up in that place, we might as well have a little fun while we get there. It’s OK to troll when you make and speak fundamental truths. But, look, I do think what I said was correct.”

If the conservative movement was going to survive, he continued, its members needed to “speak for truth.” He mentioned donors in Ohio who had asked him if he would condemn inflammatory remarks made by Rep. Marjorie Taylor Greene.

“And I say, ‘Why? Why do you want me to denounce this person?’” Vance said. “‘Well, she believes these crazy things.’ Who cares?”

He went on, “Believing crazy things is not the mark of whether somebody should be rejected. Believing important truths should be the mark of whether we accept somebody, and if they believe some crazy things on the side, that’s fine. We need to be OK with nonconventional people.”

The King’s Speech

My Lords and Members of the House of Commons, My Government will govern in service to the country.

My Government’s legislative programme will be mission led and based upon the principles of security, fairness and opportunity for all.

Stability will be the cornerstone of my Government’s economic policy and every decision will be consistent with its fiscal rules. It will legislate to ensure that all significant tax and spending changes are subject to an independent assessment by the Office for Budget Responsibility [Budget Responsibility Bill]. Bills will be brought forward to strengthen audit and corporate governance, alongside pension investment [Draft Audit Reform and Corporate Governance Bill, Pension Schemes Bill].

Securing economic growth will be a fundamental mission. My Government will seek a new partnership with both business and working people and help the country move on from the recent cost of living challenges by prioritising wealth creation for all communities. My Ministers will establish an Industrial Strategy Council. It is my Government’s objective to see rising living standards in all nations and regions in the United Kingdom.

My Ministers will get Britain building, including through planning reform, as they seek to accelerate the delivery of high quality infrastructure and housing [Planning and Infrastructure Bill]. They will also pursue sustainable growth by encouraging investment in industry, skills and new technologies.

My Government is committed to making work pay and will legislate to introduce a new deal for working people to ban exploitative practices and enhance employment rights [Employment Rights Bill]. It will seek to establish the appropriate legislation to place requirements on those working to develop the most powerful artificial intelligence models.

My Government believes that greater devolution of decision making is at the heart of a modern dynamic economy and is a key driver of economic growth and my Ministers will introduce an English Devolution Bill [English Devolution Bill]. Legislation will be introduced to give new powers to metro mayors and combined authorities. This will support local growth plans that bring economic benefit to communities.

A Bill will be introduced to allow local leaders to take control of their local bus services [Better Buses Bill]. My Ministers will bring forward legislation to improve the railways by reforming rail franchising, establishing Great British Railways and bringing train 8 operators into public ownership [Passenger Railway Services (Public Ownership) Bill, Rail Reform Bill].

Taken together these policies will enhance Britain’s position as a leading industrial nation and enable the country to take advantage of new opportunities that can promote growth and wealth creation.

My Government recognises the urgency of the global climate challenge and the new job opportunities that can come from leading the development of the technologies of the future. It is committed to a clean energy transition which will lower energy bills for consumers over time. A Bill will be introduced to set up Great British Energy, a publicly owned clean power company headquartered in Scotland, which will help accelerate investment in renewable energy such as offshore wind [Great British Energy Bill]. Legislation will be brought forward to help the country achieve energy independence and unlock investment in energy infrastructure. A Bill will be introduced to support sustainable aviation fuel production [Sustainable Aviation Fuel (Revenue Support Mechanism) Bill]. My Government recognises the need to improve water quality and a Bill will be introduced to strengthen the powers of the water regulator [Water (Special Measures) Bill].

My Government will seek to strengthen the border and make streets safer. A Bill will be introduced to modernise the asylum and immigration system, establishing a new Border Security Command and delivering enhanced counter terror powers to tackle organised immigration crime [Border Security, Asylum and Immigration Bill]. Legislation will be brought forward to strengthen community policing, give the police greater powers to deal with anti social behaviour and strengthen support for victims [Crime and Policing Bill, Victims, Courts and Public Protection Bill].

Measures will be introduced to improve the safety and security of public venues and help keep the British public safe from terrorism [Terrorism (Protection of Premises) Bill]. My Government will bring forward plans to halve violence against women and girls.

My Ministers will seek to raise educational standards and break down barriers to opportunity. Action will be taken to get people back in employment following the impact of the pandemic. A Bill will be introduced to raise standards in education and promote children’s wellbeing [Children’s Wellbeing Bill]. Measures will be brought forward to remove the exemption from Value Added Tax for private school fees, which will enable the funding of six and a half thousand new teachers. My Government will establish Skills England which will have a new partnership with employers at its heart [Skills England Bill], and my Ministers will reform the apprenticeship levy.

Legislation will be introduced to give greater rights and protections to people renting their homes, including ending no fault evictions and reforming grounds for possession 9 [Renters’ Rights Bill]. Draft legislation will be published on leasehold and commonhold reform [Draft Leasehold and Commonhold Reform Bill].

A Bill will be introduced to establish an independent football regulator to ensure greater sustainability in the game and strengthen protections for fans [Football Governance Bill].

My Government will improve the National Health Service as a service for all, providing care on the basis of need regardless of the ability to pay. It will seek to reduce the waiting times, focus on prevention and improve mental health provision for young people. It will ensure mental health is given the same attention and focus as physical health. My ministers will legislate to modernise the Mental Health Act so it is fit for the twenty first century [Mental Health Bill]. A Bill will be introduced to progressively increase the age at which people can buy cigarettes and impose limits on the sale and marketing of vapes [Tobacco and Vapes Bill]. My Ministers will also legislate to restrict advertising of junk food to children along with the sale of high caffeine energy drinks to children. A draft Bill will be brought forward to ban conversion practices [Draft Conversion Practices Bill].

My Government will take steps to help rebuild trust and foster respect. Legislation will be brought forward to introduce a duty of candour for public servants [Hillsborough Law]. A Bill will be introduced to establish a statutory Armed Forces Commissioner to act as a strong independent champion for our gallant Armed Forces and their families [Armed Forces Commissioner Bill].

Legislation on race equality will be published in draft to enshrine the full right to equal pay in law [Draft Equality (Race and Disability) Bill].

My Government will strengthen its work with the devolved governments in Scotland, Wales and Northern Ireland so that the best outcomes possible are delivered for citizens across the United Kingdom. My Ministers will establish a new Council of the Nations and Regions to renew opportunities for the Prime Minister, heads of devolved governments and mayors of combined authorities to collaborate with each other.

