I’ve Chosen My Topic, Now What?

Once you’ve selected your topic, it’s time to get to work crafting your argument. Preparation for a persuasive speech or essay involves some key steps, which we’ve outlined for you below.

How to Create a Successful Persuasive Speech, Step by Step

  • Research your topic. Read widely and smartly. Stick to credible sources, such as peer-reviewed articles, published books, government reports, textbooks, and news articles. The right sources and data will be necessary to help you establish your authority. As you go, take notes on the details and nuances of your topic as well as potential counterarguments. Research the counterarguments, too.
  • Choose an angle. For example, if you chose the topic “Should we limit screen time for children?” your speech should come down firmly on one side of that debate. If your topic is frequently debated, such as abortion, capital punishment, gun control, social media, etc. try to find a niche angle or new research. For example, instead of “Should abortion be legal?” you might consider “Should you be able to order abortion pills online?” Another example: “Should the death penalty be banned?” might become “How long is it ethical for someone to stay on death row?” If you do some digging, even the most cliche topics have incredibly interesting and relatively unexplored sub-topics.
  • Create an outline. Your outline should include an introduction with a thesis statement, a body that uses evidence to elaborate and support your position while refuting any counterarguments, and a conclusion. The conclusion will both summarize the points made earlier and serve as your final chance to persuade your audience.
  • Write your speech. Use your outline to help you as well as the data you’ve collected. Remember: this is not dry writing; this writing has a point of view, and that point of view is yours . Accordingly, use anecdotes and examples to back up your argument. The essential components of this speech are logos (logic), ethos (credibility), and pathos (emotion) . The ideal speech will use all three of these functions to engage the audience.

How to Practice and Deliver a Persuasive Speech

  • Talk to yourself in the mirror, record yourself, and/or hold a practice speech for family or friends. If you’ll be using visual cues, a slide deck, or notecards, practice incorporating them seamlessly into your speech. You should practice until your speech feels very familiar, at least 5-10 times.
  • Practice body language. Are you making eye contact with your audience, or looking at the ground? Crossing your arms over your chest or walking back and forth across the room? Playing with your hair, cracking your knuckles, or picking at your clothes? Practicing what to do with your body, face, and hands will help you feel more confident on speech day.
  • Take it slow. It’s common to talk quickly while delivering a speech—most of us want to get it over with! However, your audience will be able to connect with you much more effectively if you speak at a moderate pace, breathe, and pause when appropriate.
  • Give yourself grace. How you recover from a mistake is much more important than the mistake itself. Typically, the best approach is to good-naturedly shrug off a blip and move on. 99% of the time, your audience won’t even notice!

Good Persuasive Speech Topics—Final Thoughts

The art of persuasive speaking is a tricky one, but the tips and tricks laid out here will help you craft a compelling argument that will sway even the most dubious audience to your side. Mastering this art takes both time and practice, so don’t fret if it doesn’t come to you right away. Remember to draw upon your sources, speak with authority, and have fun. Once you have the skill of persuasive speaking down, go out there and use your voice to impact change!

Most often, it actually causes the other person to want to play “Devil’s advocate” and argue with you. In this article, we are going to show you a simple way to win people to your way of thinking without raising resentment. If you use this technique, your audience will actually WANT to agree with you! The process starts with putting yourself in the shoes of your listener and looking at things from their point of view.

Most people think that a single fact is good, additional facts are better, and too many facts are just right. So, the more facts you can use to prove your point, the better chance you have of convincing the other person that you are right. The HUGE error in this logic, though, is that if you prove that you are right, you are also proving that the other person is wrong. People don’t like it when someone proves that they are wrong. So, we prove our point, the other person is likely to feel resentment. When resentment builds, it leads to anger. Once anger enters the equation, logic goes right out the window.

In addition, when people use a “fact” or “Statistic” to prove a point, the audience has a natural reaction to take a contrary side of the argument. For instance, if I started a statement with, “I can prove to you beyond a doubt that…” before I even finish the statement, there is a good chance that you are already trying to think of a single instance where the statement is NOT true. This is a natural response. As a result, the thing that we need to realize about being persuasive is that the best way to persuade another person is to make the person want to agree with us. We do this by showing the audience how they can get what they want if they do what we want.

A Simple 3-Step Process to Create a Persuasive Presentation

Persuasion Comes from both Logic and Emotion

The process below is a good way to do both.

Step One: Start Your Persuasive Speech with an Example or Story

When you write an effective persuasive speech, stories are vital. Stories and examples have a powerful way to capture an audience’s attention and set them at ease. They get the audience interested in the presentation. Stories also help your audience see the concepts you are trying to explain in a visual way and make an emotional connection. The more details that you put into your story, the more vivid the images being created in the minds of your audience members.

This concept isn’t mystical or anything. It is science. When we communicate effectively with another person, the purpose is to help the listener picture a concept in his/her mind that is similar to the concept in the speaker’s mind. The old adage is that a “picture is worth 1000 words.” Well, an example or a story is a series of moving pictures. So, a well-told story is worth thousands of words (facts).

By the way, there are a few additional benefits of telling a story. Stories help you reduce nervousness, make better eye contact, and make for a strong opening. For additional details, see Storytelling in Speeches .

I’ll give you an example.

Factual Argument: Seatbelts Save Lives

Factual Arguments Leave Out the Emotion

  • 53% of all motor vehicle fatalities from last years were people who weren’t wearing seatbelts.
  • People not wearing seatbelts are 30 times more likely to be ejected from the vehicle.
  • In a single year, crash deaths and injuries cost us over $70 billion dollars.

These are actual statistics. However, when you read each bullet point, you are likely to be a little skeptical. For instance, when you see the 53% statistic, you might have had the same reaction that I did. You might be thinking something like, “Isn’t that right at half? Doesn’t that mean that the other half WERE wearing seatbelts?” When you see the “30 times more likely” statistic, you might be thinking, “That sounds a little exaggerated. What are the actual numbers?” Looking at the last statistic, we’d likely want to know exactly how the reporter came to that conclusion.

As you can see, if you are a believer that seatbelts save lives, you will likely take the numbers at face value. If you don’t like seatbelts, you will likely nitpick the finer points of each statistic. The facts will not likely persuade you.

Example Argument: Seatbelts Save Lives

A Story or Example is More Persuasive Because It Offers Facts and Emotion

When I came to, I tried to open my door. The accident sealed it shut. The windshield was gone. So I took my seatbelt off and scrambled out the hole. The driver of the truck was a bloody mess. His leg was pinned under the steering wheel.

The firefighters came a few minutes later, and it took them over 30 minutes to cut the metal from around his body to free him.

A Sheriff’s Deputy saw a cut on my face and asked if I had been in the accident. I pointed to my truck. His eyes became like saucers. “You were in that vehicle?”

I nodded. He rushed me to an ambulance. I had actually ruptured my colon, and I had to have surgery. I was down for a month or so, but I survived. In fact, I survived with very few long-term challenges from the accident.

The guy who hit me wasn’t so lucky. He wasn’t wearing a seatbelt. The initial impact of the accident was his head on the steering wheel and then the windshield. He had to have a number of facial surgeries. The only reason he remained in the truck was his pinned leg. For me, the accident was a temporary trauma. For him, it was a life-long tragedy.

The Emotional Difference is the Key

As you can see, there are major differences between the two techniques. The story gives lots of memorable details along with an emotion that captures the audience. If you read both examples, let me ask you a couple of questions. Without looking back up higher on the page, how long did it take the firefighters to cut the other driver from the car? How many CDs did I have? There is a good chance that these two pieces of data came to you really quickly. You likely remembered this data, even though, the data wasn’t exactly important to the story.

However, if I asked you how much money was lost last year as a result of traffic accidents, you might struggle to remember that statistic. The CDs and the firefighters were a part of a compelling story that made you pay attention. The money lost to accidents was just a statistic thrown at you to try to prove that a point was true.

The main benefit of using a story, though, is that when we give statistics (without a story to back them up,) the audience becomes argumentative. However, when we tell a story, the audience can’t argue with us. The audience can’t come to me after I told that story and say, “It didn’t take 30 minutes to cut the guy out of the car. He didn’t have to have a bunch of reconstructive surgeries. The Deputy didn’t say those things to you! The audience can’t argue with the details of the story, because they weren’t there.

Step 2: After the Story, Now, Give Your Advice

When most people write a persuasive presentation, they start with their opinion. Again, this makes the listener want to play Devil’s advocate. By starting with the example, we give the listener a simple way to agree with us. They can agree that the story that we told was true. So, now, finish the story with your point or your opinion. “So, in my opinion, if you wear a seatbelt, you’re more likely to avoid serious injury in a severe crash.”

By the way, this technique is not new. It has been around for thousands of years. Aesop was a Greek slave over 500 years before Christ. His stories were passed down verbally for hundreds of years before anyone ever wrote them down in a collection. Today, when you read an Aesop fable, you will get 30 seconds to two minutes of the story first. Then, at the conclusion, almost as a post-script, you will get the advice. Most often, this advice comes in the form of, “The moral of the story is…” You want to do the same in your persuasive presentations. Spend most of the time on the details of the story. Then, spend just a few seconds in the end with your morale.

