Telugu people also held an event based on Punjabi food and exquisite cuisine. Similar events on several themes were held in both states. Many literally books in both the languages, Telugu and Punjabi were translated mutually.

The following is the list of states/UTs paired till June 2020 under the scheme Ek Bharat Shreshtha Bharat.

  • Jammu and Kashmir and Ladakh are paired with the southern state of Tamil Nadu.
  • Punjab with Andhra Pradesh.
  • Haryana with Telangana.
  • Himachal Pradesh with Kerala.
  • Uttarakhand with Karnataka.
  • Rajasthan with Assam.
  • Gujarat with Chhattisgarh.
  • Maharashtra with Odisha.
  • Goa (UT) with Jharkhand.
  • Delhi with Sikkim.

Citizens can submit their ideas and suggestions (ways to structure a program to make it effective in various dimensions) directly on the government portal (mygov. i ). To help citizens, the government of India has given some themes and sub-themes to expand their ideas and suggestions in detail and the right direction n. Citizens can make the following themes and sub-themes their base before writing and submitting original and innovative ideas, views and suggestions:

There is no country like India, quite as diverse, multi-lingual and multi-cultural, yet bound together by the ancient bounds of shared traditions, culture and values. Such bonds need to be strengthened through enhanced and continuous mutual interaction between people of varied regions and ways of life so that it encourages reciprocity and secures an enriched value system of unity amongst people of different States in a culturally special country like INDIA.

Ek Bharat Shreshtha Bharat

Ek Bharat Shreshtha Bharat was announced by Hon'ble Prime Minister on 31 st October, 2015 on the occasion of the 140 th birth anniversary of Sardar Vallabhbhai Patel. Subsequently, the Finance Minister announced the initiative in his Budget Speech for 2016-17 . Through this innovative measure, the knowledge of the culture, traditions and practices of different states & UTs will lead to an enhanced understanding and bonding between the states, thereby strengthening the unity and integrity of India.

The Ek Bharat Shrestha Bharat programme, aims to actively enhance interaction between people of diverse cultures living in different States and UTs in India, with the objective of promoting greater mutual understanding amongst them. As per the programme, each year, every State/UT would be paired with another State/UT in India for reciprocal interaction between the people. It is envisaged through this exchange, that the knowledge of the language, culture, traditions and practices of different states will lead to an enhanced understanding and bonding between one another, thereby strengthening the unity and integrity of India.

The States and UTs are to embark on a mission to enhance their cultural, academic and economic ties by entering into a wide range of mutual engagements with the paired States/UTs covering the spheres of music, drama, cuisine, language, history, tourism and other forms of exchange between the people. An indicative list of activities has been drawn up and circulated to the State Governments / UT Administrations and to the key Central Ministries. The States/ UTs may choose, evolve and develop their interaction pattern based on the suggested list as per operational suitability in the course of their interactions.

All States and UTs will be covered under the programme. There will be pairing of States/UTs at national level and these pairings will be in effect for one year, or till the next round of pairings. The State/UT level pairings would be utilized for state level activities. District level pairings would be independent of the State level pairings. The activity will be very useful to link various States and Districts in annual programmes that will connect people through exchanges in areas of culture , tourism, language, education trade etc. and citizens will be able to experience the cultural diversity of a much larger number of States/UTs while realising that India is one.

  • To celebrate the unity in diversity of our nation and to maintain and strengthen the fabric of traditionally existing emotional bonds between the people of our country;
  • To promote the spirit of national integration through a deep and structured engagement between all states and union territories through a year-long planned engagement between states;
  • To showcase the rich heritage and culture, customs and traditions of either state for enabling people to understand and appreciate the diversity that is India, thus fostering a sense of common identity;
  • To establish long term engagements; and
  • To create an environment this promotes learning between states by sharing best practices and experiences.

  • “Ek Bharat Shreshtha Bharat” was announced by Hon’ble Prime Minister on 31st October, 2015 on the occasion of the 140th birth anniversary of Sardar Vallabhbhai Patel.
  • Subsequently, the Finance Minister announced the initiative in his Budget Speech for 2016-17.
  • Through this innovative measure, the knowledge of the culture, traditions and practices of different States & UTs will lead to an enhanced understanding and bonding between the States, thereby strengthening the unity and integrity of India.
  • All States and UTs will be covered under the programme.
  • There will be pairing of States/UTs at national level and these pairings will be in effect for one year, or till the next round of pairings.
  • The State/UT level pairings would be utilized for state level activities.
  • District level pairings would be independent of the State level pairings.
  • The activity will be very useful to link various States and Districts in annual programmes that will connect people through exchanges in areas of culture, tourism, language, education trade etc. and citizens will be able to experience the cultural diversity of a much larger number of States/UTs while realising that India is one.

