PROPOSAL SUBMISSIONS

IDF 2021 is inviting academicians, researchers, development practitioners, non-government organizations, civil organizations and organizations from the public and private sectors to submit proposals under the theme of: Indonesia’s Future Industrialization Paradigm: Value Creation and Adaptive Capacity for Socio-Economic Transformation . Proposals submitted for IDF 2020 that have not been withdrawn will be automatically presented for IDF 2021, with minor adjustments regarding this year’s themes.

Proposal Categories

Proposals for IDF 2021 must discuss the conference’s themes and must be in the form of these categories:

  • Research Papers that fulfill the criteria of Inspire, Imagine or Innovate.
  • Pitches about innovative technologies, fresh approaches or new forms of product or service. 
  • Ideas in the form of blog posts/articles, vlogs/videos or infographics. These ideas will be published on IDF 2021’s website leading up to the main event and several will be chosen to be presented at the conference itself. 

Proposals can be made in English or Bahasa Indonesia. To submit a proposal, the author must fill in an online submission form that confirms their interest in participating, with these important details:

  • Title of the Proposal
  • Author or Authors’ names and affiliated organizations.
  • Session Category of Interest: Parallel Inspire, Parallel Imagine, Parallel Innovate, Ideas & Innovations Market or General Ideas (proposals to this category will be assessed by a judging panel)

  Authors submitting full research papers or pitch proposals will be asked to present their submitted works. Please check the proposal submission rules and format rules for further information.    The deadline for all proposals is no later than 23:59 WIB, 31 May 2021. All submitted proposals will be assessed by an independent judging panel. All entries must be submitted online through IDF’s website at https://www.indonesiadevelopmentforum.com . Submitters for the General Ideas category must also mention/tag IDF on social media: @iddevforum.

Successful Submissions

The IDF’s assessment team will choose which research papers or presentations are successful based on an independent judgement process. The best submissions will be awarded the chance to publish their work on the Ministry of National Development/Bappenas’ and the Center for Strategic and International Policy (CSIS)’s official journals, with assistance from IDF 2021 partners to help prepare the work for publication.    Inclusive Participation

The organizing committee is committed to ensure that women, members of the disabled community and members of marginalized communities will be represented fairly at IDF 2021. We will ensure to give equal footing for both male presenters and female presenters. We will also provide proper accommodation options and stage requirements needed for disabled participants. When filling out your submission form, please state your requirements.

PROPOSAL FORMATS

Research Papers

Proposals in the form of Research Papers must be submitted in the form of an abstract, max. 1000 words or 2 pages. The paper must be directly connected with the conference’s themes and can be made up of research findings or practical evidence-based ideas. When judging a research paper, the judging panel will ask these questions:

Research Findings-based paper:

  • Are the issues related to development, the background of the research and the context of the study conveyed clearly?
  • Are the questions asked in this paper clearly asked and answered?
  • Is the methodology adequately executed and strong enough to answer the research questions?
  •  Are the paper’s arguments and findings based on evidence?
  • What are the conclusions of this research and do the recommendations logically make sense based on the evidence presented?
  • What are the practical and policy implications of the results? 

Practical Experiment-based paper:

  • Is there a clear explanation of the research method used in the paper?
  • Is there any clear evidence that they have successfully tested their method? Are the reasons for the success clearly explained? 
  • Are the implications and the lessons learned from this experiment method conveyed clearly? 
  • Are the key conclusions or recommendations logically make sense based on the evidence presented?
  • What are the practical or policy implications of the results?

Pitches must be submitted with an explanation no more than 500 words (1 page).  Contents of the pitches must be relevant to the conference’s themes. When judging pitch papers, the judging panel will ask these questions:

  • Are the issues related to development, the background of the research and the context of the ideas or innovations conveyed clearly?
  • Is the explanation behind the submitters’ own ideas and theories clearly conveyed?
  • Are the ideas or innovations proposed in the presentation new, or can it be adapted to new contexts and challenges?
  • Is there a clear explanation on the benefits or potential of the proposed idea or innovation?