Step 3: End with the Benefit to the Audience

So, the moral of the story is to wear your seatbelt. If you do that, you will avoid being cut out of your car and endless reconstructive surgeries .

Now, instead of leaving your audience wanting to argue with you, they are more likely to be thinking, “Man, I don’t want to be cut out of my car or have a bunch of facial surgeries.”

The process is very simple. However, it is also very powerful.

How to Write a Successful Persuasive Speech Using the “Breadcrumb” Approach

Once you understand the concept above, you can create very powerful persuasive speeches by linking a series of these persuasive stories together. I call this the breadcrumb strategy. Basically, you use each story as a way to move the audience closer to the ultimate conclusion that you want them to draw. Each story gains a little more agreement.

So, first, just give a simple story about an easy to agree with concept. You will gain agreement fairly easily and begin to also create an emotional appeal. Next, use an additional story to gain additional agreement. If you use this process three to five times, you are more likely to get the audience to agree with your final conclusion. If this is a formal presentation, just make your main points into the persuasive statements and use stories to reinforce the points.

Here are a few persuasive speech examples using this approach.

An Example of a Persuasive Public Speaking Using Breadcrumbs

Marijuana Legalization is Causing Huge Problems in Our Biggest Cities Homelessness is Out of Control in First States to Legalize Marijuana Last year, my family and I took a mini-vacation to Colorado Springs. I had spent a summer in Colorado when I was in college, so I wanted my family to experience the great time that I had had there as a youth. We were only there for four days, but we noticed something dramatic had happened. There were homeless people everywhere. Keep in mind, this wasn’t Denver, this was Colorado City. The picturesque landscape was clouded by ripped sleeping bags on street corners, and trash spread everywhere. We were downtown, and my wife and daughter wanted to do some shopping. My son and I found a comic book store across the street to browse in. As we came out, we almost bumped into a dirty man in torn close. He smiled at us, walked a few feet away from the door, and lit up a joint. He sat on the corner smoking it. As my son and I walked the 1/4 mile back to the store where we left my wife and daughter, we stepped over and walked around over a dozen homeless people camped out right in the middle of the town. This was not the Colorado that I remembered. From what I’ve heard, it has gotten even worse in the last year. So, if you don’t want to dramatically increase your homelessness population, don’t make marijuana legal in your state. DUI Instances and Traffic Accidents Have Increased in Marijuana States I was at the airport waiting for a flight last week, and the guy next to me offered me his newspaper. I haven’t read a newspaper in years, but he seemed so nice that I accepted. It was a copy of the USA Today, and it was open to an article about the rise in unintended consequences from legalizing marijuana. Safety officials and police in Colorado, Nevada, Washington, and Oregon, the first four state to legalize recreational marijuana, have reported a 6% increase in traffic accidents in the last few years. Although the increase (6%) doesn’t seem very dramatic, it was notable because the rate of accidents had been decreasing in each of the states for decades prior to the law change. Assuming that only one of the two parties involved in these new accidents was under the influence, that means that people who aren’t smoking marijuana are being negatively affected by the legalization. So, if you don’t want to increase your chances of being involved in a DUI incident, don’t legalize marijuana. (Notice how I just used an article as my evidence, but to make it more memorable, I told the story about how I came across the article. It is also easier to deliver this type of data because you are just relating what you remember about the data, not trying to be an expert on the data itself.) Marijuana is Still Largely Unregulated Just before my dad went into hospice care, he was in a lot of pain. He would take a prescription painkiller before bed to sleep. One night, my mom called frantically. Dad was in a catatonic state and wasn’t responsive. I rushed over. The hospital found that Dad had an unusually high amount of painkillers in his bloodstream. His regular doctor had been on vacation, and the fill-in doctor had prescribed a much higher dosage of the painkiller by accident. His original prescription was 2.5 mg, and the new prescription was 10 mg. Since dad was in a lot of pain most nights, he almost always took two tablets. He was also on dialysis, so his kidneys weren’t filtering out the excess narcotic each day. He had actually taken 20 MG (instead of 5 MG) on Friday night and another 20 mg on Saturday. Ordinarily, he would have had, at max, 15 mg of the narcotic in his system. Because of the mistake, though, he had 60 MGs. My point is that the narcotics that my dad was prescribed were highly regulated medicines under a doctor’s care, and a mistake was still made that almost killed him. With marijuana, there is really no way of knowing how much narcotic is in each dosage. So, mistakes like this are much more likely. So, in conclusion, legalizing marijuana can increase homelessness, increase the number of impaired drivers, and cause accidental overdoses.

If you use this breadcrumb approach, you are more likely to get at least some agreement. Even if the person disagrees with your conclusion, they are still likely to at least see your side. So, the person may say something like, I still disagree with you, but I totally see your point. That is still a step in the right direction.

15 Persuasive Speeches

Speeches that Make a Change

In this chapter . . .

For many public speeches, the specific purpose is to convince the audience of a particular opinion or claim or to convince them to take some action in response to the speech. When your intention is to affect change in your audience (not just the acquisition of knowledge) then you are delivering a persuasive speech. In this chapter you will learn about the elements of persuasion, why persuasion is difficult, and how to overcome people’s resistance to change by using effective and ethical methods.

Although a persuasive speech involves information—even as much as an informative speech—the key difference is that a persuasive speech is designed for “creating, reinforcing, or changing people’s beliefs or actions” (Lucas, 2015. p. 306). A persuasive speech makes something happen. In other words, it performs a job.

Traditional Views of Persuasion

In the fourth century BCE, the classic philosopher Aristotle took up the study of the public practices of the ruling class in Athenian society. For two years he observed the  rhetoric  (the art of persuasion) of the men who spoke in the assembly and the courts. In the end, he developed a theory about persuasiveness that has come down to us in history as a treatise called Rhetoric. Among his many ideas was the identification of three elements essential to persuasion: ethos, logos, and pathos. In short, they mean credibility, reasonability, and emotion.

Ethos has come to mean speaker character and credentials. It is the element that establishes the audience’s trust in you as a speaker. A speaker’s credibility is based on who the speaker is and what they know: experience, education, expertise, and background. If you’re delivering a persuasive speech about adopting a pet from a shelter and you have raised several shelter dogs, then you have credibility through experience and should share that fact about yourself with the audience to enhance their trust in your persuasive argument. Another way to establish your credibility is through research sources. You may not be an expert in climate change, but if you were giving a persuasive speech about it, you can cite reliable authoritative sources.

The word ethos looks very much like the word “ethics,” and there are many close parallels to the trust an audience has in a speaker and their honesty and ethical stance. In terms of ethics, it goes without saying that your speech will be truthful.

In addition to expertise and truthfulness is your personal involvement in the topic. Ideally you have chosen the topic because it means something to you personally. Audiences will have more trust in you if they feel you have something as stake or something personal in the subject. For example, perhaps your speech is designed to motivate audience members to take action against bullying in schools, and it’s important to you because you work with the Boys and Girls Club organization and have seen how anti-bullying programs can have positive results. Sharing your own involvement and commitment is key to establishing your credibility on this topic.

Logos is the second key element in Aristotle’s theory of rhetoric. Related to our word “logic,” the Greek term logos in persuasion means presenting ideas that appeal to logic or reason. Logos in a speech pertain to arguments that the audience would find acceptable. Imagine a speech, for example, which has the goal of persuading an audience to adopt healthier eating habits. Would the speech be effective if the arguments focused on how expensive organic foods are? Of course not.

Logic and reason are persuasive not only as matters of content.  Logos  pertains to organization, as well. An effective persuasive speech presents arguments in an organized fashion.

In words like “empathy,” “sympathy,” and “compassion” we see the root word behind the Greek word pathos. Pathos, for Aristotle, meant exciting emotions such as anger, joy, hate, love, and desire to persuade the audience of the rightness of a proposition. In a positive sense, appealing to the emotions of the audience is a highly effective persuasive tool. In the earlier example of a speech designed to encourage an audience to take action against bullying in schools, including a touching story about a student experiencing bullying would make the audience more likely to support your call for action.

However, we recognize that pathos can be used in a negative way. Emotional appeals that use anger, guilt, hatred, inflammatory language like name-calling, or that try to frighten the audience with horrible images, are counter-productive and even unethical. They might incite emotion in the audience, but they are poor uses of pathos.

One negative emotion used frequently by persuasive speakers is fear. Candidates for political office, for example, often try to provoke fear to move us to vote for them. Intense, over-the-top fear appeals, based on factual falsehoods or cherry-picking, and/or including shocking photos, are not ethical and are often dismissed by discerning audience members. Appealing to the emotion of fear can be ethical if it’s managed carefully. This means being strictly factual and avoiding extremes.

Persuasion and the Audience

It makes sense that if a speaker wants to affect the audience’s beliefs or actions, then the speaker must be perfectly clear about their expectations. If you were listening to a persuasive speech call for your audience to support animals, wouldn’t you want to know exactly what “support” the speaker was talking about? Giving money to charities? Volunteering at an animal shelter? Writing state legislators and urging them to change laws? Your job as a persuasive speaker is to be clear about what you want to create, reinforce, or change in your audience.