My Government will continue to support the political institutions and devolved government in Northern Ireland. In consultation with all parties, measures will be brought forward to begin the process of repealing and replacing the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 [Northern Ireland Legacy Legislation].

Measures to modernise the constitution will be introduced including House of Lords reform to remove the right of hereditary peers to sit and vote in the Lords [House of Lords (Hereditary Peers) Bill]. My ministers will strengthen the integrity of elections and encourage wide participation in the democratic process.

The Government will propose a modernisation committee of the House of Commons which will be tasked with driving up standards, improving work practices and reforming procedures.

My Government will ensure a strong defence based on the North Atlantic Treaty Organisation’s common values of individual liberty, democracy, human rights and the rule of law. Its commitment to NATO will remain unshakeable. It will maintain a strong Armed Forces, including the nuclear deterrent. To ensure that the United Kingdom’s defence capabilities are matched to the changing nature of global strategic threats, my Government will conduct a Strategic Defence Review.

My Government will continue to give its full support to Ukraine and its people and it will endeavour to play a leading role in providing Ukraine with a clear path to NATO membership.

My Government will seek to reset the relationship with European partners and work to improve the United Kingdom’s trade and investment relationship with the European Union. My Ministers will seek a new security pact to strengthen cooperation on the mutual threats faced by the United Kingdom and the European Union.

My Government will play its part in trying to secure long term peace and security in the Middle East. It is committed to a two state solution with a safe and secure Israel alongside a viable and sovereign Palestinian state.

Later this week, my Government will host the European Political Community meeting at Blenheim Palace. The Queen and I look forward to our Visit to Samoa alongside the Commonwealth Heads of Government Meeting in October, and our Visit to Australia.

The frequent delivery of public remarks by Senators and Representatives is an important element of their roles as community leaders, spokespersons, and freely elected legislators. Congressional staff are often called on to help prepare draft remarks for such purposes.

Writing for the spoken word is a special discipline; it requires that congressional speechwriters’ products be written primarily, although not exclusively, to be heard, not read. Speeches are better cast in simple, direct, and often short sentences that can be easily understood by listeners. Rhetorical devices such as repetition, variation, cadence, and balance are available to, and should be used by, the speechwriter.

It is important for speechwriters to analyze audiences according to factors such as age; gender; culture; profession; size of audience; political affiliation, if any; and the occasion for, and purpose of, the speech. Most effective speeches do not exceed 20 minutes in length.

After researching a topic, speechwriters should prepare an outline from which the speech will be developed. They should strive to maintain a clear theme throughout the speech. Most speeches will have a three-part structure consisting of an introduction, a body, and a conclusion.

The accepted style of contemporary American public address is natural, direct, low key, casual, and conversational. This puts listeners at ease and promotes a sense of community between audience and speaker.

Punctuation should reflect the sound structure of the speech, reinforcing the rhythm and pace of actual speech. Clarity of expression is as important a consideration in speech grammar as rigid adherence to rules for written language.

Effective delivery can greatly improve a speech. Congressional speechwriters should make every effort to become familiar with the speaking style of the Member for whom they are writing, and adjust their drafts accordingly.

"Rhetoric," wrote Aristotle, "is the power of determining in a particular case what are the available means of persuasion." This report reviews some effective means for the rhetoric of persuasive communication in speeches written by congressional staff for Senators and Representatives. By speeches, this report means draft statements prepared for oral delivery by Members. Such speeches are often prepared under the pressure of deadlines that leave minimal time for extensive revision. Moreover, they must often be drafted in whole or part for Members who may have little opportunity to edit and amend them. The burdens of public office (as well as of campaigning) and the insistent demand for speeches of every kind for a variety of occasions require some degree of reliance on speechwriters, a reliance that is heightened by the limitations of time and the urgencies of the media.

A speech thus "ghostwritten" should nevertheless reflect the intention and even the style of the speaker. The best ghostwriters are properly invisible; they subordinate themselves to the speaker in such a way that the final product is effectively personalized in the process of actual communication. The only ways to achieve or even approach this ideal are practice and experience. This report seeks to provide some guidance for congressional staff on the principles and practice of speechwriting. The suggestions offered herein, when combined with practice, attention to audience and occasion, and, most importantly, the Member's attitudes, convictions, and style, can help create a speech that can be a "seamless garment" when delivered by the Member.

Writing effective speeches requires a constant awareness of the distinction between the written and the spoken word: the speechwriter must learn to "write aloud." While the best speeches read as well as they sound, the novice speechwriter should give priority to the ear and not the eye. His or her speech must be written to be heard, not read.

This means that easy intelligibility should be a paramount concern, so that the listening span is not strained. One of the first rules of the speechwriting profession is that a sentence written to be heard should be simple, direct, and short. When the speechwriter "writes aloud," George Orwell's advice to cut out any word that can possibly be cut is helpful, so long as the resulting effect is clarity, and not verbal shorthand. 2 Ciceronian oratory on the one hand and Dick-and-Jane simplicity on the other are extremes to be avoided. The speechwriter thus faces the challenge of crafting words that convey the speaker's meaning clearly, but that also draw on the rich nuance and texture of spoken English.

The average spoken sentence runs from eight to 16 words; anything longer is considered more difficult for listeners to follow by ear, and according to one expert, may be too long for the average listener to absorb and analyze quickly. 3 By comparison, written sentences of up to 30 words are easily understood by average readers. 4 Given these generally accepted limitations, what devices are available to the writer to make more complex sentences and speech wording accessible to the listener? Complex sentences can be clarified by repeating key words and using simple connections. By numerous rhetorical techniques, the speaker states, restates, and states again in different ways, the central themes of the speech.

Repetition with variation is a basic speechwriting tool used by many of the greatest speakers to emphasize key elements while avoiding monotony. Some examples follow.

  • Martin Luther King's "I have a dream" speech was a striking example of this technique, using that phrase to introduce a series of his visions for a better future.
  • Lincoln at Gettysburg emphasized the significance of the day's events by restating the solemnity of the occasion in not fewer than three variations: "We cannot dedicate, we cannot consecrate, we cannot hallow this ground, ..."
  • Similarly, Winston Churchill's World War II speeches used repetition with variation to build a powerful climax: "We shall fight in France and on the seas and oceans, we shall fight with growing confidence and growing strength in the air. We shall defend our island whatever the cost may be; we shall fight on the beaches and landing grounds, in fields, in streets and on the hills, ... we shall never surrender."
  • Franklin D. Roosevelt's 1937 "One third of a Nation" speech imparted a sense of urgency by his deliberate repetition of a "here are" construction to describe conditions in the country, followed again and again with "now":

Here is one-third of a nation ill-nourished, ill-clad, ill-housed—NOW.

