PhD in Project Planning and Management

Rationale for the programme:

The Doctoral Studies Programme aims to provide an opportunity to candidates with outstanding academic background to engage in advanced research studies in the field of project planning and management. Candidates are expected to have intellectual curiosity, self- discipline and a high level of motivation to be able to carry out research in their various areas of specialization and make a significant contribution to knowledge.

The programme has four areas of specialization namely: Project Design, Planning and Implementation; Project Monitoring and Evaluation; Project Management Information Systems and Project Financing. Candidates shall be required to take supporting coursework comprising six units.

To prepare Doctor of philosophy (PhD) candidates for advanced research and writing skills in their chosen area of specialization, candidates shall be required to take supporting coursework comprising seven course units to be done in a minimum of three semesters and a maximum of seven semesters

The PhD programme seeks to orient candidates to the informed and critical application of knowledge to problems and issues concerning project planning and management as a discipline and profession. The Doctoral programme is intended to enhance individual’s capacity and skills for positions involving teaching, consultancy and research in local and international institutions.

Justification:

  • The school has been offering a Postgraduate Diploma and a Masters in Project Planning and Management. The PhD programme, therefore, will provide an opportunity to graduates who wish to obtain a higher degree in the same field.
  • Presently, the School has graduated three cohorts at the Masters level, many of whom are demanding for the PhD programme.
  • The PhD programme is expected to provide positive growth to the school in line with the University mission of being a leading center of learning, scholarship, and professional development, extending frontiers of knowledge through research and creative works
  • The School has gradually expanded in terms of capacity and currently the school has 15 Lecturers with PhD degrees who are actively involved in the implementation of the School’s programmes.    

Objectives of the Programme

The objectives of the programme are to:

  • Enhance skills in the various areas of specialization in project management;
  • Provide an opportunity to candidates to carry out and present scholarly work;
  • Carry out research in the chosen area of study and submit a PhD thesis
  • Encourage application of creativity and critical thinking toward problem solving.
  • To inculcate desirable values for responsible citizenship and good corporate management

   Common Regulations for the Degree of Doctor of Philosophy (PhD) in the University of

   Nairobi shall be applicable.

  •  A holder of Master of Arts Degree in Project Planning and Management from the University of Nairobi or any other institution recognized by the Senate.
  • A holder of a Master of Business Administration from any institution recognized by the University of Nairobi Senate in areas of specialization relevant to the discipline in the programme.
  • A holder of a Master Degree from the University of Nairobi or any other institution recognized by University of Nairobi Senate in areas of specialization relevant to the programme.

Examination Regulations:

1. All Doctoral students shall be required to take examinations in three (3) common courses and three (3) specialization courses and pass all the six papers before they are allowed to proceed to the second part of the programme.

2.  Continuous assessment shall consist of class presentations, seminar papers, assignments and tests.

3.  A student shall be required to do course work and sit for end of semester examinations.

4. Each taught course shall be examined through a 3 hour written examination paper at the end of the semester in which it is taken.

5.  The pass mark for each course shall be fifty percent (50%).

6.  The final examination shall account for fifty percent  (  50% ) of the marks in each course, while continuous assessment shall account for the remaining fifty percent   (50%) ​​​​​​​

7. A student who fails in any course shall be allowed up to a maximum of two re-sits taken at the semester examinations.

​​​​​​​8.  A student who fails to satisfy the examiners in the second re-sit in any courses shall, on the recommendation of the School Board of Examiners and approval by Senate may be discontinued.

Introduction

The Doctor of Philosophy programme in the Department of Urban and Regional Planning offers opportunity for advanced academic and scholarly working the field of planning encompassing both Urban and Regional Planning.  The Programme blends norm of development theories with planning theory and practice by exploring through research work, the central theoretical and methodological issues in development studies and, the various streams and planning theory. The aim is furtherance of knowledge on changing development and planning paradigms and their applicability to understanding the processes of development and practices of planning for them.

The Doctor of Philosophy In Planning programme is founded on philosophical principles that underpin the discipline of planning. It explains what planning is, why plan, how planning is carried out and the importance of planning, thus building a knowledge database on the discipline. Planning is people-centred and takes place in space. Philosophy enables a fusion of society and space. The composite of space and society needs articulated by the contemporary issues of rapid urbanization such as sprawl; urban poverty well exhibited by slums; the need for sustainable utilization of natural resources and the effects and impacts of climate change and governance.