For your speech to have persuasive power, you must also consider your audience and choose a goal that is feasible for them. Persuasion isn’t an on/off switch. It’s more like a thermometer. Skillful persuasive speakers respect and identify a persuasive goal that is calibrated to the audience. Think of persuasion as a continuum or line going both directions. At one end is strong disagreement. At the other end is strong agreement. Your audience members, either as a group or individually, are sitting somewhere on that line in relation to your central idea statement, or what we are going to call a proposition in this chapter.

Persuasion Scale

For example, your speech proposition might be something like “The main cause of climate change is human activity.” You are claiming that climate change is due to the harmful things that humans have done to the environment. To be an effective persuasive speaker, one of your first jobs after choosing this topic would be to determine where your audience “sits” on the continuum.

+ 3 means strongly agree to the point of making lifestyle choices to lessen climate change (such as riding a bike instead of driving a car, recycling, eating certain kinds of foods, and advocating for government policy changes). + 2 means agree but not to the point of acting upon it or only acting on it in small ways. + 1 as mildly agrees with your proposition; that is, they think it’s probably true, but the issue doesn’t affect them personally. 0 means neutral, no opinion, or feeling too uninformed to decide. – 1 means mildly opposed to the proposition but willing to listen to those with whom they disagree. – 2 means disagreement to the point of dismissing the idea pretty quickly. – 3 means strong opposition to the point that the concept of climate change itself isn’t even listened to or acknowledged as a valid subject.

Since everyone in the audience is somewhere on this line or continuum, you can accept the fact that any movement toward +3 or to the right is a win. Trying to change an audience from -3 (strong disagreement) to +3 (strong agreement) in a single speech would be quite impossible. When you understand this, you can make strategic choices about the content of your speech.

In this example, if you knew that most of the audience was at -2 or -3, your speech could focus on opening their minds to the possibility of climate change and provide the science behind human causes. On the other hand, if you knew your audience was at +1 or +2, you could focus on urging them to take bold steps, like giving up their gasoline-powered vehicles.

A proposition is assumed to be in some way controversial, or a “stretch” for the audience. Some people in the audience will disagree with your proposition or at least have no opinion; they are not “on your side.”

There will be those in the audience who disagree with your proposition but who are willing to listen. Some members of the audience may already agree with you, although they don’t know why. Both groups could be called the  target audience . At the same time, another cluster of your audience may be extremely opposed to your position to the degree that they probably will not give you a fair hearing. They probably can’t be persuaded. Focus on your target audience, they are the one you can persuade.

Why is Persuasion Hard?

Persuasion is hard mainly because we have a bias against change. We go out of our way to protect our beliefs, attitudes, and values. We selectively expose ourselves to messages that we already agree with, rather than those that confront or challenge us. We find it uncomfortable to be confronted with conflicting information or viewpoints.

Additionally, during a persuasive speech the audience members are holding a mental dialogue with the speaker or at least the speaker’s content. The processes that the human mind goes through while it listens to a persuasive message is like a silent conversation. In their minds, audience members are producing doubts or reservations about your proposal. If we could listen in on one of these conversations, it might go something like this:

Speaker: Switching to a plant-based diet is the best action you can take to support a reduction in the CO-2 emissions harming the climate. Audience Member Mind: Yeah, I hear what you’re saying, but eating like that won’t give me enough protein.

The audience member has a doubt or reservation about the speaker’s proposal. We can call these doubts “yeah, buts” because the audience members are thinking, “Yeah, but what about—?”  It’s a skill of good persuasion speechwriting to anticipate reservations.

Solutions to the Difficulty of Persuasion

With these reasons for the resistance audience members have to persuasion, what is a speaker to do? Here are some strategies.

First, choose a feasible goal for the persuasive action you want the audience to take. Going back to our continuum, trying to move an audience from -3 to +2 or +3 is too big a move. Having reasonable persuasive goals is the first way to meet resistance. Even moving someone from -3 to -2 is progress, and over time these small shifts can eventually result in a significant amount of persuasion.

Secondly, as speakers we must address reservations. While speechwriters aren’t mind-readers, we can easily imagine reservations about our proposition and build a response to those reservations into the speech. Using the example above, a speaker might say:

Switching to a plant-based diet is the best action you can take to support a reduction in the CO-2 emissions harming the climate. I urge all of you to consider this important dietary change. Perhaps you are thinking that a plant-based diet won’t provide enough protein. That is a common concern. Nutritionists at the website Forks Over Knives explain how the staples of a PB diet—whole grains, legumes, and nuts—provide ample protein.

Here, the speaker acknowledges a valid reservation and then offers a rebuttal. This is called a two-tailed argument. The speaker articulates a possible argument against their proposition and then refutes it.

The third strategy is to keep in mind that since you are asking the audience to change something, they must view the benefits of the change as worth the stress of the change. In effect, audiences want to know: “What’s in it for me?” (WIIFM). As a speaker, you should give thought to that question and in your speech address the benefit, advantage, or improvement that the audience will gain by taking the action you propose.

Structure of a Persuasive Speech

A persuasive speech shares with an informational speech the same four elements for a strongly structured speech: introduction, body, conclusion, and connectors. Like informative speeches, preparation requires thoughtful attention to the given circumstances of the speech occasion, as well as audience analysis in terms of demographic and psychographic features. That said, there are some elements unique to a persuasive speech.

General and Specific Purpose General Purpose: To Persuade Specific Purpose: To motivate my audience of campus administrators to provide LGBTQ+ safe spaces on campus.

This looks familiar up to this point. The general purpose is one of the three broad speech goals (to instruct, to persuade, to inspire or entertain). The specific purpose statement follows a clear T.W.A.C. pattern:

T o +  W ord: To convince A udience: campus administrators C ontent: LGBTQ+ safe spaces

What is unique to persuasive speeches is what comes next, the proposition.

Propositions

Informational speeches require a thesis. This is the central idea of the speech; its “takeaway.” Persuasive speeches equally require a strong focus on the main idea, but we call this something else: a  proposition . A proposition is a statement that expresses a judgement or opinion about which you want audience in agreement. Remember that propositions must be something that can be argued. To say, “The earth is round” isn’t a proposition. “The earth is flat” is a proposition.

  • Converting to solar energy saves homeowners money.
  • A vegan diet is the most ethical way to eat.
  • Universities should provide on-line learning options for all classes.
  • The Constitution’s Second Amendment does not include possession of automatic weapons for private use.

Like a thesis statement for an informative speech, a proposition statement is best when it not only clearly states the judgment or opinion for which you seek audience agreement, but also provides a succinct preview of the reasons for that judgement.

Universities should provide LGBTQ+ safe spaces on campus to promote visibility, build community, and protect well-being for LGBTQ+ students and their allies.

Types of Propositions

If you take a closer look at the propositions above, you’ll notice that they suggest several types of persuasion. In fact, there are several broad categories of propositions, determined by their primary goal. These are: a) propositions of fact, b) propositions of value, c) propositions of policy, and d) propositions of definition.

Proposition of Fact

Speeches with this type of proposition attempt to establish the truth of a statement. The core of the proposition isn’t whether something is morally right or wrong, only that a statement is supported by evidence or not. These propositions are not facts such as “the chemical symbol for water is H20.” Rather, propositions of fact are statements over which people disagree and there is evidence on both sides. Some examples of propositions of fact are:

  • Experiments using animals are essential to the development of many life-saving medical procedures.
  • Climate change has been caused by human activity.

Notice that in none of these are any values—good or bad—mentioned. The point of these propositions is to prove with evidence the truth of a statement.

Proposition of Value

Propositions of fact have the primary purpose of arguing that something exists in a particular way. Propositions of value, on the other hand, have as their primary purpose to argue that one thing is better than another. When the proposition has a word such as “good,” “bad,” “best,” “worst,” “just,” “unjust,” “ethical,” “unethical,” “moral,” “immoral,” “beneficial,” “harmful,” “advantageous,” or “disadvantageous,” then it’s a proposition of value. Some examples include:

  • Hybrid cars are the best form of automobile transportation available today.
  • Mascots that involve Native American names, characters, and symbols are unjust.

Propositions of value require a first step: defining the “value” word. If you are trying to convince your audience that something is “unjust,” you will have to make clear what you mean by that term. For different people, “best” might mean “safest,” “least expensive,” “most environmentally responsible,” “stylish,” “powerful,” or “prestigious.” Obviously, in the case of the first proposition above, it means “environmentally responsible.” It’s the first job of the speaker, after introducing the speech and stating the proposition, to explain what “best form of automobile transportation” means. Then the proposition would be defended with separate arguments.

Proposition of Policy

These propositions are easy to identify because they almost always have the word “should” in them. These propositions call for a change in policy or practice (including those in a government, community, or school), or they can call for the audience to adopt a certain behavior.

  • The federal government should act to ensure clean water standards for all citizens.
  • Universities should eliminate attendance requirements.
  • States should lower taxes on food.

The proposition determines the approach to the speech, especially the organization. The exact phrasing of the proposition should be carefully done to be reasonable, positive, and appropriate for the context and audience.