Here are thousands upon thousands of farmers wondering whether next year's prices will meet their mortgage interest—NOW.

Here are thousands upon thousands of men and women laboring for long hours in factories for inadequate pay—NOW.

Another venerable rhetorical device is the use of cadence and balance in the spoken word. This is a part of speechwriting where the speaker and the writer need cooperation to ensure success. The tradition of public speaking in the English language owes much to the poetic tradition, which was originally an oral tradition. As one observer noted, "the language of the speech should also be poetic —replete with alliteration, metaphor, and other figures of speech. Such adornments, far from being superfluous, enhance meaning and emphasize relationships among ideas." 5 As difficult to define as to achieve, cadence and balance impart movement and harmonious effect to any speech. Essentially a matter of ordering groups of words (and ideas) into rhythmic patterns, cadence and balance can be attained by such classical rhetorical devices as the ones described below. Do not be put off by the classic Greek names of some of these rhetorical devices; in practice we use them naturally in conversation and writing every day.

The grouping of words into patterns of three can lead to a memorable effect, provided the device is not overused. Some notable examples from classic oratory include " Veni, vidi, vici "; "Never ... was so much owed by so many to so few"; "The kingdom, the power, and the glory ..."; "I have not sought, I do not seek, I repudiate the support of ..."; "one third of a nation ill-clad, ill-nourished, ill-housed...."

The linkage of similar words or ideas in a balanced construction that repeatedly uses the same grammatical form to convey parallel or coordinated ideas: "Bigotry has no head and cannot think; no heart and cannot feel;" "Charity beareth all things, believeth all things, hopeth all things, endureth all things."

The repetition of initial sounds in a series of words to give emphasis. For instance, "We need to return to that old-fashioned notion of competition—where substance, not subsidies, determines the winner," or, "... the nattering nabobs of negativism...."

This is the repetition of the same word or words at the beginning of successive clauses or sentences. Churchill's famous defiance of Hitler, "We shall fight on the beaches, we shall fight on the landing grounds ...," which has been previously cited, is one of the most famous examples.

A common form of parallel structure comparing and contrasting dissimilar elements. For instance, "... give me liberty, or give me death."; "Ask not what your country can do for you—ask what you can do for your country."; "To some generations much is given; from others, much is demanded ..."; "A great empire and little minds go ill together."; "It was the best of times, it was the worst of times. It was the age of wisdom, it was the age of folly."; "If Puritanism was not the godfather to Capitalism, then it was godson."

This technique involves more than alternating longer sentences with short ones. The writer may employ either periodic sentences, that is, those in which the main clause comes at the end, or loose sentences, in which the main clause is presented at or near the beginning, to be followed by other main or subordinate clauses. Sentence variation also includes the use of such devices as those described below.

"Is peace a rash system?" "Is life so dear or peace so sweet as to be purchased at the price of chains and slavery?" The speaker leads the audience to the conclusion he hopes they will draw by asking a question that makes his point, and that he intends to answer himself, either immediately, with a flourish, or at greater length during his remarks, through patient exposition.

"Dear money. Lower credit. Less enterprise in business and manufacture. A reduced home demand. Therefore, reduced output to meet it." The speaker dramatizes the situation by reducing it to a stark declaration, which he renders more striking by pausing to let the facts sink in after each sentence fragment.

"With what dignity and courage they perished in that day." This classic rhetorical practice, once more widely used, seeks to embellish the general flow of words, much like an ornament or a musical flourish. It also helps give a particular sentence special emphasis by causing it to stand out from others by its unusual form.

With this device, the speaker comes to a complete stop in his remarks, using the ensuing moment of silence to concentrate the listeners' attention on his next phrase. "My obligation as President is historic; it is clear; yes, it is inescapable." Even periodic sentences, if used with care, repeating the "suspended" subject or verb before modifying phrases or clauses can contribute to the effect: "Thus did he prove to be a leader who—victorious in battle, magnanimous in victory, skilled in the arts of peace—was able, in the face of his most determined foes ..."

Repeating key words and using simple connective conjunctions ( and , for , because , but ) can make many complex sentences more easily intelligible to the ear by breaking them up into "bite size" segments. For instance, "Be a craftsmen in speech that thou mayest be strong, for the strength of one is the tongue, and speech is mightier than all fighting."

No speech will sound fresh and vivid if it is not animated by imaginative imagery, by metaphor in its many forms: "the hatred of entrenched greed"; "America will always stand for liberty"; "Democracy is the healthful lifeblood which circulates through the veins and arteries of society ..."; "Whether in chains or in laurels, liberty knows nothing but victories."

Extended metaphors or analogies, comparing similarities in different things, should be used with care so that the principal subject will not be lost in the image. Two or more metaphors in a single sentence or thought can be safely ventured only by the most experienced writers—"To take arms against a sea of troubles"—without incurring ridicule (as in the famous—and perhaps apocryphal—example attributed to the newspaper Pravda , the onetime propaganda organ of the Soviet Communist Party: "The fascist octopus has sung its swan-song").

Above all, in the spoken word there must be an element of identity and rapport with the listener, whether the speaker uses a "natural" conversational tone or a more oratorical style. Effective speechwriting for Congress is not a branch of "creative writing." Its "rules" are meant to foster clarity of expression, whatever the occasion and purpose of any given speech. Mere clarity is not enough for persuasive rhetoric, however. Indeed, there are times when clarity, brevity, and the like are not appropriate. The issues, because of their import and complexity, may preclude such treatment; similarly, the gravity or delicate political nature of the occasion may call for some measure of deliberate ambiguity. The best speechwriter will take into account the context of the speech and the speaker's personality, the image that is projected—that is, the speaker whom the audience sees and hears. The section on speech analysis in this report attempts a closer look at Lincoln's great Farewell Address at Springfield, illustrating many of the principles considered in this report.

What Jefferson Bates called "audience analysis" is probably the single most important factor to be considered in writing every speech: know your listeners, and you will have a much better chance of connecting with them. 6

Bates and others list a number of criteria useful in audience analysis, including, among others: age; gender; culture; education; profession ; size of the audience; and affiliation. 7 Age is obviously an important factor; high school students, young parents, and senior citizens have different levels of life experience, different interests reflecting the challenges they face at their particular stages of life, and, to some extent, they even speak different languages. Although gender differences in societal roles are less pronounced than a generation ago, some believe that certain persistent disparities of viewpoint between many men and women on some topics persist. With respect to "culture," William Wiethoff, in Writing the Speech , states that it "has escaped a standard or preferred definition. Speechwriters, however, may envision culture as the race, customs, and religion shared by members of an audience." 8 The factors of education, profession, and income level can be a pitfall for the unwary speechwriter. Never confuse education with intelligence, or professional status and worldly success with moral superiority or virtue, or modest means and educational attainment with the opposite.