The broad objectives of the initiative are as follows:-

  • To CELEBRATE the Unity in Diversity of our Nation and to maintain and strengthen the fabric of traditionally existing emotional bonds between the people of our Country;
  • PROMOTE the spirit of national integration through a deep and structured engagement between all Indian States and Union Territories through a year-long planned engagement between States;
  • To SHOWCASE the rich heritage and culture, customs and traditions of either State for enabling people to understand and appreciate the diversity that is India, thus fostering a sense of common identity;
  • TO ESTABLISH long-term engagements and
  • TO CREATE an environment which promotes learning between States by sharing best practices and experiences.
  • To celebrate the idea of India as a nation wherein different cultural units across varied geographies coalesce and interact with each other, this glorious manifestation of diverse cuisine, music, dance, theatre, movies & films, handicrafts, sports, literature, festivals, painting, sculpture etc. will enable people to imbibe the innate chord of binding and brotherhood.
  • To make our people aware about the seamless integral hull of the Modern Indian State spread across a landmass of 32 lakh sq. km, on whose firm foundations, the geo-political strength of the country is ensured benefitting one and all.
  • To impress upon people at large about the increasing inter-connectedness between the constituents of various cultural & economic zones which is so vital for the spirit of nation building.
  • To induce a sense of responsibility & ownership for the nation as a whole through these close cross-cultural interactions as it intends to build up the inter-dependence matrix unequivocally.
  • To further promote inter-state travel for boosting business activities of various hues.
  • To create a learning ecosystem between the various stakeholders of the partnering states so that they benefit from the best practices of one another by establishing a State to State Connect.

  • Promotion of Home Stay for visitors.
  • Promotion of Rajya Darshan for tourists.
  • Organising Familiarisation Tours for the Tour Operators of one State.
  • Exposure of students of one State to alphabets, songs, proverbs and 100 sentences in the languages of the partner State.
  • Prepare and share with the partner States a book containing information on their culture, customs, traditions, flora & fauna etc. for dissemination to schools and colleges.
  • Encouraging the administration of oaths / Pledges in the languages of the pairing states.
  • Organising Essay Competition among students in the language of the partner State.
  • Organising Optional Classes in schools / colleges, where feasible, for learning the language of the partner State.
  • Organising Drama(s) of partner State in the educational institutions.
  • Exchange of information on traditional agricultural practices and forecasting among farmers in partner States.
  • Organising combined Tableau and participation of Parade Contingents of Partner States on ceremonial occasions.
  • Telecasting / Broadcasting of programmes of one State on the Regional Radio channels of Partner States.
  • Organising Film Festivals in the partner State with sub-titles.
  • Showcase wearing of traditional attire of the partner State.
  • Organising National/ State Specific Quiz Competitions in various languages on TV / Radio / Ek Bharat Shreshtha Bharat website.
  • Organising Photography competitions highlighting culture and heritage of the partner State
  • Encourage learning and exposure to traditional sports of the partner States.
  • Any other items.

Ek Bharat Shreshtha Bharat Programme

  • As part of the initiative, states have to conduct activities to promote a structured cultural connection in the areas of language learning, culture, traditions & music, tourism & cuisine, sports and sharing of best practices, etc.
  • Coordinating Ministry: Ministry of Education has been designated ministry for coordinating the activities of Ek Bharat Shreshtha Bharat.
  • Mandate: Celebrating the cultural vibrancy of India while establishing a strong mechanism to develop nationalism and cultural awareness among the citizens of our nation. 
  • Background and History: Announced by the Indian Prime Minister on 31st October 2015 on the occasion of the 140th birth anniversary of Sardar Vallabhbhai Patel . 

Objectives of Ek Bharat Shreshtha Bharat Programme

  • Unity in Diversity: Celebrating India’s Unity in Diversity and to maintain and strengthen the traditionally existing bonds between the people of our Country.
  • National Integration: Promoting national integration through a structured engagement between all Indian States and Union Territories through a series of planned engagement between States.
  • Fostering a Common Identity: Fostering a common identity through showcasing of rich heritage and culture, customs and traditions of either State to make others understand and appreciate the diversity in India.
  • Long-term Engagement: Establishing long-term engagement between each other;
  • Sharing Best Practices: Promoting a culture of learning between States by sharing best practices and experiences.

Mission of Ek Bharat Shreshtha Bharat Programme

  • This glorious manifestation of culture will enable people to strengthen the feeling of brotherhood.
  • Awareness Creation: Making people aware of the vastness of the Modern Indian State spread across a vast landmass on whose foundations the geo-political strength of the country is ensured.
  • Developing Inter-connectedness: Motivating people about the increasing inter-connectedness between the various cultures and traditions, which is integral to the spirit of nation-building.
  • Removing Alienation: Removing the feeling of ‘stranger in a strange land’ among the people of different states, cultures and traditions living across different states of India.
  • Individual Responsibility: Inducing a sense of responsibility & ownership for the nation as a whole in order to build up the inter-dependence matrix unequivocally.
  • Celebrating Diverse Culture: Celebrating the unity as well as diversity of the Nation at the same time.
  • Appreciation of Cultures: Generating understanding & appreciation amongst the people and developing mutual bonding for enriching the value system of unity in the nation.

