Today’s NECO Government Essay Answers:

State is defined as a territory with its own government and borders within a larger country.

(i)Sovereignt:; This is arguably one of the most crucial attribute of a state. It is the authority to make its own decisions, policies, reforms, public affairs, and external affairs with little or no interference from other entities. An entity is sovereign in the sense that it owes no other nation allegiance. Besides domestic sovereignty, the state possesses external sovereignty. This implies that it has the exclusive right to determine its relations with other states.

(ii)Population: A state cannot exist without a settled population. In other words, to be recognized, it must be inhabited by human beings. This implies that an uninhabited portion of the earth, by itself, is not a state but can be part of one. Moreover, the said population must be largely settled on a permanent basis and not a nomadic one.

(iii)Government: A government is a machinery of people that enforces rules and regulations through the common law of the land. This body is typically made up of people with elective and appointive positions who work together to deliver the citizens’ needs. In other words government is supposed to make and implement public policies, often guided by a written document known as a constitution.

(iv)Territory: For a community of people to be described as a state, it must occupy a clearly defined territory. A state can only exist within territorial borders. These borders determine the size of the state, the area it can govern, and the areas where its neighboring countries begin. Besides dry land, a country’s territory also includes its airspace and maritime territory.

(v)Laws and structures: State must have a set of laws that govern the population. In most countries, this set of laws is outlined in a document known as the Constitution. The laws determine acceptable behavioural norms and are obligatory for every citizen. The rules and laws are sanctioned by the government and enforced through various law enforcement agencies. Besides the laws, a state must also have defined structures.

(i)Clear Guidelines and Policies: Develop and communicate clear guidelines and policies that explicitly outline the expectations for non-partisanship among civil servants. These guidelines should emphasize the importance of political neutrality and provide specific examples.

Emphasize qualifications, skills, and experience as the primary criteria for hiring and advancement, rather than political connections or affiliations.

(iv)Training and Education: Provide regular training and education programs that focus on non-partisanship and ethical conduct for civil servants. These programs should emphasize the importance of maintaining impartiality in decision-making, avoiding conflicts of interest, and upholding the principles of public service.

(v)Independent Oversight and Accountability: Establish independent oversight mechanisms to monitor and investigate allegations of partisan behavior or misconduct among civil servants. These mechanisms should have the authority to receive and investigate complaints, protect whistleblowers, and take appropriate disciplinary actions when necessary.

(vi)Promote a Culture of Non-Partisanship: Foster a culture within the civil service that values and promotes non-partisanship. This can be achieved through leadership commitment, communication campaigns, and recognition of civil servants who demonstrate a commitment to impartiality.

(vii) Transparent Performance Evaluation: Implement a fair and transparent performance evaluation system that assesses civil servants based on their competence, professionalism, and adherence to non-partisan principles.Provide regular feedback and recognition for exemplary performance.

(4a) Labour can be defined as all human efforts of any kind, either skilled or unskilled, mental or manual, directed towards the production of goods and services. The rewards for labour as a factor of production comes in form of wages and salaries.

(4b) (i) Education and training: The level of education and training received by a worker will go a long way towards increasing the efficiency of labor. A well educated or well trained worker is in position to increase efficiency in his work.

(ii) Level of commitment and attitude: The level of commitment and attitude of a worker can affect the efficiency of labour. When a worker is highly committed to his job, this will result in efficiency of labour.

(iii) Efficient management: When efficient management is in place in any organization, it will go a long way towards improving efficiency of labour.

(iv) Efficiency of other factors of production: The efficiency of other factors of production like land, capital and entrepreneur when combined with efficient labour will increase productivity.

(5i) Tax: A tax is a compulsory levy imposed by a public authority against which tax payers cannot claim anything. It is not imposed as a penalty for only legal offence. The essence of a tax, as distinguished from other charges by the government, is the absence of a direct quid pro quo (i.e., exchange of favour) between the tax payer and the public authority.

(5ii) Rates: Rates refer to local taxation, i.e., taxation levied by (or for) local rather than central government. Normally rates are proportional to the estimated rentable value of business and domestic properties. Rates are often criticised as being unrelated to income.

