10 Ideas for redesigning a new teacher orientation

With the upcoming school year upon us, many administrators are already thinking ahead to designing a new teacher orientation and staff in-service days. Such efforts are helpful in welcoming new hires and building collegiality between school staff members. These team-building activities not only help build a solid foundation of support and collaboration for the upcoming school year, but they set the tone for how administrators will recognize and strive for solutions around current challenges and obstacles within any given school community.

However, there are some definitive steps that administrators can take in strategizing a short-term and long-term plan when it comes to hiring, onboarding, and retaining new staff.

What is the current teacher shortage crisis?

For years now, experts have warned of an impending teacher shortage due to a host of issues. Now, these issues have culminated into a new-hire crisis that is much out of administrators’ control:

  • Since 2010, total enrollment in teacher preparation programs has declined by ⅓, coupled with a large decline in program completion. This strain on incoming, well-qualified teacher candidates is putting a strain on the hiring process.
  • Teachers’ salaries are low, especially within the current competitive job market, and actually are $2,179 less, on average , than ten years ago when current inflation is taken into account.
  • Working conditions have become more challenging, especially over the past two years of teaching during the pandemic. Recent Adopt-a-Classroom survey respondents reported:

  • 81% – The overall workload has increased.
  • 80% – Spending more time addressing students’ mental health.
  • 71% – Spending more of their own money on classroom materials.
  • 69% – Getting students back on track from learning loss.
  • 58% – Increase in classroom interruptions during instruction.
  • 55% – Less planning time due to staff shortages and other factors.
  • Public perception of teaching has shifted with PDK International found in 2018 that a majority of surveyed parents do not want their children to become teachers.
  • Educators’ career pathways are often viewed as limited, with few perceived growth opportunities. Consider that the 2021 average cost for a Master’s degree in education was $55,200. A 2021 study of LinkedIn member profile updates showed a 66% increase in school-job departures over the previous year.

The Great Resignation

In addition to the constrained influx of new teachers is the increasing rate of teachers who are taking leaves, quitting, or resigning early. Many are predicting that we will soon be faced with “The Great Resignation” within the field of education. NPR recently reported that 55% of teachers surveyed by the NEA shared that they are looking to exit the profession “sooner than they had originally planned:”

  • 90% of its members say that feeling burned out is a serious problem.
  • 86% say they have seen more educators leaving the profession or retiring early since the start of the pandemic.
  • 80% report that unfilled job openings have led to more work obligations for those left.

Shortage of substitute teachers

There is also a shortage of qualified substitute teachers adding to this burden of setting up school staff and their students for success. According to the Brookings Institute , teachers miss an average of 11 days of instruction during an 186-day school year. Some studies actually point to a standard deviation decrease in math and English Language Arts test scores due to such teacher absences. NPR shared how some states, like New Mexico, have resorted to leaning on parents or other civil servants like firefighters or the National Guard. 

While this overall teacher shortage issue is not “new” – back in 2015, The Washington Post shared a similar list of issues, including the undue pressure from high-stakes testing – it has definitely reached a critical pinnacle. All in all, it is resulting in an arduous hiring, onboarding, and retention cycle for school and district administrators, especially when you consider the hyperlocal constraints that school communities juggle.

How can school administrators support teachers and staff?

So with such odds stacked against the field of education, how can school administrators best support the newcomers they do recruit? A newcomer might be a green-thumbed educator or maybe be more experienced, but nevertheless, they are becoming part of a new school community, one with its own unique company culture.

Now with school districts across the country scrambling to fill vacancies left from teacher turnover, it’s essential that we understand the many challenges pulling teachers out of the classroom. As an administrator, continue to strive to reduce the barriers to entry when it comes to onboarding new staff. Consider how you can enhance the value proposition for teaching at your school or district. And do make sure to capitalize on efficiencies to optimize instructional time for all.

Work with broader team members to outline short-term and longer-term plans to triage the immediate needs and strategize toward future goals. And look for ways to start this new school year off on the right foot for all.

How to redesign a new teacher orientation

As a learning expert, you need to employ your own teaching lens when redesigning the teacher onboarding experience for your staff. Ask yourself:

  • How can I make this orientation a shared, meaningful experience for new and veteran teachers?
  • How can I provide strategies to empower individuals to find the individualized answers they need when they need them?
  • How can I lessen the learning curve by providing curated resources in an efficient, organized manner?

