Toàn Oswald is an undergraduate student at Sciences Po's College , on Le Havre campus (Minor Asia-Pacific), and at the National University of Singapore 's Honors College. He is one of the four members of the French delegation to Y20 Indonesia 2022 , the official consultation forum for youth from all G20 members states and institutions. He is the youngest delegate of more than a hundred young participants. Particularly interested in education and transition to employment, especially through the cooperation of public and private actors on a global scale, he wrote the preamble to the communiqué and chaired two working groups within the "Youth Employment" section. He shares his experience with Sciences Po in the following op-ed as well as during Dean Balme’s "The G3: EU-US-China relations" class, reminding how Y20 proposals, as strong as they are, need to be heard and taken into account by leaders.

Y20, a summit dedicated to the youth of G20 members

G20 2022, whose leaders met on 15 and 16 November 2022 in Bali, was generally welcomed as a success despite the Covid crisis and the war in Ukraine. The result of the G20 is not surprising: while in a context of evolution of multilateralism, affirmation of the major emerging countries, rise of China, sectorization of alliances between states, rise of realpolitik at the expense of ideology and disappearance of mechanical friendships between allied states, G20 is positioned at the crossroads of what major global powers expect. The Y20, or G20 Youth Summit, benefits from the strategic position of its older brother to become the most representative and legitimate conference of the world’s youth at the global scale.

Towards a polarized multilateralism?

The 21st century is witnessing a profound evolution of the world order: the global South is gaining power economically and politically, China is gaining influence and leading many international institutions (WTO, IMF, WHO, FAO...) and regional institutions (ASEAN, BRICS...), the countries that met in 1955 in Bandung remain non-aligned but are choosing to invest more in multilateral partnerships... The world order is no longer centered around the United States, Europe and China. Ideology is no longer the cement of relations between states: strategic interests prevail. For example, since Indonesia needs Chinese FDI and China needs Indonesian nickel, the two states cooperate economically, without implying any form of military or political cooperation.

Multilateralism changes: the world order is becoming regionalized, made up of increasingly autonomous powers. This is reflected in the number of thematic international organizations and summits: the COP only deals with climate change, ASEAN does not go beyond economic cooperation... Polylateralism is also on the rise, as many non-governmental actors seem to bear a growingly central role in diplomacy.

G20 as a crossroads

G20’s situation is what policymakers are looking for. As a meeting of the world's nineteen most powerful states and the European Union, the summit brings together 85% of the world's economy and population in informal meetings, which leaders value for the quick and effective decisions they can make. The commitments adopted by consensus by the leaders during the G20 are not legally binding and can be transposed into frameworks requiring their application later, upon reflection (UN General Assembly and Security Council for example).

Y20, an ambitious little brother

G20, like the G7, entrusts part of its reflections to "engagement groups". These are meetings hosted by civil society organizations with the support of the country chairing the G20. The main engagement groups are the B20 ("Business 20"), the T20 ("Think 20") and the Y20 ("Youth 20"). Y20 meets annually during a week-long summit prior to the G20’s actual summit to produce a communiqué outlining youth recommendations on issues identified by the Presidency.

The Y20 2022 Summit was held on 17 to 24 July 2022 in Jakarta and Bandung, Indonesia. Delegations from each member country, composed of four young people between 18 and 30 years old, and observers (ASEAN, Spain, World Bank...) worked around four main themes: Sustainable and Livable Planet, Youth Employment, Diversity and Inclusion and Digital Transformation, between which delegates were divided.

The Y20 2022 communiqué highlights the primary desire to achieve a major transition of our societies towards more responsible and environmentally friendly models, through the establishment of ambitious, legally binding targets, the achievement of which is financed by the States and the private sector. Access to employment and education requires improvements in the quality of education, access to school for all, employment opportunities, and social protection for all workers. Progress must be made through improved public-private partnerships. Delegates also reaffirmed their commitment to a digital transition that democratizes access to the Internet for all, identifying it as a tool for global governance and development.

Y20’s proposals may seem simpler than Y7’s (Y20’s equivalent to G7). This difference reflects an evolution in the respective roles of the G20 and G7, with the G20 taking on the role that the G7 had yesterday. Whereas G8 in 1997 brought together the world's largest economies, G7 is now a regional forum. Both G7 and Y7 can therefore go deeper in what they recommend or engage for, but only the most developed Western states have the means to get involved in such action. G20, on the other hand, brings together all the main state actors of the planet. Y20 benefits from this, increasing its legitimacy and representativeness.

Words are meant to be heard

G20 is rooted in the decline of the universalism in which Europe has believed for so long, and in the growing polarisation of the world order. Y20, who gains legitimacy from being truly representative, brings together young people from countries that have become central to the world economy and governance, and allows for the emphasis on the existence of a "global youth".

Two limits remain: on the one hand, the representativeness of the young delegates within each country. Are the four delegates always the most representative of the youth of their country, given their respective education, social background, political sensibilities? On the other hand, the promotion of the communiqués , however realistic and ambitious they may be. The recommendations of the youth have value only when they are taken into account. It is therefore fundamental for the Y20 to assert its ideas, strengthened by its legitimacy, to those who have the power to make them legally binding: heads of state and parliaments.

Youth 20 (Y20)

The Y20 brings together young leaders from across G20 countries – building their skills and networks, and identifying the most pressing economic challenges and opportunities facing young people today. The Y20 is a forum for developing cooperation with the future generation, and provides a platform for young people to have their voices heard on issues relevant to the G20 agenda.

Youth can play a key role in India’s G20 presidency

As people from different parts of the world visit indian states, the youth must spearhead initiatives to showcase the rich cultural mosaic and various developments of their respective states..

December 1, 2022, will remain a watershed moment for India and its 1.41 billion citizens as the country received the glorious opportunity to host the largest-ever multilateral event on its soil. This is an honour as well as a great responsibility as this occasion has come during the amrit kaal of our Independence. India’s G20 presidency officially began with the “University Connect” programme, which witnessed youth engagement on a large scale. These young people will lead India from the front, in the years to come.

India’s G20 presidency is not merely a diplomatic event. As part of the G20 process, people from diverse strata and occupations will also participate under different meeting formats. This is a great opportunity for every Indian citizen. As Prime Minister (PM) Narendra Modi rightly said, “Today, there is an unprecedented curiosity in the world to know and understand India. Today, India is being studied in a new light. Our current successes are being assessed and unprecedented hopes are being expressed about our future. In such an atmosphere it is the responsibility of the citizens to go beyond these expectations and acquaint the world with India’s capabilities, philosophy, social and intellectual strength.”