Propositions of Definition

Propositions of definitions argue that a word, phrase, or concept has a particular meaning. Lawyers, legislators, and scholars often write briefs, present persuasive speeches, or compose articles to define terms that are vital to defendants, citizens, or disciplines. Some examples might be:

  • The Second Amendment to the Constitution does not include possession of automatic weapons for private use.
  • Alcoholism should be considered a disease because…
  • Thomas Jefferson’s definition of inalienable rights did not include a right to privacy.

In each of these examples, the proposition is that the definition of these things needs to be changed or viewed differently, but the audience isn’t asked to change an attitude or action.

These are not strict categories. A proposition of value most likely contains elements of facts and definitions, for example. However, identifying the primary category for a persuasive speech focuses the speaker on the ultimate purpose of the speech.

Pro-Arguments

Once you know your proposition, the next step is to make your case for your judgement or opinion through clear and distinct points. These are the main points of the body of your persuasive speech. We call these the “pro” or “for” arguments. You should present at least three distinct arguments in favor of your proposition. Expanding on the example above,

General Purpose: To Persuade Specific Purpose:  To motivate my audience of campus administrators to provide LGBTQ+ safe spaces on campus. Proposition: Universities should provide LGBTQ+ safe spaces on campus in order to promote visibility, build community, and protect well-being for LGBTQ+ students and their allies.

Three pro-arguments for the proposition are:

Pro-Argument #1: Creating a safe space makes LGBTQ+ community more visible and central to campus life, instead of marginalized. Pro-Argument #2: Safe spaces create a place where LGBTQ+ and their allies learn to build networks, friendship, and support circles. Pro-Argument #3: With a safe and centralized space bringing together this community, instances of bias or harassment can be brought to counselors, making for a safer community.

Two-Tailed Arguments

There is one more crucial element following pro-arguments. These are unique to persuasive speeches. As discussed above, it’s essential to anticipate and address audience reservations about your propositions. These are the two-tailed arguments that articulate the reservation and then address it or refute it. In the example we’re using, such a statement might look like this:

“Perhaps you are thinking that an LGBTQ+ safe space isn’t necessary on campus because there are already places on campus that provide this function. I understand that concern. However, a space that is officially provided by the University provides access to resources with trained personnel. The national organization CampusPride provides training to university facilitators for exactly this reason.”

There are some techniques for rebuttal or refutation that work better than others. You would not want to say, “If you are one of the people who believe this about my proposition, you are wrong.” It’s better to say that their reservations are “misconceptions,” “myths,” or “mistaken ideas” that are commonly held about the proposition.

Building Upon Your Persuasive Speech’s Arguments

Once you have constructed the key arguments, it’s time to be sure the main points are well supported with evidence.

First, your evidence should be from sources that the audience will find credible. If you can find the same essential information from two sources but know that the audience will find the information more credible from one source than another, use and cite the information from the more credible one. For example, if you find the same statistical data on Wikipedia and the US Department of Labor’s website, cite the US Department of Labor. Audiences also accept information from sources they consider unbiased or indifferent. Gallup polls, for example, have been considered reliable sources of survey data because unlike some organizations, Gallup does not have a cause (political or otherwise) it’s supporting.

Secondly, your evidence should be new to the audience. New evidence is more attention-getting, and you will appear more credible if you tell the audience something new (as long as you cite it well) than if you use the “same old, same old” evidence they have heard before.

Third, in order to be effective and ethical, your supporting evidence should be relevant and not used out of context, manipulated, or edited to change its meaning.

After choosing the evidence and apportioning it to the correct parts of the speech, you will want to consider the use of metaphors, quotations, rhetorical devices, and narratives that will enhance the language and “listenability” of your speech. Narratives are especially good for introduction and conclusions, to get attention and to leave the audience with something dramatic. You might refer to the narrative in the introduction again in the conclusion to give the speech a sense of finality.

Lastly, you will want to decide if you should use any type of presentation aid for the speech. The decision to use visuals such as PowerPoint slides or a video clip in a persuasive speech should take into consideration the effect of the visuals on the audience and the time allotted for the speech. The charts, graphs, or photographs you use should be focused and credibly done.

Organization of a Persuasive Speech

You can see that the overall structure of a persuasive speech follows a common model: introduction, body (arguments and support), two-tailed arguments, and conclusion. Study the example at the end of this chapter to see this structure in action.

In speechwriting, you can think of a speech structure like the building of a house and organization like the arrangement of the rooms within it. As with other speeches, persuasive speeches can be organized topically, chronologically, or spatially. However, persuasive speeches often follow a problem-solution or problem-cause-solution pattern.

Organization for a proposition of fact

If your proposition is one of fact or definition, it will be best to use a topical organization for the body of your speech. That means that you will have two to four discrete, separate topics in support of the proposition.

Proposition: Converting to solar energy saves homeowners money.

  • (Pro-Argument 1) Solar energy can be economical to install.
  • (Pro-Argument 2) The government awards grants for solar.
  • (Pro-Argument 3) Solar energy reduces power bills.
  • (Pro-Argument 4) Solar energy requires less money for maintenance.

Organization for a proposition of value

A persuasive speech that incorporates a proposition of value will have a slightly different structure. A proposition of value must first define the “value” word for clarity and provide a basis for the other arguments of the speech. Then the pro-arguments for the proposition based on the definition.

Proposition: Hybrid cars are the best form of automotive transportation available today.

  • (Definition of value) Automotive transportation that is best meets three standards: dependable, economical, and environmentally responsible.
  • (Pro-Argument 1) Studies show that hybrid cars are durable and dependable.
  • (Pro-Argument 2) Hybrid cars are fuel-efficient.
  • (Pro-Argument 3) Hybrid cars are environmentally responsible.

Organization for a propositions of policy

The most common type of outline organizations for speeches with propositions of policy is problem-solution or problem-cause-solution. Typically, we don’t feel any motivation to change unless we are convinced that some harm, problem, need, or deficiency exists, and even more, that it affects us personally. Therefore, the organization of a speech about policy needs to first explain the problem and its cause, followed by the solution in the form of 3-5 pro-arguments.

Proposition: Universities should provide on-line learning options for all classes.

  • (Problem) Regular attendance in a physical classroom is no longer possible for all students.
  • (Cause) Changes brought about by the COVID pandemic have made guaranteed classroom attendance difficult.
  • (Pro-Argument 1) Providing on-line learning options protects the health of students.
  • (Pro-Argument 2) On-line learning serves students who cannot come to campus.
  • (Pro-Argument 3) Access to on-line learning allows students to maintain employment while still going to school.

To complete this outline, along with introduction and conclusion, your pro-arguments should be supported with fact, quotations, and statistics.

Your persuasive speech in class, as well as in real life, is an opportunity to share a passion or cause that you believe will matter to society and help the audience live a better life. Even if you are initially uncomfortable with the idea of persuasion, we use it all the time in diverse ways. Choose your topic based on your commitment and experience, look for quality evidence, craft your proposition so that it will be clear and audience appropriate, and put the finishing touches on it with an eye toward enhancing your logos , ethos , and pathos .

14.4: Choosing a Persuasive Speech Topic

In order to offer a persuasive speech, you must decide precisely what it is you want to talk about, to whom you will be speaking, and to what ends you hope the speech will lead. Persuasive speeches do not normally happen within a vacuum, even in a public speaking course where that might seem to be the case. In fact, most persuasive speeches serve as a response to larger circumstances— gas prices increase dramatically and drivers cannot afford to fill up their tanks; war veterans suffer from post-traumatic stress disorder (PTSD) and can find little governmental assistance for the necessary treatments; an election is forthcoming and candidates need to secure votes. These are just a few times when a persuasive speech would make sense. A driver might try to persuade their employer to embrace telecommuting as a response to the high rate of gasoline. Veterans with PTSD might stage speeches to a national audience imploring them to advocate for better mental health care for people who have fought in wars. And candidates, of course, will give many speeches during a campaign that tease out the various reasons they, and not another candidate, should be elected. Appendix A (at the end of the chapter) offers a lengthier list of possible topics for persuasive speaking, but keep in mind the advice that Burnett offers in Chapter 8 (public speaking: the virtual text) regarding topic selection. The topics in Appendix A are written as propositions that can be defended. Some are propositions of fact, others are propositions of value, and yet others are propositions of policy.

Approaching Audiences

When choosing a topic for your persuasive speech, it is crucial to consider the composition of your audience. Because persuasive speeches are intended to influence or reinforce an audience’s thoughts or behaviors, speakers must consider what and how the audience thinks, feels, and does. Your audience might be ambivalent about your topic, or they may be strongly opposed, in strong agreement, or somewhere along the spectrum. In persuasive speeches, it matters where they fall on this continuum. For instance, if you want to argue that abortion should be illegal and your audience is composed of pro-life advocates, your speech might seem like you are preaching to the choir. But if your audience is made up of staunch pro-choice activists, your speech would be raising a significant objection to a set of beliefs, values, attitudes, and actions the audience was already committed to.