The writer must be sensitive to these varying frames of reference found in an audience. Draft remarks should be familiar, sympathetic, and topical, without being condescending. They must, as always, be phrased in a way that is natural for the Member; it is painfully obvious to an audience if a Member is not comfortable in his role or with his words.

The size of an audience is another important factor in preparing a speech. A large audience and a formal occasion usually call for greater formality in language and delivery, lengthier remarks, and greater reliance on some of the classical rhetorical practices cited in this report. By comparison, many Members will require only talking points for a town meeting, and will almost certainly speak extemporaneously in still more intimate gatherings. In the age of cable and satellite television, and Webcasts, the Member is often asked to address what may appear to be a very small group of listeners physically present at the broadcast venue; at the same time, however, many others, perhaps thousands, may be viewing from other locations, or from their homes. It is the writer's task to craft remarks that simultaneously take into consideration the people physically present in the studio or location, and those who may be watching from home or other locations.

Speechwriters must also condition their words to the degree of political affiliation, or lack thereof, in the intended audience. A gathering of the party faithful is usually ready for some "red meat." An audience consisting of a non-partisan citizen's group, such as the League of Women Voters, is almost certainly not. The writer must also always remember that, while the Member is affiliated with one political party, and comes from a particular part of the state or district, he or she represents all the people, and gives due attention and respect to the legitimate views and aspirations of all constituents.

Another of the speechwriter's tasks is to assess the occasion at which the Member has been asked to speak and tailor the remarks accordingly. In contemporary society, the delivery of remarks by public figures is an expected element in almost every secular public ceremony, and at many religious services. The speechwriter must ensure that the occasion and the speech agree with one another, in both tone and content.

For instance, Veterans' Day and Memorial Day are among the most solemn public holidays in the calendar. For these two events, the speechwriter should focus on themes of commemoration, service, and sacrifice. The atmosphere should appropriately be both somber, and hopeful: "their sacrifice led to a better, more secure life for those who followed them." High school and college commencements are of a different genre altogether. The occasion may demand inspirational remarks, but as one observer noted, "I've heard speakers ... deliver a tedious, solemn policy address at graduation ceremonies in which the graduates and families just want to hit the exits and have a good time." 9 Conversely, a formal address to a learned society will differ dramatically from friendly remarks at a neighborhood picnic, town meeting, or retirement home. Simply put, the writer should exercise common sense in preparing remarks appropriate in tone and content to both the audience and the occasion.

Another useful consideration for congressional staff is to plan the delivery of substantive remarks on substantive occasions. If the Member is scheduled to announce a major policy statement or initiative, it should be delivered in commensurate surroundings, and on occasions when media coverage will be adequate. Timing is also a serious factor; speeches delivered at mid-morning, at lunchtime, or early afternoon at the latest, are far more likely to be covered that same day by local TV news.

The purpose of a speech and the occasion at which it will be delivered are closely related. Most frequently, the latter will govern the former. William E. Wiethoff suggests a "purpose" template for speechwriters in Writing the Speech . 10 In it he establishes three categories of purpose: information , persuasion , and entertainment .

These speeches seek to convey facts or information to the audience. The speaker first identifies the information that is about to be presented, seeking to link the new facts with others the listeners may already be aware of. Next, the speaker elaborates on the details of the information just conveyed, while avoiding a level of complexity and detail that would confuse the audience. Finally, the speaker draws together the facts and ideas related earlier, ideally recapitulating the main points in order to fix them in the listener's memory.

The persuasive speech is a two-edged sword: it can seek to instill in the listeners either the acceptance of, or at least a more favorable opinion toward, a particular condition, fact, or concept. This variant is described as advocacy . Conversely, a speech may also attempt to change an audience's impressions, opinions, or most ambitiously, their convictions. Wiethoff calls this dissent , and asserts that it is more difficult than advocacy, since the speaker faces the burden of proving to the listeners that what they have heretofore accepted should be modified or rejected. 11 In both cases, the writer must marshal the arguments that will convince the audience.

Wiethoff's third category of speech purpose is entertainment. A great percentage, perhaps a majority, of Member speeches will fall into this category. The choice of title for this group may be misleading, however. These are not necessarily frivolous occasions, and they are not unimportant to the life and people of a town or village, students at a school, or members of a club who constitute the audience for such remarks. Speeches in this category serve the vital function of reinforcing the common ties and experiences that bind communities together and help reinforce the vitality of civic life in America. As Wiethoff notes:

These speeches are delivered during ceremonies or rituals that are significant in themselves. They do not need clarification in order to be understood. They do not need proof of their importance. Instead, on these occasions people share an expectation of what will happen, and they are dissatisfied if the events do not take place as expected. 12

"Entertainment" speeches may be solemn in nature, such as a Memorial Day address, or celebratory, such as remarks at the opening of a new school, library, or child-care facility. They remind citizens of their joint identity as members of a community; these events, seemingly everyday, or even trite, are actually vital expressions of civic life. The Member's role as a community leader and spokesperson on these occasions should not be underestimated; it is a great honor for him or her to deliver remarks at these community rites, and a congressional speechwriter should devote talent and originality to them.

Obviously, the three purpose categories cited here are not necessarily mutually exclusive; in order to convince an audience, a speaker often needs to combine persuasion with information. Similarly, while some types of remarks are intended purely for entertainment, such as a celebrity roast, the careful speechwriter will always seek to entertain audiences in order to capture and retain their attention.

How long should a Member speak? The answer to this fundamental question of speechwriting, like so many others, depends on a wide range of factors. Audience analysis and occasion have been previously noted, but the habits and attitudes of the speaker must also be taken into consideration.

The natural inclinations of the Member must be examined. Is the Member a person of few words, or is he or she a good talker? Does the Member stick to the text, or lay it aside to share anecdotes, personal reminiscences, or even humor, with the audience? These and other related questions can be answered only through experience on the part of the congressional speechwriter. Learning the Member's style and preferences will result in a better product that communicates more effectively.

Time of day should be considered by the writer. In the morning, people are relatively fresh, and are generally better prepared physically to listen attentively. By late afternoon, or after a luncheon, however, the audience may need to be stimulated, either by coffee or by lively remarks. Finally, lengthy after-dinner remarks should almost never be inflicted, especially on a paying audience. The potential auditors are full, tired, and ready to go home. It's best to give them their wish as quickly as possible.