As citizens, it is our collective responsibility to showcase India in ways befitting its stature and glory. Our G20 presidency is an opportune moment for us to showcase our tradition of Atithi Devo Bhava (a guest is akin to God). In October, Mission Lifestyle for Environment was launched. The concept of pro-planet people and the focus on individual behaviour is derived from our ethos of living close to nature; taking from Mother Nature to satisfy our needs and not our greed. These are challenging times, but there are opportunities as well. India has taken the lead in spearheading the transition towards cleaner sources of energy. Our global initiatives such as the One Sun, One World, One Grid and the International Solar Alliance have been complemented by our domestic commitment towards achieving 50% installed electricity capacity through non-fossil fuel sources.

Our evolving experience with bridging the domestic digital divide can provide valid lessons to the international community. The vibrant startup ecosystem in our country is evidence that the sky’s the limit where our youth are concerned. India is ranked third globally in its fintech strength after the United States (US) and China. As of October, India has more than 80,000 recognised startups spread across 660 districts.

Under PM Modi’s leadership, we have continuously crafted our policies to suit the genius of our youth. The National Education Policy 2020 is a holistic and futuristic framework based on the foundational principles of access, equality, quality, affordability, and accountability. It aims to build the creative potential of every student in sync with the requirements of the 21st century. The real asset of our nation is our people. G20-related activities during our presidency, therefore, rightly focus on this partnership. Hosting the meetings at 50-plus locations in the country will ensure that the experience of the presidency is pan-Indian. Every state government, every Union Territory and every citizen is a stakeholder in the process of India’s presidency.

For facilitating active participation, a number of interesting activities such as Model G20, G20 branding in festivals, selfie contests with monuments, especially those illuminated with the G20 logo, poetry and quiz competitions are being organised by the G20 secretariat. India’s youth must participate in these activities and make it a truly people’s G20, by fully using this special opportunity. Universities can train students to present their local history and important landmarks, art forms and other cultural traditions of their area. Such students can then be part of organising some of the meetings and also guiding foreign delegates. The G20 secretariat and the department of higher education can consider identifying partner universities for different locations. Apart from places of historical, economic and cultural importance, there could be immersive experiences such as nature walks, village visits, trips to weekly and local markets. Creative informational videos can be produced in English and other G20 languages. Photos of the visits and testimonials by G20 delegates can be uploaded to the official website. Students can be trained to become rapporteurs of sessions. Universities with foreign language departments may be particularly useful for providing translation-related assistance. Such a pool of translators and rapporteurs may be provided further training by the G20 secretariat and used during various sessions. This can also become a human resource pool for other future global events that we may host.

The G20 meetings will be a unique opportunity to learn from the experiences of different countries. Short discussions, lectures and workshops with speakers from G20 countries and local experts can be considered. The topics may be related to the theme of the meeting proposed at that location. For example, a location where meetings on the digital economy are being planned can organise sessions on the importance of the digital economy for India and the world in the next 25 years. Cultural shows may be organised by students during these programmes. An online monthly journal containing research articles on G20 themes may be brought out by the University Grants Commission with a sharp focus on how India can play a leading global role. G20 representatives also bring their culture along with them.

Being the torch-bearers of our rich heritage, students and young people are indeed India’s cultural ambassadors. As people from different parts of the world visit Indian states, the youth must spearhead initiatives to showcase the rich cultural mosaic and various developments of their respective states. These exchanges and interactions with international delegates will lay the foundation of a long-term and symbiotic interconnectedness among the young people of all G20 countries.

India’s G20 presidency: How youth can play significant role in building a sustainable and progressive world

Youth can make an important contribution by addressing issues related to sustainable development, encouraging entrepreneurship and SMEs, promoting digitalisation and innovation, and giving this G20 a new perspective and fresh ideas

It has been observed that with the changing and progressive nature of India’s economic growth and development, India’s youth has a great responsibility to play a significant role in the nation’s rich cultural mosaic and various developments of their respective fields. As India’s youth, specifically those between the ages of 15 and 35, significantly constitutes more than 30 per cent of the nation’s population. This demographic percent is considered as a major pillar of its economic growth and development, because of their most active and productive mindset of society.

With their innovation, creativity, and sheer enthusiasm, the Indian youth can significantly contribute to India’s G20 presidency. India, with its 1.41 billion population, will always remember 1 December 2022, as the day it was given the honour of presiding over the largest multilateral event, i.e., G20.

With the launch of its ‘ University Connect’ programme, India’s G20 presidency was formally inaugurated and saw significant youth participation. As expected, in coming years, these young brains or Youths will surely lead India from the front. Prime Minister Modi, in this context, aptly remarks that “today is an unprecedented curiosity in the World to know and understand India. Today, India is being studied in a new dawn. Our current successes are being assessed and unprecedented hopes are being expressed about our future. In such an atmosphere it is the responsibility of the citizens to go beyond these expectations and acquaint the World with India’s capabilities, philosophy, social and intellectual strength”.

Youths are becoming more involved as citizens in a variety of ways, including by influencing social media activity, managing petitions and voting, and taking on bigger roles in decision-making bodies. Youths are becoming more conscious of cultural differences and supporting efforts to foster intercultural dialogue as a result of convergent global trends. Over 80 per cent of youths in G20 nations believe that successful societies integrate people from all backgrounds and cultures, according to the Y20 Global Youth Survey (2020).

However, different nations may have different definitions of integration. To ensure successful implementation, it is essential to make sure that their interests are taken into account while making policy decisions. In order to accelerate the integration of ICT-enabled education for sustainable development, it is necessary to establish a G20 Commission on Youth Education for Sustainable Development. In doing so, the G20 will empower and support youth-led transformative actions in partner countries for climate change and sustainable development.

As expected, the youth can play a significant role while addressing the critical issues related to sustainable development. These young brains, with their knowledge of modern technology and their commitment to the social and environmental issues, can contribute their significant efforts to the development of innovative but sustainable solutions to these emerging concerns.

As a digital native, youth is essential in bridging this technological gap. The amount of missed opportunities to increase transparency, ease of doing business, and expanding public values with digital tools will increase in cost if governments fail to adapt. Pushing transformation around public services requires huge investment and a strong business case for it to be sustainable.

More than ever, governments must empower young people to innovate digitally around public service in order to modernise, (re)build trust, and redesign cradle-to-grave public services. When the next crisis hits, preparation and investment in digital transformation will pay off handsomely.