The rural planning and design specialization will equip students with the knowledge to effectively analyze rural challenges and plan for appropriate interventions which, when implemented will contribute to faster and sustainable rural development and slowing of the rural-urban exodus. The urban planning and design specialization is anchored on philosophy, analysis, design, and practicum, with the aim of broadening the scope of the planner in the field of urbanism and enhance the planner’s ability to intervene in the urban environment through reading, interpreting and detailing the city. It also seeks to strengthen the link between academia, professional planning practice and the built environment.

The regional planning specialization aims at training professionals that are highly grounded in theory, concepts and technical skills of development planning and management at the regional level to enhance national development vision and goals. The environment and natural resources specialization emphasizes on planning for sustainable utilisation and management of the environment and natural resources particularly land, forests, water catchment areas and water, wildlife and tourism resources, minerals, livestock and crops. The infrastructure specialisation covers planning for all travel systems and utilities.

Goal of the Programme

The course emphasizes the importance of creativity, optimal utilisation of all resources, public involvement, social justice, professional ethics, and environmental sustainability. It is intended for graduates and professionals with relevant educational background and experience who wish to specialise and practice in planning at the local, urban, county, national and international levels and contribute to the attainment of Vision 2030, national constitutional goals and Africa 2063 strategy.

By the end of the Course, the student should be able to:

(i) Demonstrate an understanding of academic, analytical and professional knowledge and skills needed to address complexities of planning and development at the rural, urban, county, regional, trans-regional and national levels.

 (ii) Demonstrate in-depth knowledge and critical understanding of the complex interactions within the natural and the built environment, institutional/organisational systems and the dynamic nature of rural, urban and regional development.     

(iii) Demonstrate enhanced student capacity to work with communities and other relevant stakeholders to formulate integrated development plans/programmes and disseminate outputs in the fields of urban and regional planning.

Mode of Delivery

  • Face-to-Face Mode

This is through lectures and tutorials using notes, electronic presentations, instruction manuals, group discussions, practical laboratory demonstrations and fieldwork.

  • Open, Distance Learning and e-Learning

In case of delivery through ODeL, special arrangements shall be made for the practical laboratory, field work and computing sessions. Where not feasible alternative arrangements will be made to do them on campus. 

  • Blended Learning

This is a hybrid of face to face with Open, Distance Learning and e-learning.

Course Structure

The PhD Programme in Planning at the University of Nairobi shall be conducted by research and thesis.

Candidates for the PhD programme may be exempted from part of or all coursework requirement provided the Senate is satisfied that the candidate had done and passed at Masters level course equivalent to the proscribed courses.

Minimum Admission Requirements

The following shall be eligible to apply for registration for the degree of Doctor of Philosophy in Planning:

  • A holder of Master's degree in Development Studies or any other social science discipline for the University of Nairobi;
  • A holder of a Master's degree in any other discipline from the University of Nairobi, who provides evidence of social science base study, research or publications;
  • A holder of Master's degree or equivalent academic qualifications from other institutions recognized by the University of Nairobi Senate as of comparable status.

  • The programme aims to prepare students for senior positions in the field of development studies both as researchers and policy analysts with the primary aim of making the development process meaningful, interactive and sustainable.  

Graduates of Urban and Regional Planning can find employment in NGO's, County Governments, Central Governments UN Bodies- UNCRD, UNEP, UN-Habitat, Parastatals – Nairobi County Council (NCC), Kenya Urban Roads Authority (KURA), ENNDA, Ministry of Housing, Physical Planning Departments, National Lands Commission (NLC), Regional Development Authority and Water and Sewerage Companies under the Water Act.

Urban planners work with teams of related professionals such as architects, landscape architects, engineers, environmental scientists, economists, property valuers, real estate developers, lawyers and sociologists.

MASTER OF ARTS IN PROJECT PLANNING AND MANAGEMENT

The Master of Arts in Project Planning and Management is designed to provide skills, techniques and knowledge required for careers in the management of all types of projects in the public and private sectors.  The programme will help present and future managers of development projects to be more efficient and effective, thus contributing to economic growth and development of the country in line with the objectives of Vision 2030.  Professionals from different fields such as engineering, health, education and agriculture over time find themselves at the helm of projects but without formal training. This programme fills this gap by providing an opportunity for such practitioners and other aspiring project managers to acquire formal knowledge and skills. The programme blends both theoretical concepts and practical knowledge based on case studies and shared experiences by the diverse student body through group work and discussions. It, therefore,  acts as both a foundation for those aspiring for doctoral studies and as a terminal degree for those wishing to pursue project management as career managers or consultants.

In addition to providing skills and knowledge, the programme is flexibly packaged to enable learners to study while continuing in gainful employment.  The Open, Distance and e-Learning (ODeL) mode of learning enables learners in remote places to pursue the programme without the constraint of physical presence in a classroom. This not only makes the course more affordable, accessible and convenient, but also a means by which skills and knowledge learned can quickly be applied in the working environment, thus enhancing both learning and productivity. With the ODeL mode of learning, cross-border learners will be attracted and particularly those from the Eastern Africa region. 