Finally comes the classic question: how many words should the speechwriter prepare? Once again, the factors of audience, occasion, Member preference, and time of day should be considered. The question of length of time, however, must be dealt with at some point. A number of classic speech authorities suggest that in most cases 20 minutes should be the upward limit. Conventional wisdom often holds that most listeners tune out, perceptibly or not, after that period. 13 Ritual or pro forma speeches, such as occasional remarks at schools, churches, or public functions where the Member is a guest, but not the main attraction, benefit from brevity, perhaps being limited to five to 10 minutes. Although substantive public policy speeches may merit greater length, in modern America, only presidential inaugural and State of the Union messages seem to exceed the 20-minute limit regularly, with the latter often weighing in at over an hour.

The question of pace is also important; is the Member a fast talker? Different speakers exhibit considerable variety in pace, ranging from 115 to 175 words a minute. Once again, the speechwriter will factor these personal differences into his work. As a benchmark, however, an often-cited rule-of-thumb is that the average 20-minute speech contains about 2,600 words, or, about 130 per minute. Most word processing programs will provide a total document word count as part of their spell check feature. 14

Having a fixed time stimulates careful preparation. Both a time limit and notes or text help guard against logorrhea , or excessive verbiage. Time limits also encourage speakers not to be overly comprehensive, saying everything there is to be said on the speech topic. This is a temptation difficult to resist, but a speech is, by nature, a precis or digest. Excessive complexity or verbiage are capable of transforming an effective speech into something ponderous and exhausting. Jefferson's sharp judgment of 1824 applies today with equal force: "Amplification is the vice of modern oratory.... Speeches measured by the hour die with the hour."

Theme, audience, time, place, occasion and purpose—once these are settled, the speechwriter's next concern is to gather ideas, facts, examples, illustrations, quotations, and humor, in short, whatever is needed to give substance, character, and interest to the speech. There is no shortcut for researching a speech, although a number of resources can speed the process.

Congressional speechwriters often consult the Congressional Research Service first when preparing a draft statement or an address for a Member. There are other basic materials with which every speechwriter should be familiar. These include a good standard dictionary (spell check is not foolproof, and has a rather limited vocabulary). The preferable dictionary is prescriptive as well as descriptive, that is, it prescribes or recommends usage in addition to providing descriptions or definitions. A thesaurus, such as Roget ' s , published in numerous editions since 1852, or J.I. Rodale's Synonym Finder , various editions since 1961, is useful in finding the right word and generally superior to the thesaurus feature offered with most word processing programs. For quotations, consult the standard Bartlett ' s Familiar Quotations in any one of its many editions, or Respectfully Quoted , a quotation dictionary compiled by the Congressional Research Service. Annual almanacs, such as the Information Please Almanac and the World Almanac , are often essential for quick reference.

Literary and religious sources include the works of Shakespeare in any readable edition and the English Bible, especially the King James or Authorized Version. Aside from its obvious spiritual aspects, the King James Bible is important for both its literary quality and its tremendous influence on spoken and written English.

Access to some standard encyclopedia, such as Americana , World Book or Britannica, is also helpful for fact checking and general information. Chase ' s Calendar of Events is a useful annual guide to special observances throughout the nation. A wealth of facts, statistics, and data useful in speech preparation can be found in the annual U.S. Government publication Statistical Abstract of the United States , published annually. For sample speeches on many topics of contemporary interest, the speechwriter may wish to consult Vital Speeches of the Day , published twice monthly, available through EBSCO Host and other Internet sources. It provides examples of speeches delivered by recognized public figures on topical questions and major issues and events of the day, and is annually indexed by author and topic. All these sources are available in the La Follette Congressional Reading Room, and most are also available in House and Senate office building reference centers.

Daily newspapers are a familiar, if neglected, resource for speeches; a dedicated speechwriter will read or skim several each day, noting and saving background items that may prove to be useful later. Both national and hometown papers should be included. Other useful sources include weekly news magazines and more specialized journals that cover public policy issues. Here, again, the advent of the Internet provides new sources of information valuable to the congressional speechwriter: home district newspaper web sites may be regularly scanned for local news on issues and events of interest to the Member. These are usually posted online the day they are published, and almost always well in advance of postal delivery of the printed product.

Certain general principles may be useful to guide the congressional speechwriter in choice of content and style:

  • Quotations and humorous anecdotes or remarks are like spices, and should be used with discrimination, mindful of good taste and effectiveness. Speeches overloaded with quotations and anecdotes can sink from their own weight.
  • Pseudo-quotations should be avoided. Never use a quotation that cannot be verified in an authoritative source.
  • Unless a writer is gifted with lightness of touch, self-deprecating or gentle humor is usually more effective than satire or ridicule.
  • Jokes aimed at people's personal lives or at religious and ethnic groups are invariably offensive, regardless of the speaker's motives. Avoid them.
  • Statistics should be used with care and moderation. Like the points in an outline, they are better alluded to in context than cited in tedious detail. A speech filled with statistics becomes a statistical abstract, not a speech.
  • When selecting material, the responsible speechwriter will take great care to quote accurately and give full credit for whatever is borrowed outright. Plagiarism is often illegal and always unethical . On the other hand, it is entirely proper to adapt existing materials to one's own purpose in preparing a new speech for any occasion. As Thomas Jefferson wrote in response to accusations that he had plagiarized parts of the Declaration of Independence from other works, "I did not consider it as any part of my charge to invent new ideas altogether and to offer no sentiment which had ever been expressed before." Straining after originality, which has been defined by an anonymous wit as "imitation not yet detected," can ruin the best of speeches.
  • Finally, the seasoned speechwriter soon learns to recycle the best parts of previous efforts, to save time and effort, and also to preserve a particularly fine turn of phrase.

The task of actually writing the speech, once the preliminaries are completed, will be greatly facilitated in most cases by the use of an outline. The novice speechwriter may be tempted to dispense with this device, on the grounds that it adds a time consuming extra step to a process that is often constrained by tight deadlines. On the other hand, it forces the writer to plan and organize his thoughts, to determine in advance what he intends to say, and to begin at the beginning.

A speech outline generally is not nearly as detailed as an outline for an academic work, such as a journal article, or even a research paper. The outline serves as a skeleton, a framework to carry the flesh and blood of the fully developed speech. At the same time, this skeleton should eventually be invisible, clothed in delivery with ideas and emotions, and as simple as possible; beware of explicitly enumerating too many points or topics. Outlines may be written in topics, or key sentences, or in complete thoughts, so long as there is an orderly sequence.