Even in this globalised era, the youths are also playing a dynamic role in promoting entrepreneurship and small and medium-sized enterprises (SMEs). With this India’s presidency, the G20 has recognized the relevance of SMEs in driving economic growth and job creation, and thus also committed to promote multiple business prospects. The youth can also contribute in promoting the age of digitalisation and innovation. It has recognized the relevance of digitalisation and sheer commitment to promote the digital economy and other technologies.

India has constantly crafted our policies to suit the genius of our youth under PM Modi’s leadership. The National Education Policy 2020 is a comprehensive and forward-thinking framework based on the fundamental principles of access, equality, quality, affordability, and accountability. It aims to develop each student’s creative potential in line with the demands of the twenty-first century. Our people are the true resource of the nation.

Education provides youth with the chance to instil respect for and an appreciation for diversity, as well as to give those who are marginalised or excluded the means to participate in debates and decision-making. As a result, the argument for inclusivity through education has never been stronger and has become essential in fostering international cooperation and social transformation as well as the development of good values, soft skills, and empathy among society’s members.

The time is now to reimagine education’s role in fostering inclusivity for the largest generation of young people in history. Adopting a holistic approach to education that takes into account the learning, well-being, and social needs and systems that fulfil each learner’s potential requires cooperation between authorities and stakeholders. Therefore, it is appropriate that the G20-related activities under our presidency centre on this partnership. By holding the meetings in more than 50 different locations across the nation, the experience of the presidency will be pan-Indian. Each state government, each Union Territory, and each individual citizen have a stake in the outcome of India’s presidency.

Youths are, undoubtedly, India’s cultural ambassadors because they are the pioneers of our rich heritage. These interactions and exchanges with foreign delegates will lay the groundwork for a long-lasting and mutually beneficial interconnectedness among the young people of all G20 nations. The youth can make a significant contribution by addressing issues related to sustainable development, encouraging entrepreneurship and SMEs, promoting digitalisation and innovation, and giving this G20 a new perspective and fresh ideas. Therefore, it is crucial for the government to recognise, utilise, and involve the youth in India’s G20 presidency for a better, sustainable and progressive future.

Department of Youth Affairs to organize Youth 20 Summit inception meeting from 6th to 8th February at Guwahati

Discussions would be organized across india to consult the youth of the nation on ideas for a better tomorrow under y20: secretary, youth affairs.

Under the framework of G20 Presidency, Department of Youth Affairs has been entrusted with the responsibility to organize Youth 20 Summit-2023. In the light of this, Department of Youth Affairs is organising the Youth 20 Inception meeting from the 6th to 8th February, 2023 at Guwahati, Assam. On 08th February, 2023, the closing ceremony will be held with the launch of white papers by the Union Cabinet Minister for Youth Affairs and Sports.

India has assumed the Presidency of G20 on 1 st December, 2022 for a period of 1 year i.e. up to 30 th November, 2023. India’s theme for its presidency is enshrined in its civilizational value system of ‘ Vasudevakutumbakam’ . Hence our theme - 'One Earth, One Family, One Future'.

Youth20 is one of the official Engagement Groups of the G20. The Youth20 (Y20) Engagement Group will organize discussions pan-India, to consult the youth of the nation on ideas for a better tomorrow and draft an agenda for action. Y20 will provide a platform for youth to express their perspectives and ideas on G20 priorities.

Briefing mediapersons in New Delhi today, Secretary Youth Affairs, Ms Meeta Rajivlochan said that discussions would be organized across India to consult the youth of the nation on ideas for a better tomorrow. She also said that the Y 20 hopes to provide a platform to youth across the nation to express their perspectives and their ideas on the priorities for the G20 group of countries. She further said that India has one of the youngest populations in the world and the youth of the nation is full of energy and innovation and it is he attempt of the Department of Youth Affairs to provide a forum, to express that energy in constructive ideas.

Under the Youth 20 Summit-2023, for the coming 8 months, there will be consultations on the five Y20 themes along with various discussions at schools, colleges, universities, urban local bodies and professional associations, across States in the run up to the final Youth-20 Summit. The focus of the activities will be on building a shared vision of youth for good governance and democracy and in using technology to improve skills across the board.

Group of twenty (G20) Essay: The group of twenty or G20 is the premier level intergovernmental forum to manage international economic actions with cooperation of all member countries. India holds the presidency for G20 forum for 20222 which will occur from December 1 2022 to November 30 2023. The theme of G20 presidency by India is confirmed as “VasudhaivaKutumbakam” or “one Earth. Our family. Members of G20:

There are total 19 members namely Australia, Argentina, brazil, china, Canada, France, Germany, Indonesia, India, south Africa, Saudi Arabia, Italy, japan. Republic of Korea, Mexico, Russia, Turkiye, united, kingdom, united states and the European union which are all members of G20. All the G20 member countries cover 85% of the global GDP, 75% of the global trade and two thirds of the world population in its various objectives. With the aim of creating better future and sustainable growth I economy all countries are working together with their active participation and shared knowledge.

Main initiatives of G20:

The G20 presidency presents the entire G20 agenda for one long year by hosting the summit first. The G20 is divided into two parts which are finance track and Sherpa track. The finance track is maintained by finance ministry, ministers and banks which the Sherpa track is regulated by Sherpa track. Sherpas from member countries also take part in Sherpa track who are personal emissaries of the leaders. During each presidency the working groups of different member countries meet to work together on accomplishing the objectives. In the Sherpa track, member countries follow the same strategy to complete the tasks as per the formulated agenda. There are also additional groups to support financial activities like civil societies, think tanks, parliamentarians, women, youth group, labour, business and researchers’ group from the G20 countries. The G20 group is supported by the Troika as it does not have a permanent secretariat and it includes the previous, present and upcoming presidency of G20. Like this time of India’s presidency the troika will be formed by India, Indonesia and Brazil together.

Planned priorities:

G20 focuses on sustainable growth and development in finance for which it constructed lifestyle for environment which give stress on green development and climate finance. The G20 programs mainly focus on accelerating inclusive and resilient growth through sustainable development goals. To grab people’s attention into technological development G20 has focused in technological transformation by digital infrastructure in public finance services. For encouraging women empowerment it has suggested women-led development in various services to present equality in all aspects and giving chances for growing among women. India initiated the presidency summit program agenda with some selective cultural initiatives like Jan Bhagidari activities, one university connecting the event with 75 educational institutions of our country, lit up 100 ASI monuments with G20 logo and colours, showed the hornbill festival of Nagaland. The famous sand artist Shri SudarshanPattnaik created an amazing G20 logo at sea beach of Puri, Orissa. Various other cultural activities, youth initiatives, performances, cite excursions were the sights and traditions which were worth viewing parts of the India presidency summit agenda.