Decaro, Adams and Jefferis offer advice for carrying out a thorough audience analysis in the other chapter of this book. Some questions you might ask before giving a speech include, “Who is hosting the speech?” Often this can provide a great deal of information about who will be in the audience. Audience members at a National Rifle Association gathering probably do not need to be convinced that the Second Amendment to the U.S. Constitution—the right to keep and bear arms—is worth upholding. You should also ask, “Is the audience fairly heterogeneous?” In a public speaking class, you may be able to gauge that through your interactions with your fellow classmates before you make your way to the podium; but in other settings this may not be the case. If an organization is sponsoring or has invited you to speak, this is a question that can be directed to organizational staff with access to demographic information. Some demographics that may be useful as you craft your speech include age, gender, sexual orientation, ethnic or cultural background, socioeconomic status, religion, and political affiliation. Each of these characteristics is known to influence a listener’s beliefs, attitudes, values, and actions.

Receptive Audiences

Persuasive speakers will not generally address an audience that already fully agrees with them and is behaving in the way they would like, because that audience no longer needs to be persuaded. However, you may find yourself in situations that allow you to appeal to a receptive audience which already knows something about your topic and is generally supportive of, or open to, the point you are trying to make. For example, parents are generally interested in keeping their children safe. If you seek to persuade them that they should work with their kids to prevent them from being taken advantage of on social networking sites, they are likely to welcome what you have to say. Although they are already convinced that it is important to keep their children safe, this audience may not yet be persuaded that they have the need or ability to keep their kids safe in an online environment. In order to persuade this receptive audience, you should first attempt to foster identification with them by highlighting things you have in common. If you are a parent you might say something like, “I have two children and one of my biggest concerns is making sure they are safe.” If you are not a parent you might say, “one of the things I appreciate most about my parents is that I know they are always trying to keep me safe.” With these statements, you not only relate to the audience, but also demonstrate that you share a common concern.

Next, offer a clear statement of purpose and tell the audience what you would like them to do in response to your message. If the audience is already likely to agree with your point, they will be looking for ways to act on it. Offer practical steps that they can take. Even if the steps must be carried out later (i.e. the parents in our example may have to wait to get home and start talking with their child about social networking habits), give them a way to respond to the message immediately and show their support. In this case you may have them write down the first thing they will say to their child, or practice saying it to the person next to them. Having them act on your message before leaving reinforces their already favorable response to what you are asking (Beebe & Beebe 2003).

Neutral Audiences

Most of the groups that a persuasive speaker addresses are neutral audiences . These audiences are not passionate about the topic or speaker, often because they do not have enough information or because they are not aware that they should be concerned. Beebe & Beebe explain that the challenge in addressing a neutral audience is to foster their interest in your proposition (Beebe & Beebe 2003). They offer a few tips for cultivating interest in a neutral audience. Begin by gaining their attention. To do this you might offer a story or statistic that relates the topic directly to the dominant demographic in the audience. If you are trying to convince first-year college students to avoid credit card solicitors on campus you might start with something like, “I know those t-shirts the credit card vendors are handing out are stylish and, best of all, free!

But that t-shirt could cost you thousands of dollars before you even graduate.” Rather than beginning with a diatribe on the evils of debt, which many of them may not yet have experienced, you relate to their desire for a free t-shirt and a common belief they are likely to share, that “free” should not translate to “expensive.” If you cannot relate the topic directly to the audience, another approach is to relate the topic to someone they care about, like a family member or friend. Keep in mind that, while the receptive audience may be eager to respond immediately, the neutral audience may simply be more concerned about the topic or more inclined to consider the behavior change you are advocating (Beebe & Beebe 2003). In this case, consider offering resources for more information, or a few minor steps they can take when they are ready.

Hostile Audiences

Unfortunately, some audiences may be resistant or even hostile to your persuasive speech. A hostile audience may take issue with your topic or with you as a speaker. In this case, your primary goal is to persuade the audience to listen to what you have to say (Beebe & Beebe 2003). Once they are willing to listen, then you will have the ability to change their minds in the future. Later in this chapter we will address ways that you can foster a better relationship with the audience by building your ethos. However, if the audience is opposed to your proposition, there are a few steps that you can take to encourage them to at least hear you out. If the audience is not likely to agree with your proposition, wait until later in the speech to offer it. Opening with a clear statement of purpose, which a receptive audience welcomes, will make an unreceptive audience more hostile to your goals. For example, if you begin by telling business owners that you think they should pay workers more, they are likely to think of all the reasons that will threaten their livelihood rather than listening to your message. Instead, begin by highlighting issues on which you agree. You might open with a discussion of the challenges businesses face in attempting to retain quality workers and increase productivity.

Once you have identified areas of agreement, you can offer your proposition as a way of addressing your shared goals. To promote an increase in wages, you might explain that a study of more than 10,000 workers and managers in a variety of industries demonstrated that companies who pay their workers more were also more motivated to invest in new technology, enhance their management techniques, better train workers, and better deliver their services, all of which lead to higher productivity and increased profits (Applebaum &Berhardt, 2004). Focusing on areas of agreement will make the audience more receptive to your proposition, but they will still hold some reservations. Acknowledge those reservations and demonstrate that you have given them ample consideration. Cite credible evidence that supports your proposition in light of those reservations. Showing that you understand and respect their opposing position is the most important step toward encouraging a hostile audience to at least hear you out.

How to pick the right persuasive speech topic

The trick to picking the best topic from the bewildering mass of possibilities begins with understanding what makes a speech topic idea 'good'.

What makes a speech topic good?

While there are many factors that combine to make a 'good' speech topic, the three main ones are:

  • the subject matter is something you are genuinely interested in. If you're enthusiastic about your subject, you'll enjoy doing the research required and you'll do it thoroughly. What's more, your interest will show in the way you give your speech. A passionate person is a great deal more persuasive than someone who is ambivalent about what they're talking about.
  • something your audience will be interested in hearing about. Before you make a final choice consider carefully who you are talking to. As a group what particular topic, subjects or issues will make them want to sit up and listen? You'll want to avoid topics that have limited or little appeal to your audience. For example, you may be fascinated by your Great-Grandmother's hand crocheted doily collection, but will your audience really share your opinion that everyone would benefit from learning to crochet?   • something that has not been covered a 'squillion' times, already. You want a fresh topic!

Beware! Some persuasive speech topics are tired

All the engaging 'wow, that's interesting' energy has been squeezed out of them because they have been covered over and over again.  Those topics are exhausted through overuse. They've become cliches.

Most people do not want to listen to another speech:

  • smoking/vaping should be banned,
  • the legal drinking age should be raised to 21,
  • wearing seat belts in vehicles should be compulsory, or
  • the voting age should be lowered.

Even if the issues they raise are unresolved choose something else rather than risk boring your audience.

Of course, there are exceptions!   If you have a genuinely fresh and interesting angle to bring, perhaps new information or research to share, then go ahead. However, make that clear from the outset, otherwise you'll risk losing your audience's interest before you've had a chance to get your speech underway.

Remember - local and topical is GOOD

Before settling on a  persuasive speech topic from my list  check what's going on right under your nose. 

Great persuasive speech topics can pop out of your local community newspaper, radio, TV, or even your Facebook page. These could genuinely interest your audience. 

After all it's where you all live and the issues in your community have an impact on everyone's wellbeing.

The 'Wellywood' sign saga

I've just flicked through a copy of the local community news I picked up at my supermarket.

There were articles about a huge sign Wellington airport is considering placing on a prominent hill alongside the runway. It will read "Wellywood".

Airport authorities say it supports our thriving film industry, celebrating and building on the success of "The Lord of the Rings".

Those against it argue it's cheap copycatting of the famous Hollywood sign. They say the thousands of overseas visitors per day who see it will hoot and snort with derisive laughter.

There are two potential persuasive speech ideas right there: depending on your point of view, either for or against the sign.

Another piece was on the mixed success of a newly introduced recycling scheme.

Yet another was on depression alongside the story of a young man who suffered from it. What angles could be taken on either of those?

  • the time you have to research the topic thoroughly If it's a complex topic and you have limited time to prepare you may want to reconsider.
  • your desired outcome A successful persuasive speech persuades!  It challenges and seeks to change the way people think, feel and behave. What do you want your audience to do as a result of hearing you speak? Sign a petition, make a donation, vote for you, volunteer ...? What you want to happen is often called a ' most wanted response ' or MWR. Being clear about that will help you choose your topic as well as shape your speech.
  • your credibility How qualified are you to speak on the topic you've chosen? Do you have personal experience on your side?  How long have you been interested in it?  Have you done your research? Have you found reliable resources from reputable sources covering all angles of your topic?

The second one is pathos, which refers to the emotional appeal of your narrative. One approach is to share an anecdote that your audience can relate to. To effectively appeal to your audience’s emotions, you must also use language, tone, diction, and images to paint a better picture of your main point.

How Are Persuasive Speeches Used?

You may know persuasive speeches as those stirring speeches delivered by politicians and civil rights and business leaders. In reality, you yourself could be using it in everyday life.

There are different types of persuasive speeches. While some mobilize bigger movements, others only persuade a smaller audience or even just one person.

You can use it in a personal context . For example, you’re convincing your parent to extend your curfew or eat at a certain restaurant. In grander ways, you can also use it to advocate for social and political movements. If you’re in business, marketing, or sales, you can use persuasive speech to promote your brand and convince others to buy your product or service. 