The frugal writer will retain speech outlines, since they can easily be reworked for future efforts. In whole or in parts, these can be placed in folders in a word processing program, or written out into a looseleaf notebook binder or even on index cards. From any of these media, the outlines can be quickly cut, rearranged, or added to as future occasions may require. President Ronald Reagan, for example, was legendary for his expert use and reuse of note cards that included facts and themes he sought to emphasize in various speeches.

Throughout the speech, the writer ought to be constantly asking: "What is it I am trying to say?" and, after it is written: "Have I, in fact, said it clearly, succinctly, and well?" Every speech seeks in some way to move an audience, to win support, to motivate, to convince, perhaps to inspire, or simply to entertain. Adhere to the central theme or idea while addressing it in different ways, much in the manner that good sentences are constructed for a paragraph.

The arrangement of ideas and themes should follow a logical progression. Each fact establishes a certain point, which leads to the speaker's next point, and so forth, ultimately climaxing with the thematic conclusion. While it is more dramatic to gain an audience's attention by opening a speech with a grand conclusion, be sure that the initial dramatic assertion is followed up by the essential process of weaving the argument the Member seeks to make.

Do not try to say too much, particularly when the speech is intended as the vehicle for a major announcement or initiative. The most memorable presidential inaugural addresses have been those that set a single theme, or coherent group of related themes. 15 Stick to no more than three major points, rather than attempting to say a little something about everything. Anything more risks running afoul of Churchill's famous comment concerning a bland dessert: "This pudding has no theme."

Nearly every speech will have a basic three-part structure of introduction, body, and conclusion. An arresting introduction should lead into an emphatic statement of the main theme or themes. The argument that follows seeks to elaborate and develop the theme convincingly and effectively—that is, without too much detail. The central theme is restated in the closing peroration. One helpful approach for overcoming the feeling of word fright (what can I say and how?) is to write the speech in reverse: begin with the conclusion, which should summarize the central message, while abridging and restating whatever goes before. If the introduction sets the tone and establishes initial appeal or rapport, the closing communicates the final effect and is more likely to be remembered. Working backward is one way of imparting unity, coherence, and emphasis to the speech as a whole.

There are many techniques available for the actual writing of a speech. Almost all speeches delivered by, or on behalf of, Members of Congress, even those for ceremonial or pro forma occasions, will have a certain political character because of the Member's representative function, and also because of the way in which his or her office is perceived. In the rhetorical context, political means persuasive, including the expression of personal interest and concern, assuring and reassuring, conveying the Member's identity with each audience, and so creating a community of interest and trust. Three kinds of persuasive techniques are usually distinguished:

  • the appeal to reasonableness: "Surely Democrats and Republicans alike can agree that there is no excuse today for hunger in the world's richest nation...."
  • the appeal to emotion: "Can we, as a nation, close our eyes to the spectacle of millions of children going to bed hungry every night...?"
  • the ethical appeal (that is, to the character of the audience): "our historic traditions of decency and generosity demand that we face squarely the question of hunger in America...."

All three approaches may be used in any given speech.

One popular option for developing a speech is the "attention-problem-solution" method, especially for longer speeches of a non-partisan character. Useful for many different occasions, this method begins by stimulating the interest of the audience, usually with attention-grabbing examples of a problem that needs to be recognized and confronted. The speaker then moves to define the "problem" situation, and concludes with the proposed "best" solution, presented so as to win listener support.

Another option, the "this-or-nothing" method, advocates a policy mainly by presenting and refuting proposed alternatives as inadequate or worse. It lends itself well to partisan occasions or to stirring those already convinced. In every case the speaker seeks to reinforce and strengthen his principal ideas as they are unfolded in the speech. Prior audience analysis and subject preparation will often help the speech "write itself."

No speaker should ever apologize for his or her presence, or for the content of the speech. If it truly deserves apologies, it is better left unsaid. Further, a prudent speaker, rightly wary of the impulse to speak "off-the-cuff," will make certain that "extemporaneous" or "impromptu" remarks are not unprepared. For most speakers it is also better not to memorize a speech (unless one has a gift for it), since memory is fallible and elusive at best.

The congressional speechwriter should not shrink from commonly accepted contemporary usage: the all-day speeches and obscure classical allusions of Daniel Webster and Henry Clay make wonderful reading, but they are history. The development of public address systems, radio, and, finally, the "cool" medium of television, and the perhaps even more intimate medium of the webcast have combined with other social changes to turn down the volume, both in decibels and emotions, of public speaking in the United States, for better or worse eliminating its more histrionic qualities.

The accepted style of contemporary oratory is generally low key, casual without being offensively familiar, and delivered directly to the audience in a conversational tone and volume. It puts the audience at ease and helps promote psychological bonding between listeners and speaker. The speaker is perceived as a neighbor or friend, as well as an elected official. This is, of course, what every Senator and Representative strives to be. Perhaps the first, and certainly one of the most effective, practitioners of this art was President Franklin Delano Roosevelt, in his radio "fireside chats." His calm, reassuring voice and homey language revolutionized the bond of communication between the American people and their Presidents. It could be said that FDR spoke "with," rather than "to," the people, a standard to which Members can honestly aspire today. Once again, certain exceptions are allowed, but these are generally reserved largely to the President, or for only the most formal occasions.

Use natural words and phrases in a speech; let the sentences flow conversationally. It is helpful for some writers, time permitting, to prepare a first draft in longhand, shaping the sentences slowly, speaking aloud the phrases they intend to use.

The first person is perfectly acceptable in modern public discourse, and when combined with other personal pronouns—remember to avoid "I" strain—it can help connect listener to speaker and create a sense of community within the audience. While the first person singular is sometimes deprecated, it is its excessive use that should be avoided. Conversely, speakers should avoid referring to themselves in the first person plural (we) or the third person singular (he or she). The former has been reserved to monarchs, and is considered archaic in modern speech. The latter too often conveys a sense of excessive self importance to listeners. For instance, a Member should think twice before referring to himself or herself in the third person singular: "Dave (or Mary) Smith thinks the problem of hunger is the greatest challenge facing America today."

Writers should generally use simple, declarative sentences, preferably in active voice, when making important statements of fact, assertion, or opinion. Use of the passive voice should not be dismissed out of hand, however; it is sometimes the more desirable form, and can lend grace and variety to the speaker's flow of words that stimulates the listener. It is excessive use that should be avoided. Similarly, exclusive use of the active voice can impart a choppy, juvenile cadence to even a content-rich speech.