Submitted works must be relevant with the conference’s themes and must abide by these instructions:

  • Articles or blog posts must be a maximum of 1000 words with a title comprised of 8-12 words (or 70 characters max.) and must be submitted with a picture (min. 500 px). The title must NOT be the same as one of IDF 2021’s themes. Blog or article must be promoted on social media and must tag @iddevforum and have the hashtag #IDF2021, #Reindustrialisasi, #IndustriMaju, #IndustriMasaDepan. 
  • Videos or vlogs must be a maximum of 3 minutes (max. resolution of 1920 x 1080) and must be submitted with a one-paragraph explanation. Videos must be uploaded on YouTube with the hashtags #IDF2021, #Reindustralisasi, #IndustriMaju and #IndustriMasaDepan. Submitters must also post their YouTube link in the online submission form. Submitted videos will be posted on the ID Dev Forum YouTube channel. 
  • Infographics must be a maximum of 1080x1080 px and must be submitted with a one paragraph description. Infographics must be uploaded on Instagram and must tag @iddevforum and have the hashtags #IDF2021, #Reindustrialisasi, #IndustriMaju and #IndustriMasaDepan.  

COMPLETE FORMAT FOR RESEARCH PAPER AND PITCH CATEGORIES

If your research paper or pitch is successful, you will be asked to present your submitted paper or pitch. You will also be asked to provide a short biography, no more than 150 words.

Research Papers Submitted research findings-based and practical experiment-based research papers must not exceed 5000 words (10 pages), outside of tables, graphs, images or charts. 

Research Findings-based papers must include: 

  • Clear explanations on the development issues addressed, backgrounds and the context of the research itself. 
  • A clear description on the purpose of the research and why the researcher chose their questions. 
  • A description on the methodology used.
  • Clear descriptions on the main research findings. 
  • Clearly written conclusions of the research
  • Recommendations and/or practical and policy implications 

Practical Experiments-based papers must include:

  • A clear description on the purpose of the research.  
  • Clear, evidence-based descriptions regarding the practical impacts of the experiment for groups such as women, the disabled and other marginalized groups. 
  • Descriptions on the contributing factors in the success of the experiment mentioned in the paper. 
  • Clearly defined conclusions and observations from the experiment.
  • Key messages, recommendations and/or practical and policy implications of the experiment results.

Practical Experiments-based papers can include videos and/or infographics, but must abide by the rules stated above.

Pitch-based papers Pitch idea descriptions must not exceed 2000 words (4 pages), not including tables, charts, graphs or images.  Pitch idea descriptions must include:

  • Clear explanations on the development issues addressed, backgrounds and the context of the pitch idea itself. 
  • A description of the idea or innovation. 
  • Clear descriptions on the benefits or potential benefits of the idea or innovation
  • Description on the practical and policy implications of the idea

The Idea description can be in the form of videos or infographics but must abide by the rules stated above.