Consider how you can employ Nearpod to help orient your new hires to your district and school community. These resources can be shared in a new orientation meeting but also can be referenced over and over again by the individual teachers as needed – they can become a source of truth as well as a one-stop shop for your staff. Explore below 10 tips for new educator orientations:

1. Digital resources and presentations

Use Nearpod to create digital resources and presentations . Explore the Nearpod Library for inspiration, and then create presentations to share ideas during staff meetings. These presentations then serve as a running record of highlighted and captured information and can be shared with absent staff members as well.

2. Create a climate survey

Take a team approach to welcome (and retain) newcomers. Do so by first creating a climate survey using Nearpod’s Quiz or Poll features to get a sense of areas needing improvement at the beginning of the year. Then anoint a team made up of staff and community members to tackle the issues in a variety of ways. Jenee Henry Wood suggested a three-step approach of Triage → Tinker → Transform ( EdSurge ) to address ways to problem-solve school staffing needs. Remember to follow up with an end-of-year post-survey as well to gauge progress.

3. Personalize onboarding presentations

Consider personalizing onboarding presentations that can be shared by you in person but then accessed virtually as needed throughout the year. You can include interactive assessment tools to serve as team-building activities for teachers. Here are some tips you can use for orientation activities and onboarding presentations:

  • Use a video to add a message from you, the administrator, describing your school’s philosophy. Videos can help personalize your welcome. You may want to take viewers on a virtual tour of your campus. 
  • Share a “Facebook” of images of your staff to help identify who is whom, their titles, and their key responsibilities through social media.
  • Create a timeline to showcase some of your district’s or school’s achievements throughout recent years.
  • Insert interactive slides that outline set procedures, such as taking attendance or responding to a fire drill.
  • Add in audio files for bits like school spirit songs. 
  • Use Nearpod’s Interactive Slides and Interactive Video to engage teachers a bit more in active learning and draw them into learning about these new processes and their new community. Add more interactive experiences to your presentation by including Draw It and Matching Pairs activities.

4. Pair teachers up

Pair teachers up with one another! Whether as a mentor or simply a buddy, identify those teachers in your school who would be willing to welcome another and answer those “smaller” questions: Where are supplies kept? Who monitors the lunchroom? Where do classes go during fire drills? By smaller, they are no means less important, but these details rarely show up in new hire packets or binders. Teachers hit the ground running, so find ways to provide teacher pairs time to meet and support each other so that newbies don’t feel isolated. Plus, they can help familiarize them with tools like Nearpod or point them to the handy Teacher Resources as needed.

5. Organize all school and district resources in one place

Designate a School or District Library on Nearpod to organize and share presentations and resources digitally. Include links to shared folders so that your teachers have an easy-to-reference “cheat sheet” of need-to-know information as they become more familiar with where and how everything is kept and stored. You may want to link to approved tools and platforms, too so that teachers can capitalize on the best practices your staff has already identified and adopted.

6. Leverage fun team-building activities

Consider how to leverage student activities like the Collaborate Board and Time to Climb as staff meeting icebreakers and amend them to help build collegiality and facilitate communication between staff members. Although educators traditionally use these fun tools with students, they are also perfect team-building activities for teachers.

Highlight where educators can find meaningful sub-plans regardless of who is pitch-hitting for the day. Share via an email address lessons from the bank of Sub Plans as well as standard-aligned lessons that can work well in-person or virtually for student-paced, independent learning. With Student-Paced codes , students don’t need logins or passwords – which can be arduous for a sub to track down – plus all of their work automatically will be saved to the classroom account. 

8. Provide a grab-and-go professional development folder

Provide a grab-and-go professional development folder to house the vetted and curated experiences that you have created or sourced, like webinars, articles, and asynchronous courses. This is a very useful resource to use during your teacher orientation process! Add in a variety of assessment activities to provide your staff with quick knowledge checks for their own understanding. Share ways and resources to help educators cultivate their craft and grow professionally so that they feel empowered to set and pursue a desired professional path/pathway.

9. Use reports for student progress

Socialize school or district-level reports for teachers to better understand their students’ progress throughout the year. Such interim assessments and reflection will help inform short and longer-term planning.

10. Introduce staff using Flip

Make sure to use the best font style that makes your presentation look sleek, readable, and won’t strain your audience’s eyes while reading. We all want to use a fancy font, trust me, I get it. But most of the time, simplicity is beauty, especially if you’re presenting a professional-looking slideshow. Font styles such as Poppins, Tahoma, Verdana, Montserrat, and Helvetica are great examples of font styles that screams simple yet professional to look at.