Youth Conclave to bring Urban20, Youth20 focus areas on one platform

The Y20 priorities included the future of work, climate change and disaster risk reduction, peacebuilding, shared future and health.

The National Institute of Urban Affairs (NIUA) will host a two-day youth conclave starting March 13, bringing the priorities of the Urban20 (U20) and Youth20 (Y20) engagement groups of the G20 umbrella on one platform.

“The National Youth Conclave will bring together young minds to deliberate on the U20 and Y20 priority areas and foster bright leaders of tomorrow. It will be India’s biggest youth summit that will see youth from all over the country, national leaders, experts and innovators come together to discuss some of the pressing concerns and learn from each other on how to make cities and communities a better place to live and thrive,” the NIUA said in its concept note for the event.

The NIUA, a think tank under the Union Ministry of Housing and Urban Affairs, will facilitate discussions on the identified priority areas of both the engagement groups.

Under U20, which included representatives from cities in G20 countries, the priority areas are encouraging environmentally responsible behaviours, ensuring water security, accelerating climate finance, championing local identity, reinventing frameworks for urban government and planning and catalysing digital urban futures.

“In the current world, where focus is on cities and communities more than ever before, we cannot continue with business as usual approach; eventually every organisation will have to adapt which requires new skill sets. This makes the youth of the country at the cusp to engage and revolutionise the community creation and management. The larger aspiration with the National Youth Conclave is to nurture the younger communities to participate and lead the future urban discourse,” NIUA director Hitesh Vaidya said Monday.

Among the participants expected are students documenting Indian examples, 75 winners of the Mayor Challenge programme, fellowship programme champions, city urban leaders and youth icons from sports and climate action groups, he said.

The NIUA note said the National Youth Conclave would take inspiration from Prime Minister Narendra Modi ’s vision for India’s G20 presidency.

“The summit will have presentations, discussions, interactive sessions and other engaging activities that highlight the priority areas identified by both engagement groups,” the NIUA said.

India will assume the G20 presidency on 1 December 2022 at a critical juncture in global affairs. This presidency provides India with the opportunity to steer one of the more effective multilateral forums for global governance. India’s presidency is momentous for several reasons. The critical challenges confronting humanity today are global in character, not confined by national boundaries, and require collective action. Solving these challenges demands multilateral initiatives. Nevertheless, multilateralism is in a state of decline. The failure to cope with the COVID-19 pandemic and the inability to avert the Russia-Ukraine war has further accentuated the fault lines in multilateralism. India’s presidency is an opportunity to revive multilateralism. India can steer the empowerment of alternative international institutions of global governance that respond to the realities of the twenty-first century and direct global governance in the ‘decade of action’ to deliver the Sustainable Development Goals (SDGs).

Global governance is skewed in favour of developed economies as they exert a disproportionate influence on setting international rules of cooperation, trade, and finance. This has adversely affected the ability of global governance in delivering substantive solutions to enable the Global South constituencies in tackling fundamental challenges to development, trade, and security. India can utilise its G20 presidency as an opportunity to rethink global governance processes and establish parity in international negotiations. The G20 troika in the next year will comprise three emerging economies—Indonesia (the past chair), India (the current chair), and Brazil (the incoming chair). The roadmap of India’s G20 agenda must leverage this troika to address the concerns of the developing world in a coherent and focussed manner and facilitate greater agency of those countries not represented by the G20 membership.

A fractured G20 posed a setback to the Indonesian presidency as geopolitical tensions between the West and Russia undermined cooperation within the grouping. This fissure in the G20 has cast doubts on its credibility. India’s neutral stance in relation to the Russia-Ukraine war provides hope that it might be able to bring both sides to participate in the G20 proceedings and make some headway beyond the current deadlock. India is faced with the task of identifying creative solutions to bridge these geopolitical differences and pave the way for conversations anchored in cooperation and collective prosperity. Indeed, India’s presidency might be expected to steer the articulation of an unambiguous G20 policy on the Russia-Ukraine war.

India has identified several priorities for its G20 presidency—inclusive, equitable and sustainable growth; LiFE (lifestyle for environment); women’s empowerment; digital public infrastructure and tech-enabled development in health, agriculture, education, commerce, skill-mapping, and culture and tourism; climate financing; circular economy; global food security; energy security; green hydrogen; disaster risk reduction and resilience; developmental cooperation; fight against economic crimes; and multilateral reforms [1] .

As the new G20 chair, India inherits the responsibility of steering collective action for restoring global economic and financial stability in the aftermath of the pandemic and the Russia-Ukraine war. The food and fuel crises triggered by the conflict are only worsening. India’s presidency will have to prioritise the formulation of a robust strategy for a resilient recovery of economic growth and recalibrate the action plan for achieving the 2030 SDG Agenda.

It is imperative for the G20 to concentrate efforts on developing a robust policy, and a regulatory, institutional and market ecosystem for accelerating the transition from the existing ‘brown’ economy to a more sustainable and low-carbon one. Global talks on the challenges of climate change have been dominated by concerns of climate change mitigation, with climate adaptation not being given the necessary attention. Similarly, climate finance flows to developing nations fall significantly short of their financial needs to undertake adequate and immediate climate action. India’s G20 presidency will be expected to champion the cause of developing nations in coping with the climate crisis.

India will also need to prioritise the integration of sustainable lifestyles in global climate action. In October 2022, India and the United Nations launched Mission LiFE, characterised by a three-pronged strategy for collection climate action. The first step involves nudging individuals to make behavioural changes to change the composition of demand; the second step involves encouraging the industry and markets to respond promptly to the changing demand; and the third step involves the government and policymakers revisiting their strategy for accelerating sustainable consumption and production [2] . Among the G20 members, France, the UK, and Argentina have also extended support to Mission LiFE [3] , and India can leverage its presidency to win the support of other grouping members.

The theme of India’s presidency is ‘ Vasudhaiva Kutumbakam ’ (One Earth, One Family, One Future), which underscores global interconnectedness and reflects India’s pro-planet approach [4] . It indicates that India will seek to strengthen global interconnectedness, build upon the merits of this connectedness, and find innovative solutions to cope with any resultant challenges.

The 10 chapters included in this compendium deal with some of the G20 working groups, taskforces, and engagement groups that are important for India’s presidency. The compendium aims to provide insights on some critical global issues based on the past and present priorities under G20’s Sherpa and Finance tracks.

