Beauty Parlour Registration process Licence in Tamil Nadu

According to the Chennai City Municipal Corporation Act, 1919, a trade license is required for beauty parlors, spa, and massage parlors in Tamil Nadu, and an annual fee is applicable. The amendment was made effective from 25/02/2019. [ 1 ]

To become a licensed beautician in Tamil Nadu, one needs to complete a beautician program from an accredited institute. The cost of a full cosmetology course in Tamil Nadu can range from INR 5,000 to INR 20,000 depending on the institute. Federal financial aid is available for accredited programs. [ 2 ]

As for the cost of setting up a beauty parlor, the costs involved in purchasing raw material is around Rs. 27,000 per annum, while the costs involved in purchasing utilities is Rs. 72,000 per annum. Salaries and wages amount to Rs. 2,40,000 per annum, and the cost of transportation and freight is around Rs. 3,000 per annum. [ 3 ]

To apply for a trade license in Tamil Nadu, one must visit the official website of the Tamil Nadu Government and obtain Form-1 by paying a fee of Rs. 5. The applicant must then specify their details in the form. [ 4 ]

Apart from the trade license, to operate a beauty parlor, the establishment needs to obtain the Employees State Insurance (ESI) registration if it has more than 10 employees, and the employees earn less than Rs. 21,000 per month. Any establishment that is exempted from obtaining ESI registration must obtain an exemption certificate. [ 6 ]

To manufacture cosmetics for sale or distribution in India, a license in Form Cos-8 is required, and the application must be filed in Form Cos-5. The same applies to beauty products. A licensing authority appointed by the State Government issues this license, and the application must be submitted in Form 31 along with a license fee of Rs. 2,500 and an inspection fee of Rs. 1,000. [ 5 , 7 , 9 ]

For obtaining a drug license in Tamil Nadu for cosmetic products, one needs to visit the nearby e-Sevai Centre and fill out the application form. The computer operator at the center can also fill out the application on the online system on behalf of the applicant. Forms for the respective sales or manufacturing license can be found on the website. [ 8 ]