(5iii) Surplus of the public sector units: The government acts like a business- person and the public acts like its customers. The government may either sell goods or render services like train, city bus, electricity, transport, posts and telegraphs, water supply, etc. The government also earns revenue from the production of commodities like steel, oil, life-saving drugs, etc.

(5iv) Fine and penalties: They are the charges imposed on persons as a punishment for contravention of a law. The main purpose of these is not to raise revenue from the public but to force them to follow law and order of the country.

(5v) Gifts and grants: Gifts are voluntary contribution from private individu­als or non-government donors to the government fund for specific purposes such as relief fund, defence fund during war or an emergency. However, this source provides a small portion of government revenue.

(7) (i) Inadequate educational system and High cost of education: The educational systems practised in Nigeria is adequate as special attention is paid to paper qualification to the detriment of job creation.

As a result of high cost of acquiring education, many find it difficult to goto school and so end up with low paper qualification which may not permit them to get good employment

(ii) Lack of industrial growth and social amenities: Nigeria do not have industries that are capable of employing enough workers. Labour tends to be unavailable when there are no social amenities in the area. This leads to unemployment

(iii) Over population and Deficiency in demand: When a country’s population is too high, it tends to produce many workers and such workers may not have jobs to do, thereby leading to unemployment. An overall in demand for goods can lead companies to retrench workers.

(iv) Poor development plans and use of automated machines: Government does not normally put in place development plans that can create employment opportunities or take care of the unemployed. The use of automated machines in factories reduces the need for many workers and this lead to unemployment.

(v) Geographical mobility of Labour: Geographical mobility of labour is one of major cause of unemployment in Nigeria. Due to certain circumstances labour finds it difficult to move from one geographical area to another and this results in unemployment.

(8a) Retailer may be defined as a trader who buys goods in small quantities from the wholesaler and sells in bits or units to the final consumer. In other words, a retailer is a merchant whose main business is to purchase goods from the wholesalers in small quantities and sell in smaller units directly to the final consumers.

(1a) A bill is defined as a proposal of action discussed in the parliament and later signed to become a law by the President. A bill is not a law until it is signed into law by the executive. (1b) (Pick Any Five) (i) First reading: This is the first stage of the bill. The bill is presented and it is required that its title be read by the clerk in the House. At this point, no opposition is registered and the bill is printed into leaflets for members to study. (ii) Second reading: The bill is now presented, after the member or a minister introducing the bill moves that the bill be read the second time. At this stage, discussions are made concerning the principles of the bill. (iii) The committee stage: At this stage, if the principles of the bill are approved by the House at the second reading, it is referred to one or other of the committees for detailed discussion, amendment and report. (iv) The report stage: The committee’s report, stating the suggestions of the committee to improve the bill, is presented and any 'copied from e x a m p l a z a . c o m free' member may move for amendment. (v) Third reading: Only verbal amendments may be made here. At this stage, the bill is passed or rejected. A thorough examination is done on the bill in order to improve on the actual drafting of the bill. (vi) The Upper House: If the bill is passed, it is sent to the Upper House where it passes through similar stages. (It first started with the lower House). Any further amendment suggested by the upper House will require both Houses (Lower and Upper Houses) jointly setting up a committee to iron things out.

(i) State of emergency:

When a state of emergency is declared in a country or state, citizens will find some of their rights denied in order to restore peace and order.

(ii) Custom and tradition:

The application of the rule of law may be limited in some cases when the custom and tradition of the people must be respected and preserved.

(iii) Diplomatic immunity:

Due to the fact that ambassadors and high commissioners enjoy some immunities and cannot be prosecuted or punished in the country where they are serving also pose a great limitation to the application of the rule of law.

(iv) Legislative immunity:

This also undermines the application of the rule of law due to the fact that the members of the parliament cannot be sued or prosecuted for any false or libellous statement made in the house whereas an ordinary man on the street can be punished for the same statement.

(v) Delegated legislation:

The delegation of law making power to some bodies other than the legislature often brings about complexity of law and abuse of such power which may lead to violation of fundamental human rights of the citizens even without the opportunity of seeking redress.

