It sounds like you might be using the same "due date" and "until date" for the assignment. If you want your assignment to be able to accept submissions after the due date (let's say 10/7) then the "until date" needs to be at least 10 days after the due date (ie 10/17 because -10% per day, 10 days = 0) or just don't put an "until date."