For example, a teen might try to persuade a parent to let them stay out beyond curfew, while a civil rights leader might use persuasion to encourage listeners to fight racism.

No matter the context of your speech, an effective persuasive speech can compel someone or a group of people to adopt a viewpoint, take a particular action, and change a behavior or belief.

The Gettysburg Address by Abraham Lincoln

Context: In November 1863, during the American Civil War, US President Abraham Lincoln delivered this speech in commemoration of the dedication of the Gettysburg National Ceremony (also known as the Soldiers’ National Ceremony).

Snippet: “Now we are engaged in a great civil war, testing whether that nation or any nation so conceived and so dedicated, can long endure. We are met on a great battlefield of that war. What is persuasive speech?

The aim of a persuasive speech is to inform, educate and convince or motivate an audience to do something. You are essentially trying to sway the audience to adopt your own viewpoint.

The best persuasive speech topics are thought-provoking, daring and have a clear opinion. You should speak about something you are knowledgeable about and can argue your opinion for, as well as objectively discuss counter-arguments.

How to choose a topic for your speech

It’s not easy picking a topic for your speech as there are many options so consider the following factors when deciding.

Familiarity

Topics that you’re familiar with will make it easier to prepare for the speech.

It’s best if you decide on a topic in which you have a genuine interest in because you’ll be doing lots of research on it and if it’s something you enjoy the process will be significantly easier and more enjoyable. The audience will also see this enthusiasm when you’re presenting which will make the speech more persuasive.

The audience’s interest

The audience must care about the topic. You don’t want to lose their attention so choose something you think they’ll be interested in hearing about.

Consider choosing a topic that allows you to be more descriptive because this allows the audience to visualize which consequently helps persuade them.

Not overdone

When people have heard about a topic repeatedly they’re less likely to listen to you as it doesn’t interest them anymore. Avoid cliché or overdone topics as it’s difficult to maintain your audience’s attention because they feel like they’ve heard it all before.

An exception to this would be if you had new viewpoints or new facts to share. If this is the case then ensure you clarify early in your speech that you have unique views or information on the topic.

Emotional topics

Emotions are motivators so the audience is more likely to be persuaded and act on your requests if you present an emotional topic.

People like hearing about issues that affect them or their community, country etc. They find these topics more relatable which means they find them more interesting. Look at local issues and news to discover these topics.

Desired outcome

What do you want your audience to do as a result of your speech? Use this as a guide to choosing your topic, for example, maybe you want people to recycle more so you present a speech on the effect of microplastics in the ocean.

After you’ve chosen your topic it’s important to do the following:

  • Research thoroughly
  • Think about all of the different viewpoints
  • Tailor to your audience – discussing your topic with others is a helpful way to gain an understanding of your audience.
  • How involved are you with this topic – are you a key character?
  • Have you contributed to this area, perhaps through blogs, books, papers and products.
  • How qualified are you to speak on this topic?
  • Do you have personal experience in it? How many years?
  • How long have you been interested in the area?

Tennessee Gov. Bill Lee expects a school choice 'revolution,' with parental rights a key 2024 election issue

T ennessee Gov. Bill Lee says his state is joining what he views as a "revolution in America right now around school choice," as a $400 million bill to overhaul public school achievement testing and implement universal school choice advances in the state legislature. 

Lee, who is also president of the Republican Governors Association this term, said the issue of school choice resonates nationally beyond just Tennessee during the 2024 presidential election year. 

The governor explained in an interview with Fox News Digital that school choice, to him, is "really about freedom," noting how regarding matters of COVID-19 vaccines, books in public school libraries and classroom instruction, "parents on the left and right have very strong opinions about what that ought to look like." 

"The only way to resolve those differences are [is] to give parents the choice so that they're not resolved to live with whatever, you know, some teacher or some classroom or some library or some educational school district believes that they ought to be," Lee said. "Most all of us Americans, not just elected officials, recognize that education is one of the top priorities when it comes to issues and what Americans care about."

"This is not a choice between school choice and public schools. We have a strong commitment in this state toward the improvement of our public school system. The vast majority of our kids are going to be educated in our public schools, even years after a choice initiative like our proposed legislation goes through," the governor added, responding to criticism that the proposal would divert resources from Tennessee's underfunded public schools. "We need to have the best public school systems. They need to be funded well. They need to be innovative and creative and part of the part of the legislation." 

Lee said he’s observed an increased understanding among conservatives – but also from Americans more generally – that parents should be given the ability to impact what happens in their children’s education . He credited the pandemic, when remote learning gave parents insight into what gender and racial ideologies were included in public school curricula, as well as the resulting learning loss from keeping kids out of classrooms, as parents seek options to play catch-up several years later.

"I do believe there is a push in this country, especially among conservatives, for understanding how important freedom is – freedom in education, freedom in health decisions, freedom in what we do for our employment," he said. "We talk a lot about Tennessee being a place where people have access to opportunity and security and freedom. And as it relates to education, that is an Education Freedom Scholarship Act. And that's what we are really hopeful passes in this state in the next few weeks."  

Despite some objections from state Democrats, the framework of Lee's proposal, included in House Bill 1183, advanced through the state House Government Operations Committee and was recommended to move forward to the state House Finance Subcommittee last week. As Lee enjoys a Republican super majority in both the Tennessee House and Senate, he said he expects a version of the legislation to pass after the final provisions are ironed out between chambers. 

The current version of the bill in the House would increase payment for teacher health insurance from 45% to 60% – a measure intended to help rural districts retain quality teachers, as well as provide a $75-per-student infrastructure payment toward school facilities and maintenance and increase state funding for students in small and sparsely populated school districts, The Tennessean reported. It also allows for teacher and principal evaluations and state-mandated student testing to happen less often. 

A corresponding version of the legislation in the state Senate, SB 0503, is estimated to cost about $250 million less than the House bill. But the upper chamber’s version would primarily focus on creating the governor's Education Freedom Scholarship program and opening inter-county school enrollment. It excludes the House bill’s provisions on teacher health insurance, evaluations and changes to testing requirements. 

As the governor noted, school choice initiatives passed in states like Arizona, Iowa, Oklahoma and Arkansas last year and more recently in Wyoming and Alabama. It’s also gaining momentum in Kentucky, North Carolina and Georgia, Lee said, and Florida and Indiana have multiple stages of school choice. Though it varies by state, Lee said they have the same premise that "the parent knows best."

In states like Texas, Lee said, it has cost candidates elections to oppose school choice. 

Tennessee has one of the fastest-growing populations and one of the top-performing economies among all 50 states in recent years, Lee acknowledged, stating how the influx of families weighs in on school choice. 

"We need to give parents more choices. And when we do, children are going to have much more options to be successful. And at the end of the day, that's what this is all about," Lee said. "It's not really political, even though it's a very conservative issue. But hey, look at the states that have Democrat governors are passing that choice now as well, because Americans are beginning to believe that this is about children and the future of our country. And we ought to do everything we can to challenge the status quo and get it and get a better outcome." 

Lee said he first proposed school choice legislation five years ago during his first legislative session that passed narrowly for a few of the state’s largest counties and has been working to expand it since. 

He announced the statewide initiative in November, an atypical move to provide more time before the start of legislative session for stakeholders and lawmakers from both sides of the aisle to weigh in. Long before becoming governor, Lee said he did nonprofit work with an at-risk inner-city youth program. There he met one child whom he met with weekly for many years. 

Lee said the child, whose mother was in prison and who never knew his father, was failing every subject when he first met him. Over time, Lee said, the boy improved and Lee worked with the child and his grandmother to find him a charter school option outside of the neighborhood he grew up in. 

"The fact that it's an election year and that Republican primary voters by an overwhelming margin approve of school choice, it impacts what's happening. Legislators understand that they know their voters want this. I think that's one of the reasons you see such a move toward it. It's not just an ideological thought," Lee said. "For me, it's much more than that. It was a practical reality that I saw 15 years ago. But at the same time, it's an issue that if you're a representative, and you're representing constituents, your constituents want choice." 

Just short of the one-year anniversary of the March 27, 2023, shooting that killed three children and three adults at a private Christian school in Nashville, Lee said that though this legislation does not focus on the issue, Tennessee "became sadly and tragically aware of just how important it is that we provide security for our schools, and our legislature responded, in a way that that has made our schools safer."

"And I suspect public safety, and especially around kids in schools, that conversation should and will never stop in the state," he added, noting how the state legislature passed a sweeping bipartisan school safety legislative package last year that provided funding for school resource officers in every school, and there have been continued add-ons that have strengthened school alarm systems. 

In the aftermath of the Covenant School bloodshed , the Biden White House backed three Democratic state lawmakers who became known as the Tennessee Three who joined demonstrators in interrupting a legislative session at the state Capitol to protest about gun control. 

One of those lawmakers expelled and reinstated amid last year’s controversy, Rep. Justin Jones, D-Nashville, has recently taken issue with a provision in the House’s version of the governor’s school choice proposal that would exclude non-U.S. citizens from the Education Freedom Scholarships voucher program, The Tennessean reported. 

Jones cited the U.S. Supreme Court decision in Plyler v. Doe that prohibits states from withholding school funding for educating children of illegal immigrants. Rep. Scott Cepicky R-Culleoka, said the bill would allow any student regardless of immigration status to enroll in any public school, but lawmakers can still set limiting factors on who can receive a "public benefit," such as Lee’s voucher program.