On the other hand, font styles such as Bradley Hand, Comic Sans, and Chiller are not ideal choices as they are not meant to captivate your audience’s eyes. And another tip is to stick to two or three fonts only!

Welcome to New Teacher Orientation! June 6, 2012 Seattle Pacific University EDU 6120 Dr. Ellis Dr. Wicks

Who are we? • Tanisha Champagne: 4th/5th grade teacher for four years, currently enrolled in the Curriculum/Instruction program at SPU • Lara Cole: Served as a special ed/general ed teacher and principal, currently the Executive Director of Student Services for the Monroe School District,enrolled in a Ph.D. program at SPU • Kate Lyle: Othello School District teacher, initially sixth grade, then dual language kindergarten, currently adding a special education endorsement at SPU. She has been a teacher for two years.

Our objectives: Address the “big questions”, then provide ideas to help keep these ideas alive

Why teach? “The desire to teach, along with a sound knowledge base and experience must be enough to propel a novice teacher to excellence” (Walls, Nardi, Von Mindan, Hoffan, 2002, p. 40).

What are the qualities of a good teacher? Kleinfield (1975) coined the term “Warm Demander” to describe teachers who convey high expectations for students, while at the same time, conveying high regard and support for them.

What do students really need?

What strategies do highly effective classrooms use?

What does a good classroom look and feel like? Positive student-teacher interactions Positive learning environments Students are valued, active participants Participatory environment

What is truly meaningful in student learning? • Student learning should be authentic, "real-life" applicationrather than regurgitation of facts • Meaningful student learning happens when connections can be made • Differentiated instruction • Standards, Big Ideas, and Assessment data drive instruction • Cultural Literacy • Strong school-family partnerships • Promotion of life-long learning

How does a classroom become a place of reflective learning?

So, now what do I do? How do I keep these ideas alive? • Post the “big ideas” on an index card where you’ll see them • Some things you might stew on may not be that important. Let these things go. If in doubt, ask a respected, veteran teacher. • Build relationships, join with others.

MoSCoW method was originally developed in 1994 by Dai Clegg specifically for its use in Rapid Application Development . The initial scope of the technique was its use for timeboxed projects. With fixed deadlines to work with, MoSCoW gave Clegg a way to prioritize the tasks that were essential for the project, and sideline those that weren’t, in order to deliver the requirements on time. However, it soon evolved to become a key part of the latest management and prioritization thinking across disciplines.

The MoSCoW Prioritization technique consists of four categories. These categories signify the importance of the task or deliverable to the overall success of the project, as well as those that are essential for its running. 

These four categories are- 

Each requirement that is labeled “Must Have” are non-negotiable requirements that are critical to the success of the final product or project objectives. Notably, if any requirement is noted as “must-haves”, the failure in its delivery results in the total failure of the whole project. As such, each requirement within this category needs to be delivered within its given timeframe for success. 

Should Have

Requirements labeled “Should Have” are important but ultimately not necessary for the success of the project. The absence of this product or requirement will be to the detriment of the overall project, but the final result will still be viable. As such, while these requirements need to be added if possible, they can be prioritized lower than must-haves in situations of time or resource crunch. 

“Could Have” requirements are essentially those that are desirable and should be included if time and resources permit, but their absence will not significantly impact the final product or the success of the project. They are usually additions that contribute to a user’s experience or satisfaction but do not actively contribute to a product’s overall success and can be dropped in the case of approaching deadlines and a shortage of time.

Each requirement labeled “Wont-Have” would have been struck off by the team and the stakeholders as unnecessary, least-critical, and lowest payback items. Or these could be things that are just not appropriate for the time frame. These are requirements that are dropped for the entirety of the project, or shelved for later consideration should time and resources permit and all other items have been delivered. 

How to Use the MoSCoW Prioritization Method?

Usually, the MoSCoW Prioritization Method is used early in the life cycle of a project. The final list is a collaborative effort by the team, project heads, department heads, upper management, and stakeholders. Everyone that has a vested interest in the project is expected to participate in the process of delineating the different items into different categories. This ensures smooth functioning of the project, where everyone is aware of and aligned to the project’s and stakeholders’ priorities and objectives. 

Thus, MoSCoW method allows projects to work with a broader perspective, and reach a consensus on the different tasks enabling effective decision making .