The global financial and monetary system is still vulnerable to external shocks, especially for the emerging markets and developing economies. In 2022, the Framework Working Group discussed the economic risks and the best strategies to balance monetary and fiscal policies, especially in view of the limited fiscal space and high financial market volatility. India’s G20’s agenda for global macroeconomic stability remains crucial. Stormy-Annika Milder discusses how amidst the geopolitical frictions and diverging interests, India’s G20 presidency can focus on three priority areas—global health architecture, digital transformation, and sustainable energy transition.

In the post-pandemic and post-war era, one of the most critical global challenges is ensuring equitable economic recovery. This can be done through collective action towards guaranteeing open supply chains to facilitate essential commodities, collaboration to diversify investment and production, and cooperation to support the multilateral trading system. India’s G20 presidency will be essential in establishing an inclusive and sustainable multilateral trading system. Heribert Dieter underlines the challenges the grouping is likely to face under India’s presidency and how it can be a middle-ground for frank dialogues between the West and other countries.

At the G20, India has emphasised the need to cut absolute emissions rapidly while also considering the Paris Agreement, which stressed respective historical responsibilities, and the delivery of climate finance and technologies at a low cost taking into account per capita emissions and differences in per capita GDP. The war in Ukraine has added to global supply shocks, leading to more shortages in the agriculture and energy sectors. The Energy Transition Working Group will play a key role in highlighting the issues at stake for the global community, especially for emerging and developing economies. In his essay, Venkatachalam Anbumozhi highlights the role of India’s G20 presidency in ensuring that the Global South cooperation agenda is brought to the table for discussion.

Access to global finance at scale continues to remain a top priority for countries, particularly emerging economies, to make the necessary transition to a sustainable future. The Paris Agreement and the COP26 summit reaffirmed the need to mobilise sustainable finance at scale for developing countries to achieve net-zero targets. India and the other G20 members can play an influential role in catalysing sustainable finance at scale to meet the climate targets and the broader SDGs. In her essay, Suranjali Tandon discusses pertinent questions related to common taxonomies, carbon taxes, carbon pricing, and environmental, social, and governance disclosures.

‘Digital transformation’ was one of the three key priorities under the Indonesian presidency. In 2022, the Digital Economy Task Force was upgraded to a Digital Economy Working Group. It is crucial for India to carry the baton forward in prioritising digitalisation to achieve inclusive economic development and to further international cooperation on key digital issues. Addressing the digital transformation challenge will include creating digital solutions to accelerate achieving the SDGs. Rohinton Medhora and Paul Samson explore the role of the Digital Economy Working Group in the creation of an inclusive framework to harness the potential of new technologies.

Despite widespread acknowledgement of the importance of infrastructure building, a persistent infrastructure gap still exists across countries. Given the infrastructure development gap paradox, multilateral cooperation for facilitating investment in infrastructure is of key importance for India. Thus, recognising and furthering the work of the Infrastructure Working Group to fill the financing gap will be crucial for India’s G20 presidency in 2023. In his essay, Fahad Alturki discusses the role India could play in building an inclusive and representative approach towards creating sustainable solutions for the global common goods, including for infrastructure development.

The pandemic has shown the importance of designing a global health agenda and reinforced the need for placing multilateralism at the centre of crisis response and recovery. It is important to understand whether the G20 under India’s presidency can strengthen global governance, specifically institutions such as the World Health Organization, to address contemporary challenges related to global health mechanisms. Sridhar Venkatapuram explores the role India can play in highlighting and addressing the fundamental causes for global health inequities.

At the G20, India has noted that while there has been an emphasis on capital and finance in recent decades, it is now crucial to focus on multiskilling and reskilling to create a vast human talent pool. This will not only enhance the dignity of citizens but will also make them more resilient to face crises such as the COVID-19 pandemic. Under India’s G20 presidency, the Employment Working Group can play a key role in building human capital and addressing challenges arising from the future of work. Gala Díaz Langou underscores the G20’s role in framing a collaborative agenda to ensure that demographic transitions translate into sustainable futures.

The scope of the G20 International Finance agenda covers global financial stability, long-term fiscal sustainability, financing for development in low-income countries, reform of the international financial institutions, international taxation, strengthening financial safety, countering the financing of terrorism, and regulation of crypto assets. In the past, India has emphasised the importance of the global regulation of crypto assets and that no country can succeed by working in silos. In this regard, Ussal Sahbaz explores how India’s G20 presidency can create a global regulatory architecture for crypto assets, which provides a balance between financial stability and innovation.

The G20 presidency presents an opportune moment for India to engage its youth in exploring creative solutions towards overcoming ‘glocal’ challenges such as climate change mitigation, just energy transition, digital transformation, the future of work, and sustainable economic recovery. The Y20 is one such platform within the G20 mechanism, which provides an opportunity for the youth to amplify their voices and present their solutions to the G20 leaders. In her essay, Erin-Lynn Watson highlights how the Indian G20 presidency can leverage the global platform to discuss key youth issues, including—employment, technology, housing, and governance.

India and the G20 Presidency: Its Priorities and Challenges

Created in the aftermath of the devastating World War II, it is important to underline that the United Nations and its Security Council as well as the Breton Woods institutions and the G7 reflect the world order which prevailed immediately after the World War II as well as the new power balance created by its victors. The G 20 is a reflection of an emerging order, which brings the G7 together with other major economies as equal partners. It also includes the P5 with other major emerging economies.

Conceived as an international mechanism for governance of the global economy, the G20, which includes all the major economies, has evolved over time into one of the most powerful economic and financial groupings. At present, it comprises 85% of global GDP, 75% of international trade and two/thirds of the global population. It represents the world’s key body for handling global economic and developmental issues.

Held under a rotational Presidency on an annual basis since 2011, the G20’s initial focus was on broad macro-economic policy. Formally known as the “Summit on Financial Markets and the World Economy”, the G20 has made continuous efforts until the pandemic toward achieving robust global economic growth. It re-doubled its efforts after the pandemic. More recently, the G20 focus shifted to include a wide range of global issues including climate change and energy, health, counter-terrorism and migration.

What is the composition of the G20? It comprises 19 countries (Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Turkey, UK and USA) and the European Union (EU). It has become a relevant and influential global grouping. The regular participation of international and regional organisations such as the African Union, NEPAD and ASEAN as invitees in the G20 process makes it both inclusive and representative.

The G20’s initial focus was on financial and socio-economic issues. Since it was raised to the level of Heads of State and Government, the G20 has evolved to address every contemporary issue and challenge. There are 20 Working Groups between the Sherpa and Finance Tracks and 10 Engagement Groups, which bring together the civil societies, think tanks and other key stakeholders of the member countries.