The push for school choice in Nebraska is pitting lawmakers against their constituents

OMAHA, Neb. — Nebraska lawmakers are set for the first time to pass a bill that would block the public from voting on a ballot measure initiated by citizens of the state, setting up what could be a long battle over whether to fund private school tuition with public dollars.

On Thursday, lawmakers will take a final vote on a bill that would repeal a law passed last year to divert millions in income tax receipts to pay for private school scholarships . The bill would replace it with a measure that would directly fund private school tuition from state coffers. If it passes, it will effectively block voters from repealing the private school funding law that is set to appear on the November ballot following a successful petition drive .

Retired Lincoln high school teacher Rita Bennett described lawmakers’ plan to circumvent a vote of the people with one word.

“Outrage,” Bennett said.

The use of ballot initiatives has long been a source of pride not just for residents, but Nebraska’s unique one-chamber, nonpartisan legislature. Lawmakers often refer to the state’s residents as “the Nebraska Legislature’s second house.”

It’s why the move to “usurp the will of voters” is so audacious, said Bennett, a volunteer who collected petition signatures last summer to get the repeal question on the ballot.

“It’s quite chilling,” she said.

For Gretna resident Angie Lauritsen — who collected signatures last summer at county fairs, on sidewalks and by knocking on doors — the issue is personal. Her son was rejected from a private preschool because he was born with a condition that left him nonverbal until he was nearly 4, but through public school, he was given a specialist at the age of 2 and is now a talkative and thriving teen, she said.

“It’s about taking away the right of the people to vote,” Lauritsen said, noting that many people who signed mentioned being related to a public school teacher. “This is personal for a lot of people, not just me.”

The new bill is an “end-run” around the ballot initiative, said State Sen. Lou Ann Linehan, the author of last year’s law, during a public hearing. But it also gives a choice to families whose public school is not serving them well. A large portion of the private school scholarships would go to students who are being bullied, foster kids and students with a parent serving active military duty or had a parent killed in the line of duty, she said.

“This isn’t an anti-public schools bill,” she said recently during debate. “This is to give parents a choice. Why would we be against that?”

Anthony Schutz, a law professor at the University of Nebraska College of Law, testified against Linehan’s new bill to directly fund private school tuition, saying he believes it violates the Nebraska Constitution’s prohibition against appropriating public funds to nonpublic schools.

Opponents could try to launch another petition effort to ask voters to repeal the new bill this November, although they would have only weeks to gather enough signatures to meet a July deadline. Or they could sue, Schutz said.

“One line of argument is that it’s an appropriation to students and their parents, not a direct appropriation to private schools,” Schutz said.

But because the money can only be used for private school tuition, it might be difficult to convince a court, he said.

Linehan floated another argument earlier this year to try to convince Nebraska Secretary of State Bob Evnen to pull the repeal measure from the November ballot. Linehan held that the ballot initiative was unconstitutional because the state constitution places the power of taxation solely in the hands of the legislature.

Evnen ultimately found the ballot initiative to be legal, but acknowledged the issue was likely to be decided in court.

Asked whether the ballot initiative to repeal last year’s private school tuition scholarship law would remain on the November ballot or be pulled from it if Linehan’s new bill passes, Evnen’s office said it is consulting with the Nebraska Attorney General to make that decision.

Were the measure to remain on the ballot, it could prove a humbling rebuke if voters decide against public money going to private schools. Lauritsen said a good portion of the signatures she collected came from those who said they supported Linehan’s bill, but wanted to give “everybody a chance to vote on it.”

“At the end of the day, it’s an unprecedented use of legislation to cut off a referendum,” Schutz said. “It’s a politically difficult action to defend.”

Opponents of the bill say they’re ready for another fight.

“I stand ready to do whatever is necessary,” Bennett said. “If it means I’m out collecting signatures all summer, that’s where I’ll be.”

Sumner County schools pass resolution against school choice, 'vouchers are not the answer'

The Sumner County Board of Education met in a special-called session last week to vote on a resolution against Gov. Bill Lee’s Education Freedom Scholarship Act .

The Education Freedom Act would provide vouchers for students to attend private schools in the 2024-25 school year, allocating about $7,075 for each student, according to tneducationfreedom.com. The bill was sitting in the Senate's Finance Ways and Means Committee Wednesday and its unclear if it will head to a final vote.

Though 20,000 scholarships are expected to be available in the first year, that number is set to continually increase until every Tennessee student applicant is awarded one.

Sumner County Board of Education officials discussed how the act would negatively impact funding for public schools among other issues.

“The number one reason that most children succeed in education is not so much which school they go to, it’s their parents backing them. It’s parents who push them. And the reason in my opinion that children do well in private schools is because their parents spend a good deal of money to send them there and would like to see some return on their investment,” Sumner County Board of Education member Josh Graham said.

“If we just simply sent kids to the ‘good schools,’ then all underprivileged kids would go to Merrol Hyde (Magnet School) tomorrow. That’s not what makes the school good. Merrol Hyde is an outstanding school because it has exemplary students. They tested to get in. These are children who are going to excel academically. It would not make any sense to take a failing student and put them in Merrol Hyde and say, 'you’re doing great.'”

As an influx of students receive vouchers for private schools in the area, Graham worries that immediate and artificial demand for private schools will lead to a rise in tuition costs, ultimately pricing out many families.

“We’re going to divert public funds to private schools so they can grow, and then the wealthier students and their families will be the only ones with access,” he said.

“There’s just got to be a better way, a better way to address underachieving school systems … do what you’ve got to do in the failing school districts, leave exemplary school districts alone,” Sumner County Board of Education Vice Chairman Tammy Hayes said.

In the resolution, school board member Sarah Andrews shared parts of the House’s act that she and other board members support outside of the school vouchers, like the addition of a $75 per student infrastructure fee – which roughly translates to $2.26 million for Sumner County – additional funding for teacher pay and health insurance, decreased standardized testing hours, more flexibility on teacher evaluations, corrections to the third and fourth grade retention law and flexibility on teacher certification.

“Let’s continue to invest in our public schools, our public education … vouchers are not the answer,” Andrews said.

Sumner County Board of Education officials approved the resolution in a 9-1 vote. Sumner County Board of Education Chairman Tim Brewer abstained from the vote.

Comrades, it gives me great pleasure to greet your Congress in the name of the Council of People’s Commissars.

In the sphere of education we have long had to struggle against the same difficulties that Soviet power encounters in all spheres of work and in all spheres of organisation. We saw that organisations regarded as the only mass organisations were from the very outset headed by people who, for a lengthy period, were under the influence of bourgeois prejudices. In the first days of Soviet power, in October 1917, we even saw how the army swamped us in Petrograd with declarations to the effect that it did not recognise Soviet power, threatened to go against Petrograd and expressed solidarity with bourgeois governments. As long ago as that we were sure that these declarations came from the top people in these organisations, from the army committees of that time, who represented the past in the development of the moods, convictions and views of our army. The situation has since then repeated itself in all mass organisations—in respect of the railway proletariat, and again in respect of the post and telegraph employees. We have always noted that at first the past maintains its power and influence over mass organisations. We were, therefore, riot.at all surprised at the lengthy and stubborn struggle that went on among the school-teachers, the majority of whom, if not all, from the very beginning took a stand hostile to Soviet power. We saw how we gradually had to overcome bourgeois prejudices and how the school-teachers, who were closely connected with the workers and labouring peasantry, had to struggle against the former bourgeois system to win for themselves rights and to break a road to a genuine rapprochement with the working masses, to a genuine understanding of the nature of the socialist revolution that was under way. Until now you have had more than anybody else to deal with the old prejudices of the bourgeois intelligentsia, with their usual methods and arguments, with their defence of bourgeois or capitalist society, with their struggle, not usually direct but carried on under cover of some outwardly pleasant slogans which are advanced to defend capitalism in one way or another.

Comrades, you may remember how Marx describes the way the worker got to the modern capitalist factory, how he analysed the enslavement of the worker in a disciplined, cultured and "free" capitalist society, studied the causes of the oppression of labour by capital, how he approached the fundamentals of the production process, how he described the worker’s entry into a capitalist factory where the robbery of surplus-value takes place and the foundation of capitalist exploitation is laid down, where capitalist society is built, the society that gives riches to the few and holds the many in a state of oppression. When Marx reached this most significant, most fundamental place in his book—the analysis of capitalist exploitation—he accompanied his introduction to this analysis with the ironical remark that the place he was taking the reader to, the place where profit was extracted by the capitalists, was the place where liberty, equality and Bentham ruled. [2] By this Marx stressed the ideology up-held by the bourgeoisie in capitalist society and which they justify because from their point of view, from the point of view of the bourgeoisie who had won the fight against the feudals, "Liberty, Equality and Bentham" ruled in capitalist society which was based on the rule of money, the rule of capital and the exploitation of the working people. What they call liberty is liberty to make profit, liberty for the few to become rich, the liberty of the trade turnover; what they call equality is equality between capitalist, and worker; and the rule of Bentham is the rule of the petty-bourgeois prejudice about liberty and equality.