In order to achieve maximum effectiveness in using the MoSCoW Prioritization Method, there are certain things to keep in mind. 

Balancing the Priorities

When deciding on the Must Have priorities, it becomes important to understand exactly what those are. A method to gauge Must Haves is by defining a product’s minimum usable subset. This is an articulation of the minimum requirements of a project for it to be viable, functional and by all accounts, considered a success. 

And other priorities, therefore, automatically become a contingency wherein beyond the must-haves, there is no outright effect on the functionality or success of a project. 

Balancing all the categories of prioritizations becomes key in successfully managing a project using MoSCoW. Having more must-haves than possible or viable for a team is a one-way ticket to disaster. A good rule of thumb is to have a maximum of 60% of your tasks and team effort be for must-haves. This leaves room for the team to build confidence in their work and their ability to deliver on time. 

Defining Prioritization Categories

Must-haves are generally easy to identify when discussing priorities within a group of people. However, the difference between Should Have and Could Have priorities is subjective and can be a point of contention if there are drastically warring views on the same.

Therefore, it is always a good idea to be extremely clear about the definitions and scope of the categories in question with an upfront discussion about the same with each stakeholder. 

When to Prioritize

This primarily refers to any new requirements that come up during the process of working on the project. New requirements will need to be categorized under the MoSCoW technique, but they cannot be too disruptive to the process that is already underway. Most importantly, they should not interfere with the previously agreed-upon limit of 60% of work being under must-haves, as that can be an instant demoralizing element for the team. 

Knowing when to prioritize any new requirements is key to the smooth functioning of a project.

Reviewing Priorities

At the end of each deliverable or project increment, all priorities need to be re-examined and discussed with the stakeholders. The working process often highlights misplaced and missing priorities, and those need to be included for the next deliverable. It is also important to review all priorities as a low-priority task may now have greater importance in the project.

In the messy world of technology, there is an immeasurable demand for the resources from product and development teams. This is where prioritization comes into play.

The MoSCoW Method For Prioritization: A Guide For Agile Teams

Prioritization is one of the core responsibilities of the product manager. With the proper prioritization framework and/or criteria, the product manager can save their team resources while moving closer to the business goals.

In this article, we will dive deep into one of the most widely used prioritization techniques, the MoSCoW method.

What is the MoSCoW method?

The MoSCoW method (also known as MoSCoW analysis) is one of many qualitative prioritization techniques used to prioritize features, user stories, and requirements.

The MoSCoW method groups the features into four groups:

  • Should-have
  • Could-have (or nice-to-have)

1. Must-have

Features or stories are critical for the product’s success. These features represent the non-negotiables which, if not implemented successfully, might put the product at risk of failing.

For example, let’s say you are the PM of a university’s e-learning system. A must-have feature might be the assignment submission feature because it serves a primary and essential need for both ideal customer profiles.

2. Should-have

This classification represents the features that are important, but not as crucial as the must-haves. These features, if not implemented, can cause a severe risk to the product’s success, but their risk is lower than the must-haves.

Typically, product teams use this classification for minor bug fixes and/or performance improvement initiatives.

Returning to our example, a should-have feature for our e-learning system might be an integrated plagiarism tool for teachers to use. This can be a should-have because it would not stop the teachers from doing their work, but not implementing it might lead them to churn and move to other platforms that save them time.

3. Could-have (or nice-to-have)

This classification represents desirable features that are not important to the core function of the product. Not implementing this feature will not cause any risk or failure.

Could-have features might help your product or do nothing at all. Features that are tagged with the could-have classification end up deprioritized and treated as a sprint filler.

For our e-learning, one feature could be the ability for the teachers to message other students through the platform. This is nice-to-have because this problem is typically dealt with through email and other platforms.

4. Won’t-have

This classification represents features that are not aligned with the vision and the strategy of the product. These are the features requested by other departments or stakeholders, but are entirely irrelevant.

If we were to reflect this in our e-learning example, this might be a feature that enables teachers to develop a curriculum collaboratively on the platform. This feature is a won’t-have because it doesn’t align with the vision of the product because the product is intended to mainly serve the students.

The MoSCoW prioritization method can be used to prioritize both the product backlog and the sprint backlog . This tells engineers what they need to deliver first and gives them an idea of what task could potentially spill over into the next sprint.

Below is a simple template that can get you up and running with the MoSCoW prioritization technique:

History of the MoSCoW method

The MoSCoW method was introduced first in 1994 by Dai Clegg , a British business consultant and software engineer.