Existing G20 Tracks

The G20 currently comprises several tracks including:

-‘ Finance Track’ , with 8 work streams (Global Macroeconomic Policies, Infrastructure Financing, International Financial Architecture, Sustainable Finance, Financial Inclusion, Health Finance, International Taxation, Financial Sector Reforms).

-‘ Sherpa Track ’ , with 12 work streams (Anti-corruption, Agriculture, Culture, Development, Digital Economy, Employment, Environment and Climate, Education, Energy Transition, Health, Trade and Investment, Tourism). Shri Amitabh Kant is the Indian Prime Minister’s Sherpa for this period.

-‘ 10 Engagement Groups ’ of private sector/civil society/independent bodies (Business 20, Civil 20, Labour 20, Parliament 20, Science 20, Supreme Audit Institutions 20, Think 20, Urban 20, Women 20 and Youth 20).

India ’s Presidency

India has been a member of the G20 since its inception in 1999. As an important member of the grouping, India ensured that its perspective on issues of vital national importance did not go unheard in the global financial narrative. India will be assuming chairmanship of the G20 for one year from 01 December 22.

India’s Presidency comes at a watershed moment coinciding with a period of flux, internationally. The global community is facing multiple challenges, politically and economically. The Russia-Ukraine conflict has vitiated relation between Russia and the industrialised Western countries, most of which are members of the G20. The conflict and the resulting unilateral sanctions imposed by the West has upset the post pandemic global recovery, sharply impacted oil and gas prices as well as food availability. As always, the impact is felt most sharply by the most vulnerable, the developing countries and LDC’s.

India would, in the true spirit of Vasudhaiva Kutumbakam (the world is one family), seek to find pragmatic global solutions for the well-being of all. India’s vision for the global development agenda is shaped by the rapid transformation of its economy and society launched by the Prime Minister, particularly green and digital transformations. The after-effects of the pandemic are also of importance, as it underlined the importance of resilient healthcare and global co-operation.

PM Modi has transformed India’s foreign policy to focus on the ‘global common good’. Through its G20 leadership, India hopes to extend this principle towards finding sustainable solutions to some of the key global challenges emerging out of the interconnectedness of the world, such as climate change, new and emerging technologies, food and energy security, etc. As the incumbent G20 President, India will set the agenda, identify the themes and focus areas, conduct discussions and deliver the outcome documents. India will identify, highlight, develop and strengthen international support for priorities of vital importance in diverse social and economic sectors, ranging from energy, agriculture, trade, digital economy, health and environment to employment, tourism, anti-corruption and women’s empowerment, including in focus areas that impact the most vulnerable and disadvantaged.

India is currently part of the G20 Troika (current, previous and incoming G20 Presidencies) comprising Indonesia, Italy and India. From December 22, during India’s Presidency, Indonesia and Brazil along with India would form the Troika. This would be the first time when the Troika would consist of three developing countries and emerging economies. It is hoped that as a result there would be a shift in the balance of power within the G20. It is time for emerging economies to have a greater share in decision making at this grouping.

India will host the G20 Leaders’ Summit at the level of Heads of State / Government on 9 th and 10 th September 2023, in New Delhi. Under its Presidency, India is expected to host over 200 G20 meetings across India, commencing from December 2022. India is preparing to hold up to 190G20 meetings on a pan-India basis. In our effort to organise an Impeccable and Uniquely ‘Indian’ G20, we strive to take this mega event closer to the lives of the people of India making it ‘People’s G20’.

Establishment of G20 Secretariat

A G20 Secretariat has been established with Cabinet approval. Former Foreign Secretary Harsh V. Shringla has been appointed as India’s chief G20 Coordinator at Secretary Level. His tenure commenced on 1 st May 22 till 31 st December 23. The G20 Secretariat will be responsible for implementation of overall policy decisions and arrangements needed for steering India’s Presidency. [i]

The Secretariat will be responsible for smooth transition from the previous Presidency, preparations and conduct of all G20 meetings during the year, consultation and coordination with stakeholders and finally handing over to the next Presidency in December 2023. The Secretariat will also enable capacity building, including knowledge and expertise, for supporting India’s leadership on and contribution to global issues in multilateral forums in the years ahead.

The Secretariat will handle work relating to knowledge, technical, media, security and logistical aspects of the Presidency. The Cabinet Secretariat said in a statement: “It will be manned by officers and staff from the Ministry of External Affairs, Ministry of Finance, and other relevant line Ministries/Departments and domain knowledge experts. The Secretariat will be functional till February 2024”.

The India Trade Promotion Organisation (ITPO) has almost completed re-development of Pragati Maidan for setting up of a world class Integrated Exhibition-cum-Convention Centre (IECC) at a cost of Rs 2254 crore. It is the venue of the Summit. [ii] The Government has commenced the process of recruitment to the Secretariat. In a tweet citing a tweet by Ministry of External Affairs Spokesperson Arindam Bagchi confirming that recruitment had started, Prime Minister tweeted: “This is an exciting opportunity…” [iii]

In accordance with past tradition, the Presidency usually invites some ‘Guest’ countries and International Organisations (IOs) to its G20 meetings and Summit. MEA has announced that as President, India will invite Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and UAE as ‘Guests’. Bangladesh is the only South Asian neighbour invited as ‘Guest’ to the Summit.

Further, in addition to regular International Organisations (UN, IMF, World Bank, WHO, WTO, ILO, FSB and OECD) and Chairs of Regional Organisations (AU, AUDA-NEPAD and ASEAN), India, as G20 Presidency, will be inviting as ‘Guest IO’s’ the ISA (International Solar Alliance), the CDRI (Coalition for Disaster Resilient Infrastructure) and the ADB (Asian Development Bank).

Priorities of the Presidency

What would be the priorities of the Indian Presidency? According to MEA: “Ongoing conversations…revolve around inclusive, equitable and sustainable growth; LiFE (Lifestyle For Environment); women’s empowerment; digital public infrastructure and tech-enabled development in areas ranging from health, agriculture and education to commerce, skill-mapping, culture and tourism; climate financing; circular economy; global food security; energy security; green hydrogen; disaster risk reduction and resilience; developmental cooperation; fight against economic crime; and multilateral reforms.” [iv]

Among its key priorities are climate, digital and health. The Presidency provides an opportunity to showcase India’s leadership inter-alia in climate action and climate commitments. Prime Minister Modi has pointed out that India’s dedication to climate commitments is clear. India has achieved the target of 40% energy capacity from non-fossil sources, nine years before the deadline. At the COP26 Summit last year, Mr Modi announced the ‘Panchamrit’ or five major areas of climate action commitments by India, including creating a net zero economy by 2070. Access to climate finance and technology would be critical in facilitating these ambitious goals particularly for developing countries.