Just as there are points to emphasize in every speech, serving as clear transitions or aural signposts for paragraphs ("secondly," "nevertheless," "finally," "accordingly," "as a result," "in spite of," "as I have said," etc.), so there are things to avoid, and they are more numerous. While they are discussed in full in many reference works, they include:

  • jargon and trendy neologisms: "impact" used as a verb, "stakeholders," "incentivize," "outside the box," et al .;
  • redundancy resulting from excess verbiage, not deliberate restatement;
  • mannerisms that may distract the listener, and trite phrases or cliches, with the exception previously mentioned, monotony of style or pace, and, in general, language inappropriate to the audience and occasion.

Punctuation is crucial to an effective speech; it helps to clarify the delivery of the spoken word. Good punctuation in English, apart from a few basic elements, is less a matter of inflexible rules than of purpose and style, particularly where speeches are concerned. Historically there have been two broad traditions of punctuation: syntactical—that is, guided by syntax or grammatical construction; and elocutionary—deriving from the rhythm and pace of actual speech. One writer has further distinguished three methods of punctuating:

  • by structure or logic to indicate the sense of what is being said;
  • by the rhythm of word order and intended meaning—a subtle use best avoided by novice speech writers;
  • and by respiration—that is, by the physical ease of natural speech, which assumes that what is read is really spoken. 16

This last method, essentially the same as the elocutionary style, is the most widely used and certainly the most appropriate for speeches. In short, punctuate according to the ear and not the eye. This also means punctuating for the lungs: give the Member time to breathe! A long and convoluted sentence (something to be avoided in general) can leave the Member literally gasping for breath as he or she concludes it. A useful practice for congressional speechwriters is to declaim aloud (speak aloud, not in a conversational tone, but as if one were speaking to an audience) any lengthy sentence intended for the Member. If the writer finds it taxing on the lungs, then so will the Member; in such cases, it is advisable either to fashion shorter sentences, or to repunctuate the original, using such obvious "time out" devices as the colon and semi-colon, both of which are described in the next paragraph.

Commas and dashes are useful to the speaker and listeners alike as guideposts to what lies ahead in a speech. They also provide pauses where the speaker can let the import of the previous sentence sink in, or simply catch his or her breath. Opinion is divided on colons and semicolons; some consider them as serving the same functions as commas and dashes, while others suggest that they are more emphatic, demanding a full stop in the flow of remarks, rather than a short pause. They are also sometimes criticized as leading to long compound sentences that are difficult for audiences to process, and that are better replaced by shorter declarative ones. In the final analysis, the Member's personal preferences and style should be the congressional speechwriter's guide.

Correct grammar and syntax in the context of speechwriting and delivery mean using a level of English usage that is appropriate to the occasion. While it is highly desirable, the formal grammar of the written language is not an end in itself; it exists to further the clarity of expression. Far more important than the grammarian's rules is the communication of personality by which a speech, as opposed to a lecture, is clothed with emotion and enthusiasm, so that the speaker is perceived to be sincere and trustworthy, neither "talking over people's heads" nor "talking down" to them. While this may belong more to the presentation or delivery, the writer should strive for it in speech preparation as well.

Effective delivery can transform a weak speech and make it sound very good. Poor delivery can ruin the best-prepared speeches, and sometimes does. Although delivery is not the concern of the speechwriter as such, it must be always in mind as a speech is actually written. The speaker's pace, his or her style, mannerisms, tendencies (such as departing from a text), peculiarities, or special difficulties (words to avoid)—these are elements with which the writer should be well acquainted before preparing any speech. Knowing how a Member speaks is essential in preparing a draft that is both useful and realistic.

Ideally, a speech draft ought to be reviewed three times—by the writer, by the prospective speaker, and by a disinterested third party. Of these three, priority should ordinarily be given to the speaker. The revised product is likely to be more effective. With speeches, as with food, however, too many cooks are undesirable. Moreover, time seldom permits this much critical evaluation and rewriting. It may even be easier to provide for some appraisal of the speech's impact and audience reaction after delivery. For example, it is said that Senator Robert F. Kennedy's speech writers would follow his delivery of a speech word by word, noting those phrases or ideas that were well received, or others that created problems.

An effective political speech is defined not by rules of rhetoric, but by the character of response it evokes. The speaker, then, is always concerned to measure that response and to elicit "positive feedback." This means a network of contacts that can report on the opinions and reactions of the audience, and evaluate the interest generated and evident a week or more after the event. It requires an awareness of media coverage and subsequent treatment from constituents, the sponsoring organization, and others. In short, it means adding a political relevance to the familiar phrase, "keeping in touch."

Although there are substantial distinctions between legislative and non-legislative speeches, the basic principles of preparation and presentation are identical for both. Good writing is nurtured by wide reading, which in turn fosters a sense of style, enriched vocabulary, accuracy in grammar, and a feeling for English syntax. The best speechwriters will, through regular daily reading, bring an ever more abundant background to their work. Everything is grist for the speechwriter's mill. Moreover, nothing is surer in speechwriting than that "practice makes perfect." The more one writes, the easier the task becomes, and the smoother and more conversational the flow of the Member's remarks.

As with so many aspects of speechwriting and delivery, the physical form of a speech is a matter of personal preference. Some speakers prefer to work from a completely polished text, one that may include carefully tailored "spontaneous" anecdotes and jokes at appropriate places, and may even incorporate hints on speech delivery or effective body language in the text. Others prefer to speak from notes derived from such a text, proceed from a series of "talking points," or simply extemporize. Whichever method is used, preparatory notes or an outline are recommended, with the cautionary warning that dependence on a manuscript can deaden the delivery, just as the excessive use of notes or cards can stimulate verbosity.

President-elect Lincoln's farewell speech at Springfield, Illinois on February 11, 1861 is arguably the shortest great speech ever delivered from the back of a train. Its railway car setting recalls to mind the now-vanished connection between political events and the railroad, including the whistle-stop campaigns of most presidential candidates from William Jennings Bryan to Dwight Eisenhower. What Jacques Barzun called Lincoln's "workaday style [would become] the American style par excellence," undermining the monopoly exercised by purveyors of "literary plush." 17 The Springfield speech illustrates with extraordinary brevity—it is only a 15 line paragraph—the Lincolnian qualities of precision, vernacular ease, rhythmic virtuosity, and elegance.