Clegg was working on a software project with the British government and was looking for a method to prioritize the system requirements based on their urgency and criticality. He came up with the MoSCoW method to rank and prioritize the features and ensure the right investments were put into the top features.

How to use the MoSCoW prioritization method (5 steps)

Using the MoSCoW in the real world is more than tagging features with four different tags. It requires additional steps to ensure the proper prioritization is put into place and that features align with your stakeholders.

To apply the MoSCoW prioritization method in product management, take the following steps:

1. Groom your features

It is always a best practice to start by listing your features in your product backlog. Add some details to them like the basic idea of the feature, some simple user flows, and wireframes, and meet with your engineers/technical navigators, or system analysts to check on the technical feasibility and the edge cases.

2. Prioritize initially

After you have all of your features groomed, start prioritizing them. Classify them into must-have, should-have, could-have, and won’t-have. Prioritize based on the available resources and insights gathered from any user research and product analytics.

3. Align with your stakeholders

Present your initial priority to your stakeholders. Gather their input and try to persuade them of your priority based on the insights and the data you have.

Don’t leave the meeting without alignment on the priority of each feature. The outcome of the meeting should be a prioritized list agreed on by each and every stakeholder.

4. Adjust your roadmap and announce

After finalizing the backlog, make sure to give it a final review and announce it publicly using your internal roadmap and any communication channel that includes all the stakeholders.

5. Communicate continuously

We are in the agile era . That means we should embrace change and understand that changes happen all the time.

A feature that is a could-have in this quarter might be a must-have in the next one. So make sure to communicate changes in the business and feature priorities continuously with your stakeholders.

Ensure all the related documents, like the roadmap and the backlog , are updated accordingly and on a timely basis to avoid any miscommunication and to make sure that everyone is aligned on the timeline and the priorities.

Final thoughts

The MoSCoW method is one of the most powerful and widely used prioritization techniques worldwide. It helps classify features and initiatives into four groups.

For the MoSCoW method to be applied effectively and deliver the intended value, it should include a lot of stakeholder alignment and involvement. The product manager should dedicate more time to the must-have features to come up with a killer solution that helps solve the major problem for the users.

Moscow jails Russian-American journalist Alsu Kurmasheva for more than six years

A court has convicted Alsu Kurmasheva, a Russian-American journalist for the U.S. government-funded Radio Free Europe/Radio Liberty, of spreading false information about the Russian army and sentenced her to 6½ years in prison after a secret trial, court records and officials said Monday.

Ms. Kurmasheva’s family, her employer and the U.S. government have rejected the charges against her and have called for her release.

The conviction in Kazan, the capital of Russia’s central region of Tatarstan, came on Friday, the same day a court in the Russian city of Yekaterinburg convicted Wall Street Journal reporter Evan Gershkovich of espionage and sentenced him to 16 years in prison in a case that the U.S. called politically motivated.

Ms. Kurmasheva, a 47-year-old editor for RFE/RL’s Tatar-Bashkir language service, was convicted of “spreading false information” about the military after a trial that lasted just two days, according to the website of the Supreme Court of Tatarstan. Court spokesperson Natalya Loseva confirmed Ms. Kurmasheva’s conviction and revealled the sentence to the Associated Press by phone in the case classified as secret.

Ms. Kurmasheva was ordered to serve the sentence in a medium-security penal colony, Ms. Loseva said.

“My daughters and I know Alsu has done nothing wrong. And the world knows it too. We need her home,” Ms. Kurmasheva’s husband, Pavel Butorin, said in a post Monday on X.

He had said last year the charges stemmed from a book the Tatar-Bashkir service released in 2022 called No to War – “a collection of short stories of Russians who don’t want their country to be at war with Ukraine.” Mr. Butorin had said the book doesn’t contain any “false information.”

Matthew Miller, the U.S. State Department spokesman, said Ms. Kurmasheva is being “targeted by Russian authorities for her uncompromising commitment to speaking the truth and her principled reporting.”

“We continue to make very clear that she should be released,” Mr. Miller added.

Asked about the case, RFE/RL president and chief executive officer Stephen Capus denounced the trial and conviction of Ms. Kurmasheva as “a mockery of justice.” “The only just outcome is for Alsu to be immediately released from prison by her Russian captors,” he said in a statement to the AP.

“It’s beyond time for this American citizen, our dear colleague, to be reunited with her loving family,” Mr. Capus said.