(vi) The type of government:

The type and system of government practiced in a country will determine the degree of the application of the 'copied from e x a m p l a z a . c o m free' rule of law. In a country where military or unitary system of government is adopted, there will be minimum application of the rule of law.

(ii) Enlightenment/types of votes: The electoral commission educates the electorate about the necessary issues involved in election. (iii) Registration of parties/Voters: Electoral commission play a vital role in registration of parties and voters. It registers political parties according to laid down rules and regulations. It does the appointment and training of electoral officers, for instance presiding officers ,clerk and polling orderlies. (vii) screening of candidates/security at the polling stations: Candidates for election are properly screened and their eligibility ascertained before any election by electoral commission. Adequate security are provided at the polling stations by the commission.

Democracy is Characterised by regular and periodic free and fair election. Democracy recognizes the equality of all citizens or classes of people in the country regardless of their economic, political or social status as it is expressed by the rule of law and due process.

(iv) Existence and respect of fundamental human right:

In a democratic system of government, fundamental human rights are recognized, protected and respected in all aspects of life which is not respected in the military system.

Democracy recognizes the supremacy of the constitution which determine the operationa and functions of all sectional groups and organizations in the state, showing that nobody is above the law but the constitution

Every time she encountered a new fact, she prayed for safety from the deadly virus.

Weeks passed and it felt like people forgot about this new and highly contagious virus as it was something that was happening to people in China and there was nothing they had to be concerned about. Slowly and gradually, people stopped taking measures to prevent themselves from catching coronavirus. Several countries had closed borders with others to prevent the spread of the contagious disease. Life was back to normal.

Michelle and all her family members planned to visit Lagos and spend some good time together. They thought since the virus was mainly affecting China, it was safe to fly to Lagos. They all were extremely excited and after the start of the school’s August break, they flew to Lagos, Michelle ’ s dream State, unaware that a terrible experience awaited them.

Michelle’s family comprised four members, including her. Her father was a businessman, her mother was a housewife and she also had a sixteen year old younger brother. She loved her family and had planned this trip months ago. After they finally reached their destination, they booked into a hotel and had dinner and slept early as they were tired. They would do sightseeing the next day.

At half past seven in the morning, they ate breakfast and got ready to enjoy exploring the place. As they stepped out of the hotel, the management provided them with masks. They were completely surprised and looked at each other in complete amazement. However, they shunned the idea of using the mask as a preventive measure and went to the Ikeja City Mall.

The mall was a little far from the hotel and hence everyone was hungry again. Upon reaching the mall, they hurried to the food court where they saw nearly everyone wearing masks. They made fun of them, that the people were still scared of coronavirus and ate Amala And Ewedu Soup, one of the famous foods of the West. They enjoyed themselves a lot and later returned to the hotel to spend the night there. The next day when Michelle’s mother woke up, she saw that Michelle was having high fever and that she was constantly coughing. Terrified, they took her to the nearby hospital and came to know that she had coronavirus. The family immediately became depressed and sad, and upon the doctor’s prescription started to take measures to protect themselves. Michelle was kept in quarantine, and upon research the doctors found out that she got infected as she sat beside a virus-infected patient in the aircraft. The doctors tried their best to treat her and after 14 days her condition was stable enough for her to be discharged. All this time her family was kept away from her. Finally, when she was a little better and the doctors gave her the permission to travel and the family returned to their homeland. This incident made them learn the biggest lesson of life that, “Prevention is better than cure.”

QUESTION 2 Recent findings have revealed that students have lost the culture of reading. The reading culture among youths has been said to have waned away. This is unfortunate. In fact, the rate by which, Nigeria recorded failure by Nigerian students in the West African Examination Council WAEC, and National Examination Commission NECO including, other examinations taken in Nigeria is quite glaring that this is true. My first suggestion on how to go about improving the reading culture among students will be to organize trainings for youths and workshops for students. There should be series of such training programs for young people in the country on reading culture, and course of study counseling, and Parents Teachers training, including, child development workshops across the country. For instance, government and corporate organizations and non-governmental organizations should volunteer in hosting students of public secondary schools and students of private secondary schools across Nigeria, for instance, all for the purpose of enlightening the students on the important of imbibing the culture of reading, because this approach will help make these students brilliant and best brains, and subsequently make them responsible citizens in the future, that will contribute outstandingly to nation building. Another way that I think will improve and promote reading culture in among students will be in the area of students’ debate and students assay competition. I must tell you that this is one of the key factors that will actually help in achieving an improvement in the area of reading culture among youths and students.