SEAMEO BIOTROP Call for Research Proposals 2021

  • The request for proposals is open to Indonesian National who is currently is hold Doctoral Degree, PhD Student,  Elementary, Middle, High, and Vocational School Teachers.
  • Non Indonesian Scientist holding Doctoral Degree may submit a proposal in partnership with the Indonesian Scientist who serve as the Principle Investigator. 
  • Except for the SEAMEO BIOTROP Affiliate Scientist, other applicants MUST collaborate at least with one of the Center researchers as their team member (list attached). Also, to include a research roadmap framework in their proposal for the next 3 years. 
  • The research proposal must be in English and for applicants with Doctoral Degree is expected to produce an innovation research, in which the propose research budget is not exceeding Rp 120,000,000. Whereas for PhD Students the proposed budget is limited to Rp 50,000,000, and for the School Teachers the proposed budget should not exceeding Rp 15,000,000, respectively.
  • The research proposals shall be subjected to external review by a committee that SEAMEO BIOTROP shall form following a set of criteria that the Centre currently uses as follows:
  • Relevance of the Proposal (15%)
  • Scientific Rigor of the Proposal Components (60%)
  • Research Capability of the Proponent/s (10%)
  • Feasibility of the Period of Implementation (5%)
  • Budget Feasibility (10%)
  • The proposal must have the following components:
  • Title (The title of the project must be clear, concise, and attractive to generate interest/participation from all actors that are expected to be involved in the implementation of the project)
  • Background/Rationale (This section should clearly specify the issues and concerns that the project would like to address. Why is it important to undertake the project? Who will benefit and how?)
  • Objectives (The objectives must be concrete enough against which the project’s success or failure can be assessed)
  • Review of Related Literature (This must situate the proposal on the current body of knowledge on the subject of the research. Related literature to be cited in the proposal must not be older than 5 years)
  • Components and Methodologies (This section must answer how the project objectives can be achieved with the components and methodologies that the project would adopt. It should also specify the partners that would be involved in the implementation of the project)
  • Timetable of Activity Implementation (This would specify the overall duration of the project broken down into specific time allocation to undertake the various components and activities)
  • Monitoring and Evaluation (This section should specify the way the progress of the project would be assessed according to its objective and timeframe by component, and including the people who will be involved)
  • Expected Outputs and Outcomes (This section should enumerate the concrete/tangible outputs and outcomes that the project is expected to produce in relation to its objectives)
  • Estimated Budgetary Requirements (The budget must include among others personnel services, travel, materials, equipment and facilities rentals)
  • Together with the project proposal, the following documents must also be submitted to BIOTROP:
  • Application Letter addressed to BIOTROP Director (Note: The applicant should indicate in the letter the research problem that his/her proposal would be addressing and which BIOTROP program thrust his/her research project proposal falls into) 
  • Curriculum Vitae of all research project team members
  • Letter of Endorsement from the immediate supervisor of the lead research project proponent and also of the research partner from another country
  • The research team shall be under contract with SEAMEO BIOTROP within 9 months period broken down as follows: 1 month for pre-implementation, 7 months for during implementation and 1 month for post-implementation phases of the research project. The contract specifies the proponent’s duties and responsibilities, including those that have been mentioned above and other legal and administrative procedures towards ensuring the completion of the research project.
  • Disbursement and use of research fund shall follow Daftar Isian Pelaksanaan Anggaran (DIPA) regulations from the Government of Indonesia.
  • Other than a completion report, the lead research proponent is expected to submit a draft of an article on the research project results two months after its completion for publication in International journal (e.g., BIOTROPIA, the journal has been indexed by Scopus since 2012). Particularly for researcher with Doctoral Degree is also expected to write a policy brief of the research findings. 
  • SEAMEO BIOTROP will not consider applications that have incomplete documents as required.

Differentiated teaching, in which students are taught according to their actual levels of understanding and provided tailored learning paths, is key to ensuring learning. However, student foundational skills are often widely distributed. Implementing differentiated teaching to the whole distribution of abilities is challenging even for highly experienced, skilled, and motivated teachers. For average teachers, attempting to do so would cause them to spend virtually all their time teaching only foundational skills; they would have no time to teach higher-order skills.

Technology can help address this constraint. Recent evidence shows that personalized technology-aided instruction programs yield large absolute learning gains for all students, with greater relative gains for academically weaker students. More importantly, such programs can cover the whole distribution of students’ initial skills. With technology’s help to develop students’ foundational skills, teachers can have more time to help students develop higher-order skills.

A recent development in technology-aided differentiated teaching is the high-touch high-tech (HTHT) approach. The HTHT approach is comprised of two components:

  • A high-tech approach equips students with foundational skills. In this component, students interact directly with computer software. The software assists teachers in teaching foundational skills in two ways: (i) it improves the learning of students in the whole initial distribution of foundational skills; and (ii) it reduces the amount of time teachers must spend teaching foundational skills by providing test results, diagnostics, and learning modules.
  • A high-touch approach equips students with higher order skills. Since teaching these skills requires close interaction between teachers and students, together with appropriate pedagogical techniques, this component is comprised of a series of training programs for teachers to enable them to implement high-touch teaching.

Although this approach has become common in high-income countries, it has yet to be widely implemented in low- and middle-income countries. More rigorous evidence for its value is needed, especially in cases where teacher skills and motivation are low.

Indonesia’s Ministry of Education, Culture, Research, and Technology (MoECRT) is currently developing a technology-aided differentiated teaching system for the country’s whole primary and secondary level education. MoECRT is interested in exploring a high-tech direct-to-student approach pilot to complement the country’s in-house development. 