The sense of right order and emphasis throughout culminates in the closing sentence—"one of the greatest cadences in English speech." 18 The effect is achieved by the simple yet artful devices of parallelism, the balancing of similar and antithetical words phrases, and ideas, evoking rich Biblical overtones among his hearers. Lincoln's style is rooted in the "speaking intonations" and "humanly simple vernacular" of everyday speech, heightened by form and rhythm, the distinctively American tradition seen at its best in such writers as Emerson and Frost. 19 Although some hold that today there is no place for rhetorical eloquence, arguing that "bluntness and clarity" and simplistic thoughts are the norm, 20 others assert that the craft of speechmaking, the impact of skilled political rhetoric is as significant as ever in our history. 21 Lincoln's mastery of that craft remains a formidable example.

My Friends: No one, not in my situation, can appreciate my feeling of sadness at this parting. To this place, and the kindness of these people, I owe everything. Here I have lived a quarter of a century, and have passed from a young to an old man. Here my children have been born, and one is buried. I now leave, not knowing when or whether ever I may return, with a task before me greater than that which rested upon Washington. Without the assistance of that Divine Being who ever attended him, I cannot succeed. With that assistance, I cannot fail. Trusting in Him who can go with me, and remain with you, and be everywhere for good, let us confidently hope that all will yet be well. To His care commending you, as I hope in your prayers you will commend me, I bid you an affectionate farewell. 22

The rise and, indeed, the virtual triumph in American political speaking of "the popular conversational idiom," with its emphasis on simplicity, brevity, and terseness, has tended to encourage "simplistic language together with slogans or catch words ...," influenced perhaps by the techniques of mass media advertising and particularly television. 23 "Repetition and retention of a few simple ideas are stressed more than a complex concept." 24 In consequence, some have noted a growing trend toward what some have characterized as a numbing mediocrity: "Since the 1920s more political speakers have addressed larger audiences on a wider range of topics than at any time in history. Yet so marked is the decline in the quality of style that the majority of speeches are pedestrian, prosaic, and impotent." 25 This last may be an excessively pessimistic evaluation of the state of contemporary political speech. Few, moreover, would advocate a return to the florid style of public speaking that prevailed as recently as the 1920s.

The remedy, in part, may be the cultivation of style. "Time should be devoted," writes L. Patrick Devlin, "to using impressive language," which he defines as "the most vivid, clear, concise, and meaningful style." 26 It will be most effective if it bears the personal stamp of the speaker. "The process of persuasion is ... more a matter of communicating values than logical information." 27 In essence, good speechwriting requires that the speaker assume a role: to some extent, he or she must be able to impart confidence and to sense the character of an audience. We need not agree with Talleyrand's cynical observation that "speech was given to man to disguise his thoughts" to recognize that effective persuasion calls for the ability to win the hearts and minds of listeners. To seem natural is not easy; as George Fluharty and Harold Ross wrote in Public Speaking :

The speaker is estimating his audience and his audience is estimating him. His ethics, his integrity, understanding, and humanity are strong forces for good and also strong components of his "ethos" or personal effect upon not only his present but also his future audiences. The speaker should therefore make sure that the actual situation permits him to use a given persuasive device. 28

Once again, the words of Abraham Lincoln, himself no mean practitioner of the public speaker's art, may serve to summarize the speechwriter's ultimate goal:

When the conduct of men is designed to be influenced, persuasion, kind, unassuming persuasion, should ever be adopted. It is an old and true maxim that "a drop of honey catches more flies than a gallon of gall." So with men. If you would win a man to your cause, first convince him that you are his sincere friend. Therein is a drop of honey that catches his heart, which, say what he will, is the great high-road to his reason, and which, when once gained, you will find but little trouble convincing his judgment of the justice of your cause, if indeed that cause really is a good one. 29

Joe Biden, My Friend and an American Hero

On the cliffs of Normandy, in a small holding area, the president of the United States was looking out at the English Channel. It was only six weeks ago, on the 80th anniversary of the D-Day landings, and President Biden had just finished his remarks at the American cemetery atop Omaha Beach. Guests had been congratulating him on the speech, but he didn’t want to talk about himself. The moment was not about him; it was about the men who had fought and died there. “Today feels so large,” he told me. “This may sound strange — and I don’t mean it to — but when I was out there, I felt the honor of it, the sanctity of it. To speak for the American people, to speak over those graves, it’s a profound thing.” He turned from the view over the beaches and gestured back toward the war dead. “You want to do right by them, by the country.”

Mr. Biden has spent a lifetime trying to do right by the nation, and he did so in the most epic of ways when he chose to end his campaign for re-election. His decision is one of the most remarkable acts of leadership in our history, an act of self-sacrifice that places him in the company of George Washington, who also stepped away from the presidency. To put something ahead of one’s immediate desires — to give, rather than to try to take — is perhaps the most difficult thing for any human being to do. And Mr. Biden has done just that.

To be clear: Mr. Biden is my friend, and it has been a privilege to help him when I can. Not because I am a Democrat — I belong to neither party and have voted for both Democrats and Republicans — but because I believe him to be a defender of the Constitution and a public servant of honor and of grace at a time when extreme forces threaten the nation. I do not agree with everything he has done or wanted to do in terms of policy. But I know him to be a good man, a patriot and a president who has met challenges all too similar to those Abraham Lincoln faced.

Here is the story I believe history will tell of Joe Biden. With American democracy in an hour of maximum danger in Donald Trump’s presidency, Mr. Biden stepped in the breach. He staved off an authoritarian threat at home, rallied the world against autocrats abroad, laid the foundations for decades of prosperity, managed the end of a once-in-a-century pandemic, successfully legislated on vital issues of climate and infrastructure and has conducted a presidency worthy of the greatest of his predecessors. History and fate brought him to the pinnacle in a late season in his life, and in the end, he respected fate — and he respected the American people.

It is, of course, an incredibly difficult moment. Highs and lows, victories and defeats, joy and pain: It has been ever thus for Mr. Biden. In the distant autumn of 1972, he experienced the most exhilarating of hours — election to the United States Senate at the age of 29. He was no scion; he earned it. Then darkness fell: His wife and daughter were killed in an automobile accident that seriously injured his two sons, Beau and Hunter. But he endured, found purpose in the pain, became deeper, wiser, more empathetic. Through the decades, two presidential campaigns imploded, and in 2015 his son Beau, a lawyer and wonderfully promising young political figure, died of brain cancer after serving in Iraq.

Such tragedy would have broken many lesser men. Mr. Biden, however, never gave up, never gave in, never surrendered the hope that a fallen, frail and fallible world could be made better, stronger and more whole if people could summon just enough goodness and enough courage to build rather than tear down.