Therefore, there is need to organize inter school debate competition and inter school essay writing competition for both students in public secondary schools and students in private secondary schools across the country. While organizing for these student competitions, prizes must be given to the best performing students in the competitions, as well as the participating schools. This gesture will encourage Nigerian students, as well as, their teachers to put more efforts, so that they can stand a chance of winning the prizes next time there is such competition. By so doing, there is all indications that, the reading culture among students will improve. Again, if free books can be donated to pupils and students in both private primary and secondary schools, as well as public primary and secondary schools it will contribute towards improving reading culture in among students.

That is why it is important and necessary for Nigerian government and other government agencies, including, non-governmental organizations and corporate organizations to take upon themselves the running of campaign programs, where free books can be donated to students in both private primary and secondary schools and public primary and secondary schools. Good enough, some students particularly, those ones in private schools are privileged to study in environments that have well equipped modern library facilities with books that even promotes reading culture and promote research but unfortunately, students have been carried away by those set of things that do not add value for their studies, for example, Facebook, and WhatsApp, and Twitter, as well as, other social media platforms which have distracts them from studying. In fact, some of those students, whose parents are wealthy and influential believed that, with their parents wealth disposition, they will sort their way out. These behaviours and attitudes on the part of students should be discouraged, and they should be redirected to path of being book friendly, as well as imbibing the culture of reading. Examination malpractice has remained one of the evils that have bewitched Nigerian students, to the extent that, the students have lost the culture of reading, let alone to read and prepare for examination. In my opinion, I will be suggesting that, there should be campaign and advocacy against examination malpractices. This platform can also serve as a forum, where issues concerning the role of stakeholders in investing their time and resources and energy towards eradicating examination malpractices in Nigeria can be discussed. It could also serve as platform, where members of the public can be sensitized on how they can collectively work to assist in complimenting the efforts of the government in eradicating examination malpractices in Nigeria, and promote reading culture. There is need therefore, for Nigerian government to rise up and be committed in making sure that it promote better education philosophy in the country and as well, restore reading culture for the purpose of eradicating the problem of examination malpractices in Nigerian schools.

KYIV, Ukraine — Russia demanded on Friday that the United States and its allies halt all military activity in Eastern Europe and Central Asia in a sweeping proposal that would establish a Cold War-like security arrangement, posing a challenge to diplomatic efforts to defuse Russia’s growing military threat to Ukraine.

The Russian proposal — immediately dismissed by NATO officials — came in the form of a draft treaty suggesting NATO should offer written guarantees that it would not expand farther east toward Russia and halt all military activities in the former Soviet republics, a vast swath of now-independent states extending from Eastern Europe to Central Asia.

The proposals codified a series of demands floated in various forms in recent weeks by Russian officials, including by President Vladimir V. Putin in a video call with President Biden . They represent in startling clarity goals long sought by Mr. Putin, who analysts say is growing increasingly concerned that Ukraine is drifting irretrievably into a Western orbit, posing a grave threat to Russian security.

The demands also reinforced the notion that Mr. Putin seemed willing to take ever-greater risks to force the West to take Russian security concerns seriously and to address historical grievances largely ignored for decades.

Russia’s deputy foreign minister, Sergei A. Ryabkov, laid out details about the proposal in public for the first time on Friday in a video news conference in Moscow, amid a Russian troop buildup near Ukraine’s border that Western officials have interpreted as a threat of an invasion.

The demands went far beyond the current conflict between Ukrainian government forces and Russia-backed separatists in eastern Ukraine. And most were directed not at Ukraine, which is threatened by the troop buildup, but at the United States and Ukraine’s other Western allies.