Ms. Kurmasheva, who holds U.S. and Russian citizenship and lives in Prague with her husband and two daughters, was taken into custody in October, 2023, and charged with failing to register as a foreign agent while collecting information about the Russian military.

Later, she was also charged with spreading “false information” about the Russian military under legislation that effectively criminalized any public expression about the war in Ukraine that deviates from the Kremlin line. The legislation was adopted in March, 2022, just days after the Kremlin sent troops into Ukraine, and has since been used to target Kremlin critics at home and abroad, implicating scores of people in criminal cases and sending dozens to prison.

Ms. Kurmasheva was initially stopped in June, 2023, at Kazan International Airport after travelling to Russia the previous month to visit her ailing elderly mother. Officials confiscated her U.S. and Russian passports and fined her for failing to register her U.S. passport. She was waiting for her passports to be returned when she was arrested on new charges in October that year. RFE/RL has repeatedly called for her release.

RFE/RL was told by Russian authorities in 2017 to register as a foreign agent, but it has challenged Moscow’s use of foreign agent laws in the European Court of Human Rights. The organization has been fined millions of dollars by Russia.

The organization Reporters Without Borders said Ms. Kurmasheva’s conviction “illustrates the unprecedented level of despotism permeating a Russian judiciary that takes orders from the Kremlin.”

It called for Ms. Kurmasheva’s immediate release and said the purpose of the sentence was to dissuade journalists from travelling to Russia and put pressure on the United States.

In February, RFE/RL was outlawed in Russia as an undesirable organization. Its Tatar-Bashkir service is the only major international news provider reporting in those languages, in addition to Russian, to audiences in the multi-ethnic, Muslim-majority Volga-Urals region.

The swift and secretive trials of Ms. Kurmasheva and Mr. Gershkovich in Russia’s highly politicized legal system raised hopes for a possible prisoner swap between Moscow and Washington. Russia has previously signalled a possible exchange involving Mr. Gershkovich, but said a verdict in his case must come first.

Arrests of Americans are increasingly common in Russia, with nine U.S. citizens known to be detained there as tensions between the two countries have escalated over fighting in Ukraine.

Mr. Gershkovich, 32, was arrested March 29, 2023, while on a reporting trip to the Ural Mountains city of Yekaterinburg. Authorities claimed, without offering any evidence, that he was gathering secret information for the U.S.

He has been behind bars since his arrest, time that will be counted as part of his sentence. Most of that was in Moscow’s notorious Lefortovo Prison – a czarist-era lockup used during Josef Stalin’s purges, when executions were carried out in its basement. He was transferred to Yekaterinburg for the trial.

Mr. Gershkovich was the first U.S. journalist arrested on espionage charges since Nicholas Daniloff in 1986, at the height of the Cold War. Foreign journalists in Russia were shocked by Mr. Gershkovich’s arrest, even though the country has enacted increasingly repressive laws on freedom of speech after sending troops into Ukraine.

U.S. President Joe Biden said after his conviction that Mr. Gershkovich “was targeted by the Russian government because he is a journalist and an American.”

U.S. Ambassador to the UN Linda Thomas-Greenfield accused Moscow last week of treating “human beings as bargaining chips.” She singled out Mr. Gershkovich and ex-Marine Paul Whelan, 53, a corporate security director from Michigan, who is serving a 16-year sentence after being convicted on spying charges that he and the U.S. denied.

Secretary of State Antony Blinken said Friday that when it comes to Mr. Gershkovich, Mr. Whelan and other Americans wrongfully detained in Russia and elsewhere, the U.S. is working on the cases “quite literally every day.”

Sam Greene of the Center for European Policy Analysis said the conviction and sentencing of Ms. Kurmasheva and Mr. Gershkovich on the same day “suggests – but does not prove – that the Kremlin is preparing a deal. More likely, they are preparing to offer up a negotiating table that Washington will find it difficult to ignore.”

In a series of posts on X, Mr. Greene stressed that “the availability of a negotiating table shouldn’t be confused with the availability of a deal,” and that Moscow has no interest in releasing its prisoners – but it is likely to “seek the highest possible price for its bargaining chips, and to seek additional concessions along the way just to keep the talks going.”

Washington “should obviously do what it can” to get Mr. Gershkovich, Ms. Kurmasheva, imprisoned opposition politician Vladimir Kara-Murza and other political prisoners out, he said, adding: “But if Moscow demands what it really wants – the abandonment of Ukraine – what then?”