If we look around us, if we take a look at those arguments that were used in the struggle against us yesterday and which are being used today by members of the old teachers’ union and which we still meet with among our ideological opponents who call themselves socialists (the Socialist-Revolutionaries and Mensheviks), those arguments that we meet with in a not very conscious form in our day-to-day talks with the peasant masses who have not yet understood the significance of socialism—if you take a look at and give some thought to the ideological meaning of these arguments you will find the very same bourgeois motif that Marx stressed in Capital. All these people reiterate the catch-phrase that Liberty, Equality and Bentham rule in capitalist society. And when objections to us are raised from this point of view and it is said that we, the Bolsheviks and Soviet power, are contravening freedom and equality, we refer those who say so to the elements of political economy, to the basic doctrines of Marx. We maintain that the freedom you accuse the Bolsheviks of contravening is the freedom of capital, the freedom of an owner to sell grain on the open market, i.e., the freedom for the few to make profit, for those who have grain surpluses. That freedom of the press that the Bolsheviks have constantly been accused of having violated—what is this freedom of the press in a capitalist society? Everybody could see what the press was in our "free" Russia. This was seen to a still greater extent by people who were familiar with, have been able to observe closely or had had dealings with press affairs in the advanced capitalist countries. Freedom of the press in capitalist society means freedom to trade in publications and in their influence on the masses. Freedom of the press means that the press, a powerful medium for influencing the masses, is maintained at the expense of the capitalists. Such is the freedom of the press that the Bolsheviks violated and they are proud of having produced—the first press free of the capitalists, that in a gigantic country they have for the first time set up a press that does not depend on a handful of rich men and millionaires—a press that is devoted entirely to the struggle against capital, the struggle to which we must subordinate everything. Only the factory proletariat that is capable of leading the peasant masses that are not class-conscious can be the leader, the vanguard, of the working people in this struggle.

When we are reproached with having established a dictatorship of one party and, as you have heard, a united socialist front is proposed, we say, "Yes, it is a dictatorship of one party! This is what we stand for and we shall not shift from that position because it is the party that has won, in the course of decades, the position of vanguard of the entire factory and industrial proletariat. This party had won that position even before the revolution of 1905. It is the party that was at the head of the workers in 1905 and which since then—even at the time of the reaction after 1905 when the working-class movement was rehabilitated with such difficulty under the Stolypin Duma—merged with the working class and it alone could lead that class to a profound, fundamental change in the old society." When a united socialist front is proposed to us we say that it is the Socialist-Revolutionary and Menshevik parties that propose it, and that they have wavered in favour of the bourgeoisie throughout the revolution. We have had a double experience—the Kerensky period when the Socialist-Revolutionaries formed a coalition government that was helped by the Entente, that is, by the world bourgeoisie, the imperialists of France, America and Britain. What did that result in? Was there that gradual transition to socialism they had promised? No, there was collapse, the absolute rule of the imperialists, the rule of the bourgeoisie and the complete bankruptcy of all sorts of illusions about class conciliation.

If that experience is not enough, take Siberia. There we saw the same thing happen again. In Siberia the government was against the Bolsheviks. At the beginning the entire bourgeoisie who had fled from Soviet power came to the help of the Czechoslovak uprising and the uprising of time Socialist-Revolutionaries and Mensheviks. They were helped by the entire bourgeoisie and the capitalists of the most powerful countries of Europe and America; their aid was not merely ideological but financial and military aid as well. And what was the result? What came of this rule that was allegedly the rule of the Constituent Assembly, that allegedly democratic government of Socialist-Revolutionaries and Mensheviks? It led to the Kolchak gamble. Why did it lead to the collapse that we have witnessed? Because here we saw the effect of the basic truth, which the so-called socialists from the camp of our opponents do not want to understand, that there can be only one of two possible powers in capitalist society, either the power of the capitalists or the power of the proletariat, no matter whether that society is developing, is firmly on its feet, or is declining. Every middle-of-the-road power is a dream, and every attempt to set up something in between leads only to people, even if they are absolutely sincere, shifting to one side or the other. Only the power of the proletariat, only the rule of the workers can ally to itself the majority of those who work, because the peasant masses, although they constitute a mass of working people, are nevertheless to a certain extent the owners of their small properties, of their own grain. And that is the struggle that has unfolded before our eyes, the struggle which shows how the proletariat, in the course of lengthy political trials, during the changes in governments that we see in various places on the outskirts of Russia, is sweeping away everything that serves exploitation; it shows how the proletariat is breaking its own road and is becoming more and more the genuine, absolute leader of the masses of working people in suppressing and eliminating the resistance of capital.

Those who say that the Bolsheviks violate freedom and who propose the formation of a united socialist front, that is, an alliance with those who vacillated, and twice in the history of the Russian revolution went over to the side of the bourgeoisie—these people are very fond of accusing us of resorting to terror. They say that the Bolsheviks have introduced a system of terror in administration, and if Russia is to be saved, the Bolsheviks must renounce it. This reminds me of a witty French bourgeois who, in his bourgeois manner, said with reference to the abolition of the death penalty, "Let the murderers be the first to abolish the death penalty." I recall this when people say, "Let the Bolsheviks renounce the terror." Let the Russian capitalists and their allies, America, France and Britain, that is, those who first imposed terror on Soviet Russia, let them renounce it! They are the imperialists who attacked us and are still attacking its with all their military might, which is a thousand times greater than ours. Is it not terror for all the Entente countries, all the imperialists of Britain, France and America, to keep in their capitals servitors of international capital—whether their names are Sazonov or Maklakov—who have organised tens and hundreds of thousands of the dissatisfied, ruined, hum’iliated and indignant representatives of capital and the bourgeoisie? You must have heard about the plots among the military, you must have read about the latest plot in Krasnaya Gorka, which nearly led to the loss of Petrograd; what was this but a manifestation of terror on the part of the bourgeoisie of the whole world, which will commit any violence, crime and atrocity in order to reinstate the exploiters in Russia and stamp out the flames of the socialist revolution, which is now threatening even their own countries? There is the source of terror, that is where the responsibility lies! That is why we are sure that those who preach renunciation of terror in Russia are nothing but conscious, or unwitting, tools and agents of the imperialist terrorists, who are trying to crush Russia with their blockades and aid to Denikin and Kolchak. But their cause is a hopeless one.

Russia is the country assigned by history the role of trail-blazer of the socialist revolution, and that is just why so much struggle and suffering has fallen to our lot. The capitalists and imperialists of other countries realise that Russia is up in arms, and that the future not only of Russian but of international capital is being decided in Russia. That is why in all their press—in all the bourgeois world press which they have bribed with their many millions—they spread the most incredible slanders about the Bolsheviks.

They are attacking Russia in the name of the selfsame principles of "Liberty, Equality and Bentham". If you come across someone in this country who thinks that when he speaks of freedom and equality and of their violation by the Bolsheviks, he is championing something that is quite independent, the principles of democracy in general, ask him to have a look at the capitalist press of Europe. What is the screen being used by Denikin and Kolchak, what is the screen being used by European capitalists and the bourgeoisie in their efforts to crush Russia? Liberty and equality—that is all they talk about! When the Americans, British and French seized Archangel, when they sent their troops to the South, they did so in defence of liberty and equality. That is the kind of slogan they use as camouflage, and that is why the proletariat of Russia has risen against world capital in this fierce struggle. Such is the purpose of these slogans of freedom and equality which all agents of the bourgeoisie use to deceive the people, and which intellectuals who really side with the workers and peasants have to expose.

We see that as the attempts of the Entente imperialists become more desperate and vicious they meet with ever greater resistance on the part of the proletariat of their own countries. The first attempt at an international strike by workers in Britain, France and Italy against their governments that was made on July 21 had as its slogan, "Hands off Russia, and an honest peace with the Republic". This strike failed. Separate strikes broke out in Britain, France and Italy. In America and Canada, everything that looks like Bolshevism is fiercely persecuted. In the last few years, we have gone through two great revolutions. We know how hard it was for the vanguard of the Russian working people in 1905 to rise in the struggle against tsarism. We know that after the first bloody lesson of January 9, 1905, the strike, movement developed slowly and laboriously until October 1905, when the mass strike scored its first success in Russia. We know how hard the going was. This was proved by the experience of two revolutions, although the situation in Russia was more revolutionary than in other countries. We know with what difficulty the forces for the struggle against capitalism are mobilised in a series of strikes. That is why we are not surprised by the failure of this first international strike of July 21. We know that there is much greater resistance and opposition to the revolution in the European countries than over here. We know that in fixing July 21 as the date for an international strike, the workers of Britain, France and Italy had to overcome incredible difficulties. It was an experiment unparalleled in history. It is not surprising that it failed. But we also know that the working people of the leading and most civilised countries are on our side despite the European bourgeoisie’s rabid hatred of us, that they understand our cause, and whatever the hardships of the revolution and the trials ahead, whatever the atmosphere of lies and deception in the name of the "freedom and equality" of capital, equality of the starved and the overfed, whatever the atmosphere, we know that our cause is the cause of the workers of all countries, and that is why this cause will inevitably defeat international capital.