This syllabus was developed and has been offered since 2006.  This review is being undertaken to comply with University policy on curriculum review and to take into account new developments in the field of Project Planning and Management and the needs of students and employers arising from continuous evaluations.  There is also need to realign some of the courses for better flow and sequence.  Through discussions with stakeholders, the need for strong research skills was expressed, hence the new course on Research Project Seminar to enhance practical skills and augment the course on Research Methods.  After consultations with experts and stakeholders such as the Department of Geography and the School of Business, three new courses are introduced namely; LDP 617 Environmental Impact assessment in Projects; LDP 618 Strategic Management and LDP 619 Research Project Seminar and two courses are revised namely: LDP 613 Environmental Issues in Project Planning and Management and LDP 606 employee Training and Development.

The objectives of the programme shall be to: -

  • Train highly skilled human resource capacity to plan and manage development projects.
  • Enable learners to acquire analytical tools, principles and concepts of project identification, appraisal, implementation, monitoring and evaluation.
  • Enhance skills and knowledge, competencies and ability of learners to analyze situations within the project from an academic and practical perspective.
  • Develop awareness of the changing local and international project management environment
  • Create the foundation for project management professionals to pursue further studies and research in the field.

  • COURSE STRUCTURE AND DURATION

The program will be offered in two modes; face to face and Open, Distance and e-Learning.

  4.1 FACE TO FACE 

4.1.1    The course shall run for a minimum of four semesters and a maximum of ten (10) semesters of fifteen weeks each.

4.1.2    The course shall consist of fifteen (15) taught course units, and a research project, which shall constitute four (4) units. A student will have taken nineteen (19) units in total.

  • The course shall consist of course work, examination and a project

4.1.4     The course shall consist of twelve (12) core units and three (3) electives

4.1.5    The student shall be required to take a minimum of two (2) course units and a maximum of five (5) course units in a semester

4.1.6     Each course unit shall be taught for forty five hours (45) consisting of lectures and        

4.1.7   The project shall be equivalent to four course units, and shall be undertaken during the last semester.

  • OPEN AND DISTANCE LEARNING

This delivery mode will use various media, including print, electronic and independent study.

4.2.1    The main medium of instruction shall be well-designed printed self instructional study modules. With the inclusion of interactive devices and self-tests, these modules will provide students with great learning opportunities.

4.2.2    The modules will be supported by technology mediated learning materials   which include audio compact discs, e-learning materials and online learning.

4.2.3    There will be limited face-to- face sessions conducted on-campus or other identified study centers in the regions.  These sessions will be used by lecturers to introduce and provide overviews of the courses at the beginning of the semesters and at mid-semester, to provide clarifications on issues raised by the learners. The end of semester sessions will be used for revisions before examinations.

4.2.4      Students will be supported through the University of Nairobi regional study centers where access to information through computers will be provided.

4.2.5    After registration, students will be given orientation on distance learning.  Specifically, orientation in studying at a distance will provide students with study skills, reading skills, time management techniques, handling of assignments and   general guidance and counseling .

Common regulations for the Master's Degree in all Faculties/Institutes/Schools shall apply, ii) The following shall be eligible for admission:

  • A holder of Bachelor’s Degree in any discipline with at least an Upper Division, Second Class Honours, of the University of Nairobi, or equivalent qualification from other institutions recognized by Senate.
  • A holder of Bachelor’s Degree in any discipline with at least a Lower Division, Second Class Honors with 2 years relevant working experience
  • A holder of Bachelor’s Degree in any discipline with at least a Pass with a Postgraduate Diploma or with three years relevant working experience.
  • The core courses and research project are compulsory. In addition, a student shall take at least 4 Electives.

Statutory fees for 2nd year - 17,000.00*

EXAMINATION REGULATIONS

  • A candidate shall be required to pass in all taught course units in order to be allowed to proceed to the research project.
  • A course unit shall be examined by a written examination of three hours duration.
  • Pass mark shall be 50%.
  • Continuous Assessment Tests shall constitute 30% and the final examination  70%
  • A candidate who fails to satisfy the examiners in any unit(s), may, on the recommendation of the Board of Examiners and approval of the Senate, be allowed to take up to two supplementary examinations in the unit(s) failed.
  • A pass obtained in a supplementary examination or its equivalent shall be recorded as 50%.
  • A candidate shall be discontinued if he/she fails a second supplementary examination in any paper or fails to complete the programme during the prescribed duration.