The Asian Development Bank Institute (ADBI), in partnership with MoECRT, the Asian Development Bank (ADB), Tanoto Foundation, and J-PAL Southeast Asia (SEA), has engaged an education technology (EdTech) company and a local research organization as consultants for designing and contextualizing this HTHT approach for 7th grade mathematics since 2021. The approach mainly consists of two components: (a) developing an AI-based software and training program for students’ foundational mathematics skills and training teachers on its use (high-tech); and (b) developing another teacher training program on pedagogical approaches to foster students’ higher-order skills (high-touch). These components will be field-tested with students and teachers at selected schools so that these interventions will be ready for large-scale implementation in selected public schools for a whole school year. An impact evaluation will also be conducted to evaluate the impacts of these interventions on student achievement. 

Through this call for proposals, ADBI is looking for a research organization based in Indonesia, or a consortium whose lead organization has legal status in Indonesia, to contribute to the impact evaluation design and to implement a baseline survey of schools, teachers, and students in June–September 2022. The organization will closely collaborate with the organizing partners, the other consultants hired for the project, selected schools, education districts, and local stakeholders. 

Scope of Work

The evaluation method will be a randomized control trial (RCT). The project will indicatively include 100 treatment and 50 control schools to be surveyed. In each school, randomly selected students will be assessed. The geographical coverage of the evaluation will be urban or peri-urban areas in districts that will be determined later. The impact evaluation will focus on the following research questions: 

  • What is the impact of the high-tech high-touch approach on teacher motivation, teaching practice, and teacher efficacy?
  • What is the impact of the high-tech high-touch approach on students’ foundational mathematics skills?
  • What is the impact of the high-tech high-touch approach on students’ higher order skills?
  • Are there any heterogeneous impacts of the high-tech high-touch approach based on student socioeconomic status, sex, and initial mathematics skills level?
  • What is the additional impact of the high-touch intervention over the high-tech intervention alone?
  • What is the additional impact of the high-touch intervention on students’ non-cognitive skills and passion for learning?

The consultant will contribute to the impact evaluation design, based on a theory of change developed prior to the baseline survey. This includes developing necessary survey instruments. The consultant will then play a leading role in implementing the survey. Specifically, the consultant will:

  • Play a contributory role in the theory of change, sampling strategy, and overall evaluation design led by ADBI, J-PAL SEA, and in collaboration with other partners;
  • Play a contributory role in the preparation of registering the study in an RCT registry, such as the AEA RCT Registry;
  • Lead the preparation, submission, and acquisition of ethics review approval from a reputable university in Indonesia
  • Lead the drafting, field-testing, and finalization of survey instruments;
  • Lead the recruitment and training of enumerators;
  • Lead the implementation of the baseline survey in the control and treatment schools;
  • Play a contributory role in analyzing data and writing a baseline report.

The tentative impact evaluation timeline is below. Note that the timeline has minimal flexibility.

  • Theory of change, sampling strategy, and evaluation design: March/April 2022
  • Sampling: April 2022
  • Survey instruments and field testing: April/May 2022
  • Baseline survey: July/August 2022

The implementation of the teacher training programs, HTHT interventions, and endline survey is not included in the scope of this call for proposals.

Ethics Review

Prior to implementing the survey, the consultant must assist in applying for an ethics review and receiving such approval from a reputable university in Indonesia.

Deliverables

  • Final survey instruments and operational manuals. The instruments will be co-designed with ADBI and J-PAL to measure student foundational and higher-order mathematics skills and subjective outcomes. The survey instruments must be pilot tested at least twice in around five schools with a similar context as the survey target schools. From previous experience, the time needed for a team of two enumerators to collect the above data is two working days per school. (Deadline 31 May 2022).
  • Evidence of ethics review board approval. (Prior to survey implementation).
  • Survey report, covering aspects such as enumerator recruitment and training; issues faced during implementation and the solutions; and overall sample sizes. The maximum length of the report is 10 pages. The report is due 1.5 months after the survey is completed. (Deadline 15 September 2022).
  • Cleaned and ready to use datasets of all schools and individuals that participate in the survey. The student and teacher datasets must be designed to allow merging between each other, and with the school dataset. The baseline survey must be designed such that the dataset could be merged at the individual level and school level with the endline survey that will be implemented in the future. The datasets must be in Stata format and accompanied by a document that describes all the variables and a method to merge different datasets (within a survey and between surveys). (Deadline for first submission: August 2022; Final submission September 2022)

Each deliverable will be reviewed by ADBI. Feedback, if any, will be provided within two weeks of submission. The revised deliverable which incorporates the feedback must be submitted within two weeks after receipt of feedback.