Prime Minister emphasised the importance of behavioural change for catalysing climate action and highlighted the need for collective action by the global community as part of a movement called LIFE – Lifestyle for Environment. These are most relevant for the G20 today. On digital, India hopes that our start-up sector and our proven capabilities to create tech models that balance the need for global integration and priorities at a national level can be internationalised. Digital India would go global. A new tech order must combine cross-border flows of technology and investment with development and growth aspirations.

On health, India has demonstrated new and innovative approaches to tackle complex challenges including Covid 19. India’s efforts to track the COVID pandemic’s spread relied on the success of the Aarogya Setu digital platform. India’s successful vaccination campaign which saw 2 billion vaccines administered across our populace, was underpinned by the Co-WIN digital platform. Under India’s Presidency, efforts would be made with other G20 partners to create mechanisms that strengthen the capacity of developing countries to tackle health crises like the Covid19 pandemic.

The Indian Sherpa

The Sherpa plays a crucial role in ensuring that the priorities of the Indian Presidency under P M Modi are supported by G20 member states. India’s G20 Sherpa, Amitabh Kant, is an officer of the Indian Administrative Service (IAS), who headed the NITI Aayog for last month six years before his selection as Sherpa by PM. He is supported by the G20 Secretariat.

Kant led an official Indian delegation to the third G20 Sherpa meeting of Indonesia’s G20 Presidency, held in Yogyakarta from 26 th to 29 th September 2022. (The first Sherpa meeting under the Indonesian Presidency was held in December 2021 and the second in July 2022). At the meeting, according to MEA: “Amitabh Kant reaffirmed India’s commitment and active support to Indonesian Presidency’s efforts…He emphasised the need for G20 to bring enhanced global focus on and strengthen international cooperation and efforts in key priority areas such as sustainable growth, accelerated progress on SDGs, addressing climate change including through Lifestyle for Environment (LiFE), tech-enabled development and digital public infrastructure, multilateral reforms and women’s empowerment”. [v]

Significantly, Kant also highlighted Prime Minister Modi’s recent statement on 16 September: “Today’s era is not of war… diplomacy and dialogues are things that touch the world”. On the sidelines of the G20 Sherpa meeting, Kant held bilateral interactions with his visiting Sherpa counterparts from Brazil, France, Germany, Japan, Russia, Saudi Arabia, South Korea, Spain, UK and USA. According to informed sources, the Indian delegation led by Kant through its constructive interventions was able to infuse greater positivity and optimism in G20 deliberations, in preparation for the Indian Presidency.

Challenges Identified by the Sherpa

On 5 th September 22, on Twitter, Kant provided a unique insight into PM Modi’s vision for the Indian Presidency. He gave a broad-brush perspective on the core issues of importance noting: “India believes that the G20 countries must close ranks and work together. While the agenda and priorities for the Presidency are still evolving, India is committed to focussing on issues of critical importance to the world [vi] .

The world is facing huge challenges due to post pandemic blues, debt distress, food and energy security and the triple planetary crisis of climate change, biodiversity loss and pollution, along with instability and conflict that are impacting people globally.

The global development agenda is facing monumental challenges at present. The pandemic came on the eve of “Decade of Action” and has disrupted decades of developmental progress globally on many fronts. These effects are compounded by the additional effects of ongoing conflict in Europe. India believes that a conversation on economic growth with sustainability is the need of the hour. The G20 should lead the discussion on how countries can work together to ensure return to economic growth, but one which is rooted in sustainability and sustainable lifestyle.

The concept of LiFE was introduced by PM Modi during the 26 th UN Climate Change Conference of Parties (COP 26) in Glasgow 21. India hopes to highlight LiFE as a critical focus area for discussion and action during our Presidency. India believes that digital technology and digital public platforms are key to deepening engagements of government with citizens. Our belief is that digital identity, content-based framework and payments are key building blocks for a digital future. Digital solutions to traditional problems have transformed and elevated the lives of people across the world. During India’s Presidency, we would like to help take this discussion forward.

We aim to deliver outcomes in areas of critical intent such as integrating the climate and development agenda, accelerating progress towards achieving the 2030 agenda, furthering development cooperation, supporting small and marginal farmers, enhancing food security and nutrition, addressing global skill gaps, promotion of blue economy and coastal sustainability, digital health solutions, green hydrogen and tech-enable learning.

India also hopes to bring into the G20 discussions a focussed conversation on Disaster Risk Reduction (DRR). The average annual loss from disasters globally is approximately USD 218 billion. We believe that a working group on DRR would help the global efforts in reducing the loss of life and livelihood. India believes that the G20 countries must come together to deliver on matters of crucial importance to the world and not let the Russia-Ukraine crisis dominate the broader agenda. The G20 should show the necessary leadership and flexibility to accommodate differences among its members to effectively deliver outcomes”.

While concluding, Kant stated: “The G20, in India, will comprise around 200 events to be held across all the States and Union Territories. The intention is to execute them to perfection and send back every guest as a brand ambassador of India. Our aim is to create a uniquely Indian experience, which is spiritually invigorating and mentally rejuvenating. India’s achievements—both nationally and internationally—have earned us goodwill. India’s stature is extremely tall in the hearts of people. The G 20 will elevate it to even greater heights”. [vii]

Ukraine-Russia Conflict as a possible Spoiler

India has thus so far meticulously prepared for the Presidency. While the focus will be on sustainable economic growth, there are many challenges ahead with the Ukraine-Russia conflict being a possible spoiler. This is despite PM Modi’s determination not to let it become the spoiler.

The G20 Presidency coincides with the domination of a neo-conservative US approach with regard to Russia. Of concern is also a negative narrative on India emanating from some sections of the Western media as well as politicians, the most recent being the Greens German Foreign Minister. This could be due to resentment at India’s rise and India’s independent stand on Ukraine-Russia. Calls for a negotiated end to the conflict have gone unheeded by the West who seems determined to bring down President Putin. More unfortunate, Russia’s recent reverses seem to have whetted the appetite of NATO to reduce Russia to a subordinate status.

