Hyderabad: Cost escalations and estimates shooting up are nothing new for major projects, but in the strange case of the Musi Riverfront Development Project, the estimated cost has shot up from Rs.50,000 crore to Rs.1.5 lakh crore even before a master plan is ready and before a consultant has been appointed!

During the Lok Sabha election campaign, Chief Minister A Revanth Reddy had said the project would be taken up with Rs.50,000 crore. Later on June 14, Tourism Minister Jupally Krishna Rao at a programme said the flagship programme for Musi Riverfront development would be taken up at a cost of Rs.70,000 crore.

On Saturday, the Chief Minister after throwing open the Gopanpally flyover , said plans would be prepared for executing the Musi Riverfront project by spending Rs.1.5 lakh crore in five years. The works would be launched soon, he said. All these estimate escalations have happened in the last seven months since he visited London and announced the project.

Interestingly, all these estimates have been “revised” even as the State government’s plans to get an aggregate master plan for the project are still under progress. In between, addressing the gathering during the Telangana State Formation Day celebrations at Parade Grounds, the Chief Minister had said Rs.1000 crore was already allocated for the project.

Interestingly, the Musi Riverfront Development Corporation Limited had invited consultants for the aggregate master planning of the project in February, and the last date to finalise the consultant was later extended to March. Almost four months later, the consultant is yet to be finalized, a senior official said.

Similarly, agencies were also invited for conducting structural stability of the existing 17 bridges across the river and for fixing boundary stones and buffer. Even these agencies are yet to be finalised, the official added.

Till Chief Minister and his Cabinet colleague reveal the basis of the estimates, even officials appear to be in the dark.

Finance Minister Nirmala Sitharaman is set to present the Union Budget 2024 on July 23, and as usual, a key demand amongst citizens is for tax relief .

While reports indicate that the government may introduce measures to enhance the appeal of the new income tax regime, taxpayers are also hoping for a revamp of the old regime, which offers the advantage of deductions.

A proposal by BankBazaar aims to provide tax relief to millions of middle-class taxpayers . The proposed changes to the old income tax regime involve adjusting the income tax slabs to account for inflation, a move that could greatly benefit many.

Under the current old tax regime, the tax structure has remained unchanged since 2013.

The existing slabs tax are — income from Rs 2.5 lakh to Rs 5 lakh at 5%, from Rs 5 lakh to Rs 10 lakh at 20%, and any income above Rs 10 lakh at 30%.

BankBazaar proposes that the 30% tax slab be adjusted upwards to Rs 18 lakh, reflecting inflation adjustments over the period.

How will it help taxpayers opting for old tax regime?

The BankBazaar Primer for Budget 2024 highlights the necessity of updating the 20% and 30% tax slabs for the old regime.

The Cost Inflation Index shows a significant rise from 200 in 2012-13 to 363 in 2024-25, an 81.5% increase, underlining the need for these adjustments.

Persistent inflation in recent years has further escalated the index, making it imperative to update the old slab rates without further delay.

The proposed income tax slab adjustments aim to address the erosion of real income and the excess taxes paid by taxpayers due to the frozen slab rates.

For example, under the current old regime, taxpayers earning Rs 10 lakh are paying Rs 43,226 in excess taxes, which amounts to Rs 3,602 per month.

For an income of Rs 20 lakh, excess taxes paid are Rs 1.84 lakh in the old regime and Rs 67,978 in the new regime.

The old regime, favoured by many for its numerous deductions including rent, loan payments, insurance premiums, and tax-saving investments, has not been adjusted for inflation since 2013.

As a result, taxpayers are shouldering higher tax burdens while facing rising living costs.

BankBazaar’s proposal seeks to correct this imbalance by adjusting the slabs and enhancing specific deductions.

BankBazaar has also suggested enhancements required in particular sections, with respect to the old income tax regime.

1) Section 80C limit: Currently at Rs 1.5 lakh (set in 2014), should be increased to at least Rs 2 lakh.