The task leader reports to the ADBI task manager on a weekly basis.

Submission Procedure

Interested organizations or consortia should submit a technical proposal written in English, with normal fonts (e.g. Times New Roman, 12-pt, 1.5 spacing) and 1-inch page margins on an A4 paper setting.

The proposal should be a maximum of 10 pages in length and contain the following three sections:

  • Proposed general approach to deliver the scope of work, which describes indicative survey methods, instruments, and fieldwork plans (max 2 pages)
  • Proposed number and composition of enumerator teams, enumerator and supervisor recruitment strategy, and approach to enumerator training, data entry, and cleaning strategy (max 5 pages)
  • Organization profile, list of relevant experience, including a list of relevant publications, composition of the team that will undertake the consultancy, and profiles of the proposed team leader and team members (max 3 pages)

As part of the proposal submission, the following must be attached (English is preferred, but Bahasa Indonesia is accepted if getting a translation is time consuming or requires additional cost):

  • Evidence of legal status in Indonesia (if a consortium, then the lead organization’s legal status in Indonesia)
  • Evidence of independently audited financial statements for the last three years (if a consortium, then the financial statements of the lead organization)
  • Statement confirming the implementation of standard operating procedures related to: (i) child protection; (ii) data safeguards; (iii) integrity/anti-corruption; and (iv) staff code of conduct. ADBI may request of a copy of such policies prior to contract signing.

The aim of the proposal is to demonstrate whether the consultant would be able to deliver the scope of work. As such, a financial proposal is not needed at the submission stage.

Selection Criteria

Proposals will be assessed based on the following criteria:

  • Extensive experience in conducting research in Indonesia, with education research experience highly preferred
  • Extensive experience in managing and implementing primary data collection, especially in schools or households
  • Experience in designing impact evaluations, with experience in conducting randomized control trials highly preferred
  • Experience in working with donor agencies, international organizations, or charitable foundations
  • Experience in establishing, and maintaining productive working relationships with government officials and/or employees
  • Track record, skills, and experience of the task leader and team members with regards to: (i) research, specifically related to randomized control trials; (ii) program management, and; (iii) English academic writing and speaking skills

Notice of Acceptance of Pre-Proposal for the Indonesian Collaborative Research Program for 2021

The ITS Directorate of Research and Community Service provides an opportunity for Lecturers/Researchers to submit a proposal for the Indonesian Collaborative Research Program (PPKI) Funding Year 2021.

This research program aims to build and expand cooperation networks between universities, namely 12 PTNBH plus Universitas Brawijaya. So that all the universities involved are as follows: Sepuluh Nopember Institute of Technology (ITS), Airlangga University (Unair), University of Indonesia (UI), Bogor Agricultural University (IPB), Bandung Institute of Technology (ITB), Gadjah Mada University (UGM) , Padjadjaran University (Unpad), North Sumatra University (USU), Indonesian Education University (UPI), Diponegoro University (Undip), Hasanuddin University (Unhas), and Sebelas Maret State University (UNS), plus Brawijaya University (UB).

Call For Proposal Indonesia Project Research Grants 2020

Call For Proposal Indonesia Project Research Grants 2020

Offered by the ANU Indonesia Project, in collaboration with the SMERU Research Institute, the Indonesia Project Research Grants fund innovative, important and high quality research projects conducted by Indonesian researchers. The grants also encourage collaboration between Indonesian and Australian research organizations. Researchers in an Indonesian university or research institute from the following areas are encouraged to apply: (i) Trade and Industry, (ii) Politics and Governance, (iii) Agriculture, Resources and the Environment, (iv) Social Policy and Human Capital. Applicants are expected to find at least one co-applicant in an Australian university or research institute to collaborate on the project.

Application form 2020

The research grants provide funding of $AU 5,000 to $AU 15,000 for projects of up to 12 months. The grants are intended to cover the cost of initiating new research activities, such as travel costs, field work, data collection or research assistance. The grants are not meant to cover salary costs of applicants or overhead costs by the applicant institutes.

Who can apply?

The grant is intended to support and strengthen research done by Indonesian researchers, and provide Indonesian researchers with opportunities to engage with researchers in Australia. As such partnerships of Indonesian and Australian universities and research institutes are eligible to submit proposals. The main applicant should be a senior Indonesian researcher based at the Indonesian partner institute; the co-applicant should be a researcher based at the Australian partner institute; the other-researchers can be researchers based at any partner institute.