The West seems to be in no mood to listen to Kissinger who at 99, in a recent article, had invaluable advice to offer to the West: “The question will now be how to end that war. At its end a place has to be found for Ukraine and a place has to be found for Russia — if we don’t want Russia to become an outpost of China in Europe.” [viii]

The war has entered a crucial stage and the Russian armed forces have been forced to retreat from some strategic areas it had conquered. President Putin has ordered a partial mobilisation. For the first time, ordinary Russians are feeling the impact of the war. A businessman in Moscow describes a growing sense of vulnerability by quoting from Kipling’s ‘Jungle Book’, which is a favourite of President Putin as follows: “When a leader of the pack has missed his kill, he is called the Dead Wolf as long as he lives, which is not long”. [ix]

President Putin’s dilemma of whether to consolidate gains which are being reversed by expanding the range of weapons (which is implicitly acknowledging the possibility of using tactical nuclear weapons) is bringing the international community closer to a major conflict than any other time since the Cuban Missile Crisis.

The contradictions in US position on Ukraine has been high-lighted as follows: “First, that of enabling Ukraine to mount a robust defence – a humanitarian intervention; second, and emphasised in repeated bulletins from President Joe Biden’s administration, the intent to “cripple” Russia, not only in the current conflict but in any future (unspecified) military adventurism. This, far from offering protection to Ukraine, guarantees that the war will drag on, with ever greater levels of death and destruction. It has also led to both Russia and the US on hair-trigger launch policy, raising the spectre of two equally catastrophic “next steps”: a grievously wounded Russia lashing out – as Russian Foreign Minister Sergey Lavrov has threatened as much – or, accidental or inadvertent nuclear action by, for instance, computer error”. For now, one hopes that Benjamin Abelow’s last word is not prophetic: “False narratives lead to bad outcomes.” [x]

Several Western writers and thinkers have a similar perspective. They regret the insistence of the West to dominate the world even when economic power has shifted to Asia. Jeffrey Sachs says: “We are at the 60th anniversary of the Cuban missile crisis, which I’ve studied all my life and I’ve written about, having written a book about the aftermath. We are driving to the precipice, and we are filled with our enthusiasm as we do so. And it’s just unaccountably dangerous and wrongheaded, the whole approach of U.S. foreign policy. And it’s bipartisan”. [xi]

As incumbent President of the G 20, P M Modi has spoken several times to both President Putin and President Zelensky and most recently to President Zelensky. India is ready to support all efforts at de-escalation. India insists that the global order should be anchored in the principles of the UN Charter, international law and respect for sovereignty and territorial integrity of all States. There can be no doubt that the direction of this conflict may cast a long shadow on India’s Presidency.

Concluding Reflections

In the post-pandemic period, this will be undoubtedly the most important multilateral event being organised outside the UN. India had hosted NAM and CHOGM Summits in 1983 and International Solar Alliance Summit in 2018. These meetings, though important, did not include all P5 and major countries. The G 20 Presidency will be at the beginning of Amritkaal, the next 25 years after the 75 th anniversary of India’s independence, which makes it both futuristic and inclusive. India is also Chair of SCO (Shanghai Cooperation Organization) from September 2022 to September 2023 and President of the UN Security Council for the month of December 2022.

As the world’s largest democracy, the third largest economy of the world in PPP terms and 2 nd most populous country of the world, India will make a meaningful contribution in the G 20 to support faster, sustainable and inclusive growth. The G 20 Presidency would place India on the global stage, and provide an opportunity for India to place its priorities and narratives on the global agenda. [xii] It would also provide a unique opportunity to showcase India’s progress and developments as well as its rich culture heritage and diversity.

India hopes it can contribute to a speedy end to the Ukraine Russia conflict during its Presidency. India’s hopes for its G 20 Presidency can be summed up in this verse from the Rig Veda:

“May the stream of my life flow into the river of righteousness.

Loose the bonds of sin that bind me.

Let not the thread of my song be cut while I sing;

And let not my work end before its fulfillment”. [xiii]

To encourage young Indians to relate to different parameters of G20.
Originality of thought and depth of knowledge
Quality of Content, Relevance to the topic.
Structure, articulation and writing style
The competition is open to only Indian Citizens.
The Essay can be submitted in either Hindi or English languages in the following categories/ age groups:
The length of the Essay must not exceed 1500 words.
The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing and should be submitted in the form of PDF.
The participants must be the same person who has written the essay. The Essay should reflect original thinking and presentation.
The Competition is open to only Indian Citizens.
Category: 12 - 14 years of age
Category: 14 -16 years of age
All entries must be submitted through the MyGov.in portal only. Entries submitted through any other medium/mode will not be considered for evaluation.
A participant can submit only once. In case it is found that any participant has submitted more than one entry, all his/her entries will be considered as invalid.
The entry should be original. Copied entries or plagiarized entries will not be considered under the contest. Winning entries will also be suitably publicized by the G20 Secretariat/ Ministry of External Affairs.
There are no charges/registration fee for participation in the competition.
The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing. The essay must be uploaded in the PDF format.
Please note that the Essay must be original and should not violate any provision of the Indian Copyright Act 1957. Anyone found infringing on others’ copyright would be disqualified from the competition. G20 Secretariat/Ministry of External Affairs does not bear any responsibility for copyright violations or infringements of intellectual property carried out by the participants.
Mention of the Author’s name /email etc., anywhere in the body of the essay will lead to disqualification.
G20 Secretariat/Ministry of External Affairs reserves the right to verify original documents such as proof of age etc., before awarding the prizes.
Participant is to make sure that their MyGov profile is accurate and updated since G20 Secretariat/Ministry of External Affairs would be using this for further communication. This includes details such as name, photo, complete postal address, email ID and phone number. Entries with incomplete profiles would not be considered.
The G20 Secretariat/Ministry of External Affairs reserve all the rights and any dispute, amendments or any issue related to this competition / guidelines / evaluation criteria etc., shall be decided by the G20 Secretariat/ Ministry of External Affairs which will be final and binding.
G20 Secretariat/Ministry of External Affairs reserves the right to cancel or amend all or any part of the competition/guidelines/evaluation criteria etc., at any time.
Any changes to the Terms and Conditions/ Technical Parameters/ Evaluation Criteria, or cancellation of the Contest, will be updated / posted on the MyGov platform. It would be the responsibility of the participants to keep themselves informed of any changes in the Term & Conditions/ Technical Parameters/ Evaluation Criteria stated for this Contest.
If any entry is found to violate the guidelines, it will be removed from the evaluation process without giving any intimation or explanation to the participant.
For Verification purposes original documents may be asked by G20 Secretariat/ MEA at any given point of time during the Competition process.
G20 Secretariat/Ministry of External Affairs shall have an exclusive, royalty-free, perpetual and irrevocable license to copy, store, edit, distribute, transmit and publish competition entries.
Decision of the Evaluation Committee will be final and binding on all participants.
Non- conformity to guidelines will lead to disqualification of the participants.