2) Section 80D deductions: Considering the rising insurance premiums post-COVID, should be increased to Rs 50,000 for general taxpayers and Rs 100,000 for senior citizens.

3) Home loan interest and principal payments: Should have a separate section with a limit up to Rs 5 lakh.

Why taxpayers prefer old income tax regime?

The new tax regime charges no income tax on a taxable income of Rs 7 lakh or less, making it attractive for lower-income earners.

However, for those above this threshold, the old regime, despite its frozen slabs, often results in lower tax liabilities due to its deductions .

(Bloomberg) -- India looks set to swim against the current of emerging market officials loosening the purse strings, with debt sales by Prime Minister Narendra Modi’s new government seen in line with earlier projections. 

New Delhi is expected to retain its earlier target of raising 14.1 trillion rupees ($169 billion) via bond sales in the fiscal year that began in April, according to the median forecast in a Bloomberg survey of economists. Not a single respondent expects the budget deficit to widen, underscoring just how keen officials are to maintain their hard-earned credibility at a time when global investors are piling into Indian debt thanks to its inclusion in JPMorgan Chase & Co indexes.

A modest expenditure plan could give an extra fillip to India’s bond market, where benchmark yields are edging toward a two-year low. The budget will be unveiled on July 23. 

If Modi’s administration maps out more deficit reduction, “it might lead to a further rally in bonds,” said Vikas Jain, Bank of America Corp.’s India head of fixed income, currencies and commodities. “This government has always delivered on its fiscal prudence” and investors believe it’ll stick to that course, he said.

Government spending plans have attracted scrutiny across emerging markets of late. India’s longstanding efforts to tackle indebtedness gave its bonds an edge over Indonesia’s last month amid reports authorities in Jakarta were mulling a big rise in spending. Colombia’s credit outlook was cut due to pressure on government accounts, while just this week Brazil’s president triggered a slide in its currency after raising doubts about fiscal targets.

While Modi may raise some spending in the budget to address jobs creation and to alleviate rural distress, no one is expecting a blowout. A revenue windfall and a central government windfall is helping the government allot money to projects to mollify their new allies without increasing the deficit. 

Investors cheered the outgoing government’s prudent interim budget in February, when it outlined the 14.1 trillion-rupee borrowing target, sending the 10-year yield to a seven-month low. But news of Modi’s party losing its parliamentary majority, which raised the prospect of populist policies, triggered a spike in yields in June. The yield stood at 6.96% on Thursday.

The move later reversed, as the reappointment of Nirmala Sitharaman as finance minister helped to reassure the market. So did an unexpectedly large dividend from the central bank.

The deficit target is seen slightly lower at 5% of gross domestic product for the current fiscal year, the Bloomberg survey of economists showed. The government is expected to bring the deficit down to below 4.5% for the 2026 fiscal year, almost all of the economists said. 

But Modi will be under pressure to dole out funds for his coalition partners. A key ally has demanded financial support of more than 1 trillion rupees for the state in southern India he runs, Bloomberg reported on July 5, citing people familiar with the matter.

“If the fiscal deficit comes in at or below 4.9% of GDP with a borrowing cut, we may see a 15-20 basis points slide in yields,” said Akshay Kumar, head of global markets-India at BNP Paribas SA. “Our base case is for the current borrowing to be retained and the extra space can be targeted towards welfare-oriented spending.”

While the Reserve Bank of India appears in no hurry to cut interest rates due to sticky inflation, the steady stream of capital inflows linked to the inclusion of India’s bonds in JP Morgan’s debt gauge are likely to help push yields lower. So might further clarity on authorities’ longer-term plans. 

Sitharaman pledged in February to lower the fiscal deficit below 4.5% by the 2026 fiscal year.

The yield on the 10-year bond is seen at 6.9% by the end of 2024, according to median of forecasts in the survey.  

“Demand for government bonds is expected to exceed supply in FY25, supported by index inflows and long-only investor demand,” said Gaura Sen Gupta, chief economist at IDFC First Bank Ltd., who expects the yield to drop to 6.85%.