Evaluation criteria

Proposals will be assessed on the basis of academic quality and research potential. We will give priority to proposals that show prospect for long term collaboration between Indonesian and Australian institutes and obtaining additional funding.

Proposals should specify research objectives, background, significance and innovative aspects, policy relevance, expected outcomes and deliverables, timeline and budget.

Dates and time line

Applications close on 31 March 2020. Applicants will be notified by the end of April 2020.

Call for research proposals (deadline: 20 august 2021), escap-who research initiative on from lab to jab: improving asia-pacific’s readiness to produce and deliver vaccines, announcement.

Bangkok - 02 Aug 2021

The COVID-19 pandemic has shown that trade and transport play a key role in fighting the pandemic. Open trade in vaccine inputs and capital goods as well as the smooth transfer of knowledge and knowhow are needed to quickly ramp up vaccine production. Transportation is key factor to distribute vaccines across and within countries. Finally, all policy actions should be based on a wide engagement process.

In that context, the ESCAP Secretariat together with the World Health Organization (WHO) invite interested researchers and practitioners to make proposals to carry out studies in the eight thematic areas that cover various dimensions of assessing the regional capacity of  vaccine production and delivery, starting from research and development, manufacturing, trade, distribution and access to vaccine:

PRIORITY RESEARCH AREAS/TOPICS

1. Research and Development in Vaccines in the Asia-Pacific:  State of Play and the Potential

2. Asia-Pacific in the Manufacturing and Global Supply Chains of Vaccines

3. Intellectual Property and Vaccine Manufacturing in Asia-Pacific region

4. Trade and Trade Barriers in Vaccines and Inputs to Vaccine Production in Asia-Pacific region

5. Regulatory Harmonization and Cooperation in Vaccines in Asia-Pacific region

6. International Transport and Logistics of Vaccines Across Borders: the case of Asia-Pacific region

7. Providing Equitable Access to Vaccines Within Countries: the case of Asia-Pacific region

8. Accelerating the development and distribution of vaccines in Asia and the Pacific: the roles of finance

RESEARCH DURATION, BENEFIT AND OUTPUTS:

1. Duration: 1 October 2021 - 31 March 2022

2. Outputs: A research paper on one of the prioritized research topics (tentatively 8,000-12,000 words, excluding annexes) and a policy checklist for a country’s self-assessment based on research results.

3. Consultancy fee: Depending on the proposal scope, methodology and experience of the researcher

4. Other benefits for selected proposals

  • Presentation of findings in UN ESCAP-WHO events on “Improving Asia-Pacific’s Readiness to Produce and Deliver Vaccines”, where relevant;
  • Publication of research findings in UN publications or through ESCAP regional networks, including ARTNeT and UNNExT, where relevant and suitable.

RESEARCH PROPOSALS SUBMISSION

Please apply as soon as possible; deadline: 20 August 2021 Individual(s) with relevant expertise are invited to submit research proposals to Ms. Witada Anukoonwattaka ( [email protected] ) and Mr. Matthias Helble ( [email protected] ) with a copy to Ms. Nattabhon Narongkachavana ( [email protected] )  

As some topics are related to each other, applicants may combine some of the listed topics in a proposal. The submissions should include:

1. An email expressing interest in one or more of the listed research topics;

2. In 500 words or less, a research proposal, including 1) summary of the research, including scope, methodology, and detailed tentative outline of the paper, 2) research schedule/timeline, and 3) main expected outcome/finding/recommendation, and;

3. Curriculum Vitae (CV), and any other evidence of relevant work.

SELECTION CRITERIA

The criteria used to evaluate the proposals will be based on feasibility of the proposed research plan (75%), with heavy bearing on expected outcome/findings: and previous work experience of applicant(s) in the areas related to the research topic (25%).

1. Only selected candidate(s) would be contacted. If there is no feasible proposal on certain topic, research on that topic would NOT be carried out.

2. Considering specialized nature of topics, successful proposals are expected to come from researchers who already have work/research experience in the area.

3. You are welcome to make a proposal of your research jointly with other researchers and/or practitioners to maximize synergy and complementarity of expertise.