  • Exchange of Culture: Cultural Exchange Programmes between partnering States with the help of artists identified through Cultural Competitions.
  • Translation Activities: Translating at least 5 Award Winning Books and Poetry, popular folk songs of One State in the Language of the partner State. Translating proverbs having similar meaning in the languages of the two States.
  • Author and Poet Exchange: Conducting exchange programmes for authors and poets.
  • Culinary Festivals: Organising Culinary festivals in order to popularise and learn culinary practices.
  • Study Tours: Conducting educational tours for schools/Universities Students reciprocally.
  • Home Stay Facility: Promoting Home Stay for visitors.

Why in News?

Recently, Government of India has announced a month-long programme named the ‘Kashi-Tamil Sangamam ’ “to strengthen” and “rekindle” the cultural and civilisational bond between Tamil Nadu and Varanasi.

  • This programme would be a part of the Ek Bharat Sreshtha Bharat initiative.

What is Ek Bharat Shreshtha Bharat?

  • Launched : It was launched in 2015 to promote engagement amongst the people of different States/UTs so as to enhance mutual understanding and bonding between people of diverse cultures, thereby securing stronger unity and integrity of India.
  • Ministry Involved: It is an initiative of the Ministry of Education.
  • Activities Under the Scheme: Every State and UT in the country would be paired with another State/UT for a time period, during which they would carry out a structured engagement with one another in the spheres of language, literature, cuisine, festivals, cultural events, tourism etc.
  • Create the Unity in Diversity of our Nation and to maintain and strengthen the fabric of traditionally existing emotional bonds between the people of our Country.
  • Promote the Spirit of National Integration through a deep and structured engagement between all Indian States and Union Territories through a year-long planned engagement between States.
  • Showcase the rich Heritage and Culture, Customs and Traditions of either State for enabling people to understand and appreciate the diversity that is India, thus fostering a sense of common identity.
  • Establish long-term Engagements.
  • Create an environment which promotes learning between States by sharing best practices and experiences.

Bhasha Sangam App

Bhasha Sangam App is a mobile application developed by the Ministry of Education in collaboration with MyGov India. The App has been developed by a start-up Multibhashi Solutions Pvt. Ltd., which was selected by MyGov through a LANGUAGE LEARNING INNOVATION CHALLENGE to give people of India a sense of familiarity with the wide range of Indian languages. The app features two animated characters Bhaarat and Vaani who come in 22 different avatars relevant to these 22 languages.

These characters provide the users information about the language they are learning.

  • After every sentence, the user is asked to answer a few questions, to ensure learning. Feedback is given after each question is answered.
  • The app is designed in a Game like Lesson map.

  • Based on the test, an e-certificate with user’s names auto-printed is awarded in a downloadable format.

Ek Bharat Shreshtha Bharat : All for one, one for all.

India is a country that is rich in culture and heritage. It is the most diverse country in the entire world. However, unity among the citizens is a unique feature of this country. In a view to strengthening this unity, the Prime Minister of India, Mr Narendra Modi launched a nationwide programme called the “Ek Bharat Shrestha Bharat” programme on 31st October 2015. This particular programme was launched on the auspicious 140th birth anniversary of Sardar Vallabhbhai Patel. Sardar Vallavbhai Patel was a great freedom fighter of India who served as the Deputy Prime Minister and Home Minister. He is also given the title of “The Iron man of India”.

The role of Sardar Vallavbhai Patel in gaining freedom of India and making it a Republic is immense. He had United all the provinces and princely states of India during the Freedom struggle movement to get independence from the British Rule. He has ignited the flame of unity along with other freedom fighters which are still alive. So this programme is dedicated to his contribution to the unity and integrity among the people of India.

This programme involves the mutual exchange of culture between the different states and Union Territories if India. This will be held from time to time. This will ensure a good sense of unity and integrity in the whole country. This will also help people to accept and promote their own culture and identity. This programme recognises the rich culture of people in a particular area. People who are unaware of their own culture will get to know about their own and respect each other’s culture. The scheme initially had 11 ministers, including the Department of Higher Education, Department of School Education and Literacy, Department of Sports, and Ministry of Information and Broadcasting.

India has the most diversified culture and language. There are as many as 1075 languages and dialects of the Indian country. One will observe the slight difference in language in every 6 kilometres of length. Although Hindi is a majorly spoken language, however, there are as many as 22 Scheduled Languages spoken by India’s people. Not only language, but India is a secular country. Every citizen is free to practise, profess and propagate the religion he or she likes. The State favours no particular religion. There is no state law. However, most of the population practises Hinduism, followed by Islam, Christianity, Sikhism, Buddhism, and Jainism. Some people are atheists.

Despite all these differences, the difference in language, culture, ethnicity, religion, there are no hindrances to unity. Fraternity is the essence of the Indian counter. The whole country is a big family. This programme fosters this beautiful and divine quality and retains them. When the states and Union Territories are paired from time to time, they are mutually bonded. They share common cuisines, dance forms, festivals and other events. In this way, brotherhood remains intact. The society becomes healthy and rich to dwell in.
